Foreign National Arrested After Attacking Beachgoers, Disabled Woman in Hua Hin
A Qatari national was arrested after attacking beachgoers including a disabled elderly woman near Hua Hin Beach on July 26; six people sustained minor injuries and the suspect was ordered to pay 100,000 baht in compensation.
On July 27, 2024, Hua Hin Police Station in Prachuap Khiri Khan issued a statement on the progress of a case involving a foreign national's disruptive and violent behavior toward residents near Hua Hin Beach in Hua Hin Subdistrict, Hua Hin District, Prachuap Khiri Khan Province on the evening of July 26, 2024, at approximately 7:15 p.m.
After a video of the incident circulated on social media showing a foreign man attacking people in the area, Hua Hin Police officers quickly intervened and detained the suspect. The man is identified as Abdulla Yousif Ha Al-Harqan, 40, a Qatari national who entered Thailand on a tourist visa valid until September 22, 2024.
Following the arrest, Deputy Superintendent Kampanart Na Withai, commander of Hua Hin Police Station, ordered officers to expedite the collection of evidence and conduct interviews with witnesses. Victims were examined at Hua Hin Hospital, where doctors confirmed a total of six people were injured with only minor injuries; no serious conditions were reported.
On July 27, 2024, investigators brought both parties together for mediation regarding compensation and medical expenses, and an agreement was reached amicably. The suspect was charged with assault under Article 295 of the Criminal Code and ordered to pay compensation totaling 100,000 baht to the victims—the elderly disabled woman received 25,000 baht, while other victims received 15,000 baht each.
After legal proceedings were completed, the case was forwarded to the Prachuap Khiri Khan Immigration Office to consider visa revocation and take action under immigration law, as the suspect's aggressive and violent behavior poses a threat to public safety.
