US Removes Cambodia from Arms-Embargo Country List
The United States has officially lifted its arms embargo on Cambodia, according to a final rule released by the Bureau of Industry and Security (BIS) under the US Department of Commerce. The rule modifies the Export Administration Regulations to remove Cambodia from Country Group D:5, which previously covered countries subject to US arms embargoes. The decision follows a November 2025 State Department ruling to lift the embargo, citing Cambodia's improved defense cooperation and efforts to combat transnational crime. While the BIS removed the D:5 designation to reduce confusion for exporters, Cambodia remains subject to restrictions under Country Group D:1, which means limitations on military and military-intelligence end uses are still in place. The new rule took effect on 3 February 2026.
