Democrat Party Pushes Recidivist Crime Bill, Blocks Sentence Reductions

Thailand's Democrat Party unveiled a draft law to prevent repeat serious crimes, barring sentence reductions and royal pardons for repeat offenders convicted of murder, rape, or robbery.

Democrat Party Pushes Recidivist Crime Bill, Blocks Sentence Reductions
5 Aug Khaosod

The Democrat Party announced on August 5 that it is pushing a draft law to prevent repeat serious crimes, citing cases like those of "Por" and "Tong" as evidence that leniency and legal gaps function as a license for repeat offenses. Party spokesman Pongsahorn Kwanmuang outlined three key principles: first, the law will cover three major crimes—murder, rape, and robbery—that cause severe harm to life and property. Second, first-time offenders will face normal prosecution with a warning, but repeat offenders cannot be recommended for sentence reductions or royal pardons by executive officials, corrections officers, or the Justice Ministry. Third, a third offense will result in a mandatory maximum sentence with no possibility of reduction. Kwanmuang emphasized that protecting innocent lives is more important than showing mercy to criminals, and urged public input before pushing the bill through parliament to restore public safety and allow Thais to live without fear.

Man Sentenced to 2,673 Years Total for Investment Fraud Scam

Man Sentenced to 2,673 Years Total for Investment Fraud Scam
5 Aug Khaosod

On August 5, 2025, the Criminal Court on Ratchadamri Road delivered its verdict in case DSP.638/2567, prosecuted by the Economic and Natural Resources Crime Division against Prasit Chiaowkok and three companies—Nuea Lok Limited, Mandavid Limited, and Web Sawadee Public Limited (a public company)—charged with conspiracy to commit investment fraud and computer crimes. The prosecution's case alleged that Prasit, as executive director of defendants 2–4, operated tourism and investment businesses that recruited members to purchase discounted travel packages domestically and internationally, organized by membership tier with advance payment required. The defendants offered below-market service rates and claimed to guarantee refunds as vouchers or cash rebates of 1–10 percent if services went unused. Defendant 4 also operated a travel business booking hotel rooms and domestic airline tickets at discounted rates for registered members.

Between December 3, 2020, and May 2, 2021, all four defendants allegedly conspired to deceive and disseminate false information through social media advertising, videos, online messaging groups, and direct solicitation. They created websites and LINE groups named "The President's Private Fund," "Sawadee Giftback," and "MBD," using employees to promote investment schemes through video clips. The scheme deceived 173 victims who invested a combined 102 million baht. The defendants promised to pay returns at rates of 83.95–164.25 percent annually but lacked the ability to pay principal and returns. Instead, they cycled victim funds through various schemes without generating legitimate investment returns.

The prosecution sought convictions under multiple statutes including the Deception in Borrowing Money Act of 1984 (Sections 3, 4, 5, 9, 11/1, 12, 15) and the Computer Crimes Act of 2007 (Sections 3, 14(1)), and ordered all four defendants to jointly repay all 173 victims with 7.5 percent annual interest until full settlement.

Defendant 1 confessed during trial and was held in custody at Bangkok Central Prison. After reviewing testimony and evidence from both sides, the court found the victims' accounts credible and the prosecution's witnesses reliable, ordering all four defendants to repay the victims. The court convicted defendant 1 of multiple offenses and sentenced him to five years' imprisonment per charge.

Thailand Ranks Fourth Best Global Retirement Destination

Thailand ranks fourth globally as a retirement destination in a new independent index of all 192 UN member states, behind Malaysia, Panama, and Portugal, credited for its accessible retirement visas and strong healthcare-to-cost-of-living v

