On July 29, the Royal Thai Police reported that a fact-finding committee chaired by Deputy Commissioner General Korjai Klaiklang determined that Police Major General Dr. Thawee Silp Wetchvitarnan had committed ethical violations related to the Police Hospital's 14th floor. The police commissioner subsequently reassigned him to the National Police Operations Centre from October 1, 2024 to March 31, 2025 pending a disciplinary investigation. The duty period was extended by three months in March 2025 as Thawee continued to submit additional documents. He submitted a resignation letter on July 2, 2025, effective August 1, 2025.

However, a recent unanimous resolution from the fact-finding committee recommended establishing a severe disciplinary investigation committee after the Medical Council's ethics ruling. On July 27, the police commissioner appointed Police General Itthiphon Achariyapradit as chairman of the severe disciplinary investigation committee. Under the Police Act, officers undergoing severe disciplinary investigation cannot resign. Thawee's resignation, dated August 1, 2025, therefore cannot take effect under law. He is scheduled to retire on September 30, 2025, pending the outcome of the severe disciplinary investigation.

Parliament Speaker Aung Lin Dwe announced the passage of the anti-online fraud legislation during a joint parliamentary session in Naypyidaw on July 28, with lawmakers confirming that capital punishment is included in the final bill.

The draft law released in May stipulates prison sentences ranging from 10 years to life imprisonment, as well as capital punishment for "violence, torture, unlawful arrest, detention, or cruel treatment of individuals to force them into online fraud operations." Scam-related offenses resulting in death carry automatic death sentences.

The law also prescribes life imprisonment for those operating online scam centers or convicted of cryptocurrency fraud offenses. Under pressure from countries including the United States and China, Myanmar's military-led government under President Min Aung Hlaing has pledged to crack down on these illegal operations and cooperate with neighboring countries to combat online fraud crimes.

Observers note that Myanmar law enforcement raids and arrests have largely displaced scam operations rather than eliminating them entirely. Crackdowns on major scam hubs such as KK Park in Myawaddy, Kayin State, and Shwego in Shan State—which served as headquarters for international call center gangs and human trafficking networks—have reportedly pushed operators to relocate to Cambodia near the Thai border.

At 7 p.m. on July 28, police in Phran Kratai district, Kamphaeng Phet province, responded to a fatal assault report at a rental room behind Sri Phitok Market. Officers found the body of Thanawat, a solar power plant worker, dead outside the rental room with gunshot wounds and knife cuts to the head, left shoulder, and leg.

Initial investigation revealed that 23-year-old Somchai, the victim's brother-in-law, was drinking beer and playing loud music in an adjacent room. When Thanawat came to warn him, the two got into a heated argument and began fighting. Unable to win the brawl, Somchai ran back, retrieved a gun and knife, and attacked his brother-in-law, killing him before fleeing.

Witness Wanni, 49, recounted that she heard about the quarrel and rushed to intervene, asking the men to separate as they were family. After Thanawat locked himself in the room, Somchai appeared wielding a gun and knife. Wanni and her child fled for their lives as gunshots rang out and Somchai shouted threats before repeatedly stabbing the victim until he collapsed.

Thanhawat's wife, Dao, 28, was selling seafood at the market when her husband texted asking her to tell his brother to lower the music because he had a headache. Before she could return to the room, she learned her husband had been shot dead.

CCTV footage from the scene clearly shows the suspect holding the gun and knife, attempting to break down the door, firing through the window, and then stabbing the victim repeatedly. Police are actively pursuing the suspect to press charges.
