The cabinet has approved the Interior Ministry's proposal to allocate 15.5 billion baht for disaster insurance coverage targeting high-risk and vulnerable populations. The funds are divided into 15 billion baht for group residential insurance and 500 million baht for group accident insurance, with coverage from October 1, 2026 to October 1, 2027. The program is designed to protect roughly 30 million homes based on registry data as of September 10, 2026, and aims to deliver rapid, equitable relief from damage caused by flooding, windstorms, and earthquakes.
The Insurance Commission will work with the Thai Non-Life Insurance Association to select qualified, stable, and trustworthy insurers capable of processing claims swiftly and fairly. The Interior Ministry and Department of Disaster Prevention and Mitigation must ensure assistance does not duplicate other state relief measures.
However, a survey by the Interior Ministry as of September 15, 2026 reveals challenges: only 517,525 homes have been surveyed out of 29.8 million nationwide, while nearly 491,453 homes lack official house numbers and 82,810 are temporary dwellings. The government must urgently improve data accuracy and completeness to ensure assistance reaches all eligible residents, especially temporary occupants and those in disaster zones without proper house registrations.