New global index of 192 countries puts Thailand fourth best place to retire in the worldLegacyA new independent ranking of 192 countries has placed Thailand as the fourth best place to retire in the world, behind Malaysia, Panama, and Portugal, in the inaugural RUMAVI Global Relocation Index published in July 2026. The result adds a third separate ranking system to confirm Thailand’s position near the top of the global retirement conversation. Earlier in 2026, the Expatriate Group’s Retirement Abroad Index placed Thailand second globally across 20 countries on healthcare, visa accessibility, and cost of living. International Living’s Global Retirement Index, now in its 35th year, ranked Thailand ninth globally and first in Asia across 24 countries. Each index uses different countries and different weightings. The RUMAVI result is notable because it draws on the largest comparison pool of any of the three, scoring all 192 UN member states on the same 24 metrics. How RUMAVI scores the retiree category The RUMAVI index applies the same 24 metrics to every country, then re-weights them for six different mover types: retirees, digital nomads, families, entrepreneurs, general movers, and tax-focused movers. For the retiree lens, the heaviest weights sit on healthcare quality and value, affordability, climate comfort, and whether a long-stay visa is realistically obtainable rather than theoretically available. That last point is worth noting. Many retirement indices credit countries for having retirement visa programmes without accounting for the practical friction of actually securing one. RUMAVI applies a flat visa-access bonus to countries that have built genuinely accessible dedicated retirement routes, which lifts Thailand significantly on the strength of its Non-Immigrant O-A and O-X visa framework. RUMAVI takes no commission from any government or programme and has no commercial ties to any property developer or citizenship-by-investment scheme. The full methodology and source labelling for all 24 metrics are published at their Global Relocation Index for retirees. The top 10

Rank Country Notes

1 Malaysia MM2H long-stay visa, healthcare value, cost of living

2 Panama Climate, cost, dedicated retirement visa

3 Portugal Climate, cost, D7 retirement visa route

4 Thailand Lifestyle, value, established retirement visa framework

5 Costa Rica Climate, affordability, pensionado visa

6 St Kitts and Nevis Climate, visa access

7 Cambodia Affordability, ease of long-stay

8 Philippines SRRV retirement visa, value

9 Georgia Cost of living, flat tax, ease of stay

10 Mexico Climate, cost, established expat infrastructure

The wealthy West falls sharply on this best place to retire ranking. Germany ranks 88th, the UK 108th, France 123rd, and the United States 152nd, its lowest score on any of the six lenses. The US result is dragged down by healthcare costs and the taxation of citizens on worldwide income regardless of residency. “The countries that top it, Malaysia, Panama, Portugal and Thailand, are not the wealthiest,” said Alexander Linton, founder of RUMAVI. “They are the ones that combine low cost, good climate and a visa that actually lets you stay. Wealth is not what decides this board. Access is.” What this means if you are considering retiring in Thailand Thailand’s position as the fourth best place to retire globally reflects a combination of factors that hold up under practical scrutiny. Private hospital quality in Bangkok, Chiang Mai, and Phuket is internationally recognised. The cost of living advantage over Western Europe and North America remains significant. Photo by Foto_iM from Getty Images The retirement visa framework, while not the simplest to navigate, offers multiple structured routes including the Non-Immigrant O-A for annual renewals and the O-X for eligible nationalities wanting a longer horizon. The full picture of what retiring in Thailand actually involves in 2026, from the four visa routes and their financial thresholds to ongoing compliance and the 2024 tax changes affecting foreign income remittance, is worth understanding before treating any ranking as a complete answer. Thailand consistently scores well on the metrics that make it one of the best places to retire for a fixed-income retiree. Where it scores less well is on regulatory transparency and property rights, factors that matter more the longer you intend to stay. Forest Officer Killed by Wild Animal at Huai Kha Kaeng
5 Aug Khaosod

Environment Minister Suchart Chomklin announced on August 5 that he has received a report from Department of National Parks, Wildlife and Plant Conservation director Arthapol Jaruncharnsaa regarding the death of ranger Sakhrin Wichajarn at Huai Kha Kaeng Wildlife Sanctuary. Sakhrin was killed by a wild animal while performing his duties this morning. Chomklin expressed profound sadness over the loss of the dedicated officer who had sacrificed himself in service of the nation's forests and natural resources, and extended his condolences to the victim's family, relatives, and colleagues.

