Cabinet Approves COP31 Strategy Targeting Net Zero 2050
Thailand's Cabinet approved its COP31 negotiating strategy, prioritizing equitable climate cooperation, adaptation funding, and a just transition
Natural Resources and Environment Minister Suthat Chomklin revealed that the Cabinet meeting on October 20, 2026 endorsed Thailand's negotiating stance for the 31st UN Climate Change Conference (COP31) in the Republic of Turkey. This framework will guide Thai representatives in negotiations with other nations to safeguard the country's interests and push for climate cooperation that benefits Thailand equitably.
Suthat stated that the negotiations go beyond merely reducing greenhouse gas emissions. They also prioritize preparing Thailand for climate impacts such as floods, droughts, and other disasters, as well as accessing international funding, technology, and knowledge to develop early warning systems, boost disaster response capacity, and help communities and businesses adapt swiftly.
At the same time, Thailand will advocate for climate action grounded in justice, recognizing the economic differences and readiness of each nation. Developed countries should support developing ones with finance and technology so all can participate without imposing excessive burdens on their citizens and economies.
Suthat emphasized that Thailand must advance toward its Net Zero emissions target by 2050 while mitigating impacts on vulnerable groups — especially farmers, low-income earners, at-risk populations, and SMEs — to ensure a fair transition to a green economy that also creates new economic opportunities.
Suthat will lead the Thai delegation at the COP31 high-level segment on November 17–18, 2026. He has tasked the Department of Climate Change and Environment with coordinating preparations and negotiation materials to secure outcomes that enhance Thailand's disaster preparedness, access to foreign aid and technology, and progress toward Net Zero 20250 alongside protecting people's quality of life.
