Wan Muhammadnor Matha, Prime Minister's senior advisor, said the use of martial law in Narathiwat is an operational matter and urged the government to focus on drug trafficking and smuggling as key drivers of instability in Thailand's southern border provinces. Speaking at Government House on July 27, he expressed condolences for ranger deaths from criminal acts and called for responsible agencies to prosecute offenders fully. He noted that martial law and emergency decrees already existed in the three southern border provinces, and enforcement decisions would be made case-by-case by operational authorities. When asked if the violence was retaliation against peace talks, Wan Muhammadnor acknowledged it might complicate negotiations given disagreement among different factions, but stressed that dialogue remains a government policy alongside law enforcement. He also cautioned that while some groups oppose violence, others may support military action, and emphasized the need to simultaneously address other criminal activities in the region. He particularly highlighted drug trafficking and smuggling networks as major contributors to instability, noting that provinces experiencing serious incidents had high volumes of drug seizures. He stressed the government must pursue all illegal activities affecting public welfare seriously, including cross-border smuggling and contraband oil operations that generate substantial profit. When asked if militants receive funding for attacks, he said that assessment is the responsibility of security and intelligence agencies, but the government must enforce laws comprehensively as such matters may be interconnected. Regarding when the special government committee on southern border problems will next meet, he deferred the answer, saying it depends on other factors.