Chomklin has ordered the department director to ensure full welfare support and assistance to the deceased officer's family, investigate the circumstances thoroughly, and review safety measures for staff in high-risk areas to prevent future incidents. Initial reports indicate that staff went searching for Sakhrin after he failed to arrive at a planned meeting point for a youth camp activity. Upon checking his accommodation, they found only his phone and personal belongings along with drag marks resembling those of a wild animal. The body was discovered approximately 200 meters away near Tham Sela stream, bearing signs of animal bites, and fresh tiger paw prints were found in the vicinity.

Investigators from Lan Sak Police Station have been notified and are proceeding with legal procedures. Chomklin stated that forest rangers are vital to protecting the nation's natural resources and forests, and called this loss a significant tragedy for the ministry. He pledged full support for the victim's family and colleagues, and announced plans to strengthen safety protocols for all forest protection staff nationwide to ensure frontline officers receive the best possible care.

ORI has closed the sale of Staybridge Suites Bangkok Sukhumvit to the Sevatsamphop family investment group, generating over 550 million baht in cash inflow as part of its asset management strategy. The sale reinforces ORI's Build–Operate–Exit–Reinvestment approach, which cycles assets to generate appropriate returns for shareholders and business partners while continuously expanding into new projects.

The 411-room Staybridge Suites Bangkok Sukhumvit opened in early 2023 as a premium residential-style hotel under the IHG Hotels & Resorts brand, located in central Sukhumvit 24. It is Thailand's second Staybridge Suites property and the second in Asia-Pacific, developed jointly with Japan's Nomura Real Estate Development. The property features over 5,000 square meters of retail space serving guests and the surrounding Sukhumvit community.

ORI President Pirapong Charunaik stated that the sale represents another key milestone in the company's hotel portfolio management, aligning with its long-term asset cycle strategy. ORI aims to develop quality hotels, achieve strong operational results, and transfer assets to long-term investors while continuously expanding into new projects to become a leader in recurring-revenue hospitality businesses.

In 2024, ORI has successfully completed two major hotel sales: ibis Phuket Kata in May and Staybridge Suites Bangkok Sukhumvit in July. The company currently operates seven hotels with 1,093 rooms valued at 3.9 billion baht, including Holiday Inn Suite Sri Racha, Holiday Inn Express Rayong, and ibis Hua Hin and Krabi. Additional projects are under development in Bangkok, Phuket, Chiang Mai, and Pattaya.

Hua Hin Embraces Royal Heritage in Tourism Revival

Thailand's government is repositioning Hua Hin as a world-class beach destination by leveraging its royal heritage and reopening its airport to international flights, targeting quality travelers over mass tourism.

5 Aug TAT Newsroom

South of Bangkok, where the Gulf of Thailand laps against a long crescent of pale sand, sits a town that quietly invented the modern Thai beach holiday. Hua Hin doesn’t shout for attention the way Phuket or Pattaya do. Its charm traces back to its foundations nearly a century ago, and Thailand’s government now wants the rest of the world to notice.

From Fishing Village to Royal Retreat

The story begins in 1834, when farmers fleeing drought in nearby Phetchaburi settled a stretch of coastline, they called Samo Riang. Everything changed with a railway. When the Southern Railway line reached completion in 1911, it opened Siam’s aristocracy to a coast they’d never seen. Prince Purachatra Jayakara championed its development, and in 1921, construction began on The Railway Hotel, which welcomed its first guests in 1922 — the same year King Rama VI commissioned Thailand’s first Royal Hua Hin Golf Course. King Rama VII completed the summer palace Klai Kangwon “Far from Worries” in 1929, cementing Hua Hin’s status as the country’s original royal seaside retreat, a role it retains today. That original hotel survives as the Centara Grand Beach Resort & Villas, its colonial silhouette still evoking the era of steam trains and sea breezes.

