DPA Refers Unlicensed Flood Donation Drive to Police
The Department of Provincial Administration referred the Foundation for Good Organizations to Nang Loeng police for soliciting flood donations on Facebook without a required license.
On November 5, 2026, the Department of Provincial Administration, Ministry of Interior, sent an urgent letter to the Superintendent of Nang Loeng Metropolitan Police Station to file a complaint against the Foundation for Good Organizations and associated persons. The case involves the dissemination of messages on social media inviting the public to donate money to help flood victims, without evidence of a license to conduct public solicitation as required by law, constituting a violation of the Public Solicitation Act B.E. 2487.
The Department discovered that a Facebook account named "Foundation for Good Organizations" had posted messages and images soliciting contributions for flood victims, specifying a Kasikornbank account under the foundation's name as the donation channel. Subsequently, the Office of Investigation and Legal Affairs (Foundation and Association Registration Division) of the Department of Provincial Administration checked the government management system for public solicitation and found no record of any application or license for the Foundation for Good Organizations, nor for any of its committee members.
The Department determined that conducting activities to solicit money or property from the public, even for the purpose of aiding disaster victims or carrying out public benefit activities, must comply with the legal criteria and conditions and obtain prior permission from the Public Solicitation Control Committee. The described conduct therefore falls under a violation of Section 6, Paragraph 1 of the Public Solicitation Act B.E. 2487, which carries penalties under Section 19 of the same Act.
Consequently, the urgent letter was sent to the Superintendent of Nang Loeng Police Station, the jurisdiction where the offense occurred, to request that investigators pursue criminal proceedings against the Foundation for Good Organizations and involved individuals according to legal process until final resolution. The Department also requested an expanded investigation; if any other potentially illegal conduct is uncovered, authorities are to exercise their powers and duties accordingly.
