Officials somehow overlooked these obvious contradictions.

What gives hope is that Prime Minister Anutin Charnvirakul, who oversees the Interior Ministry and Bangkok administration and influences the national police, has raised concerns about legal gaps and zoning issues. When leadership at this level identifies problems, they have the power to act—not merely criticize from the sidelines.