A New Push to Go Global

That royal legacy is now the centrepiece of a fresh government campaign. In July 2026, Tourism and Sports Minister Mr. Surasak Phancharoenworakul visited Hua Hin, Cha-am, and the surrounding districts of Prachuap Khiri Khan, unveiling a plan to reposition the resort as a world-class destination on a par with Phuket and Ko Samui. Rather than chasing mass tourism, the strategy leans into what officials say makes Hua Hin distinctive: a quieter atmosphere, royal heritage and an established following among quality travellers. “Hua Hin has enormous potential and truly embodies the essence of a destination for a simple, peaceful lifestyle,” Surasak said, adding that future development would prioritize health and wellness tourism, sporting events and luxury hospitality.

The centrepiece of that plan is air connectivity. The government is pushing to reopen Hua Hin Airport to international traffic, with runway expansion and terminal upgrades targeted for completion by the end of 2026 and is courting airlines to launch direct routes from Kuala Lumpur, Taipei, Shanghai and Singapore. The Tourism Authority of Thailand has already signed a three-year partnership with Thai AirAsia to drive high-quality visitors to the destination, framing the approach as “Value over Volume” — prioritizing higher-spending travellers over raw arrival numbers. Provincial authorities are backing the push with a “Royal Destination” branding campaign, and State Railway of Thailand has special excursion trips from Bangkok to Hua Hin via the Royal Blossom luxury train.

A Destination for Every Kind of Traveller

Hua Hin already welcomes retirees drawn to its calmer pace, families favouring shallow waters and all-inclusive resorts, and golfers spoiled for choice among a dozen championship courses. Wellness and longevity travellers book into Chiva-Som Hua Hin Resort, while most major hotels there have full-service spas. Vana Nava Water Jungle draws thrill-seekers, and boutique properties with architecture ranging from eco-conscious coastal hideaways to Moroccan splendour appeal to design-minded guests.

Hua Hin’s food culture runs on fresh Gulf seafood, grilled and steamed at night markets. Beyond the bazaar, a visit to Monsoon Valley Vineyard will surprise wine connoisseurs with its highly rated Shiraz and Colombard varieties.

The Hua Hin Jazz Festival lights up the beach each late May into June, honouring the late King Bhumibol Adulyadej’s own passion for saxophone and composition. The colourful Hua Hin International Kite Festival fills the sky. Beach polo, an annual marathon, and kiteboarding and windsurfing along the coast toward Pran Buri round out an active calendar.

Shoppers balance night markets with Cicada Market’s weekend arts-and-crafts stalls. Wat Huay Mongkol and Khao Takiab’s hillside temples anchor the cultural scene, while Pala-U Waterfall offers a half-day countryside escape.

A century after a prince and a king first saw promise in a quiet fishing village, Hua Hin is once again being rewritten — this time as Thailand’s next world-class gateway, with new flights, upgraded runways, and a value-driven strategy stitching the resort onto the region’s map of far-flung, world-class beach destinations.

Health Minister Defends Gold Card Fund Distribution
5 Aug Khaosod

Public Health Minister Padthana Prom Patthan addressed the allocation of the 60 billion baht Gold Card fund for 2025 on August 5, 2025, at Government House. He explained that the National Health Security Office (NHSO) received approximately 170 billion baht in 2025 excluding salaries, with public hospitals under the Public Health Ministry recording around 110 billion baht from this budget. An additional 10 billion baht flows through Rajavithi Hospital as a drug procurement channel, while 3,000-4,000 million baht is distributed to hospitals outside the Public Health Ministry system, including military and Bangkok Metropolitan Administration facilities, as well as private clinics registered with the NHSO.

The minister noted that the Public Health Ministry handles roughly 120 billion baht in total, with the remaining 60 billion baht allocated to public hospitals serving approximately 80 percent of the nation's population. He emphasized that all budget allocations must be transparent and traceable, and announced that the finance committee has been directed to provide detailed clarification within seven days regarding which units received funds, their specific activities, and how money was actually spent.

The ministry is also implementing the 2019 Primary Care Act to establish service standards for prevention and health promotion programs. The minister stated that the Public Health Ministry is broad and deep in scope, serving all Thais across the country, and that budget use is determined at the regional hospital level based on actual need. He affirmed that every hospital must use budgets efficiently to ensure maximum value for money.
