Government Savings Bonds Sell Out in 21 Seconds

The Finance Ministry announced the successful debut of the "Government Savings Bond Plus," with 2 billion baht in bonds purchased through the Pao Tang app wallet in just 21 seconds, reflecting strong public investment appetite. The next sale round opens August 3-5, 2025, via the Bond Connect Platform with a minimum investment of 1,000 baht. Deputy Prime Minister and Finance Minister Ekkanit Nitithanprapas unveiled the product on July 31, 2025, describing it not merely as a savings vehicle but as a structural tool to address critical national challenges. He noted that many Thais lack savings equivalent to six months of essential expenses, while household debt exceeds 86% of GDP—among the region's highest—and Thailand's savings rate has declined from 27.7% of GDP in 2014 to just 25.3%. With 53 provinces now having elderly populations exceeding 20%, the rapid aging society faces financial insecurity without stronger savings promotion today. The Savings Bond Plus offers fixed interest rates of 1.80% annually for three-year bonds and 2.80% for ten-year bonds, with additional benefits including monthly availability, attractive returns, a secondary market for transparency and liquidity, and multiple distribution channels including the Pao Tang app, commercial banks, securities firms, and streaming applications. Citizens can invest from as little as 100 baht through the Pao Tang wallet or from 1,000 baht through banks and securities companies. The minister emphasized that the product serves three interconnected levels: household financial security through consistent monthly savings and better retirement readiness; strengthening Thailand's capital market infrastructure and liquidity; and supporting national savings recovery after nearly a decade of continuous decline.

Thailand Overhauls 100+ Laws to Boost Business Competitiveness

Thailand's government is reviewing more than 100 laws identified as obstacles to business, aiming to reduce costs and boost competitiveness through fast-tracked reforms prioritizing quick implementation and tangible benefits.

Thailand Overhauls 100+ Laws to Boost Business Competitiveness
31 Jul Khaosod

Bangkok — Thailand's government is reviewing more than 100 laws identified by the private sector as obstacles to doing business, with the aim of cutting costs and improving the country's competitiveness, Deputy Prime Minister for Legal Affairs Pakorn Nilprapunt said.

Pakorn said the government had begun working with the private sector's three main institutions through the Joint Public-Private Sector Consultative Committee to review laws and regulations that hinder business operations.

The latest proposals from the private sector involve more than 100 laws, with most recommendations coming from the Federation of Thai Industries and the Thai Chamber of Commerce.

The proposals will first be grouped and prioritised to identify which laws have the greatest impact on the economy and national competitiveness, he said.

Pakorn said the government would not create a large-scale master plan, which could take too long and risk falling behind changing circumstances.

Instead, private-sector groups have been asked to clearly identify what is wrong with each law and which specific wording needs to be amended. Once clear draft amendments are prepared, the government will immediately seek feedback from relevant stakeholders.

After consultations and agreement are reached, the principles will be submitted to the Cabinet, which will assign the relevant agencies to amend the laws through the established process.

The government will prioritise measures that can be implemented quickly and deliver tangible benefits to businesses.

The legal reforms will be prioritised under the government's seven Leading Thailand strategies, particularly sectors that directly affect the country's competitiveness, including tourism and industry.

Private businesses have repeatedly warned that Thailand will struggle to compete with other countries if operating costs remain high.

Pakorn said his team had already held preliminary discussions with the private sector to determine which proposals would be beneficial and practical.

A system has also been developed to allow private-sector representatives to submit issues and track progress on each proposal, he said.

However, Pakorn stressed that competitiveness was not solely a legal issue. Structural costs, particularly high energy prices, also remain a major burden for businesses across the economy.

"Even if we reform the laws, it may not be enough if these issues are not addressed at the same time," he said.

Pakorn said the government initially expected the process to take around two months but had already made significant progress.

"We expect to have a clearer picture within the next one to two months. We have to move quickly because time is running out, the government's term is moving fast, and the country needs tangible change," he said.

Suchai Porchaiyasukdium, president of the Lawn Tennis Association of Thailand under Royal Patronage, announced that on July 31, national team coach Pochpol Khomsuan led Thailand's under-14 boys tennis squad to compete in the 2026 World Tennis Fourteen and Under Junior Team Finals in the Czech Republic from August 3-8, 2026.

The delegation includes coach Pochpol, trainer Pandtiva Chaowutthai, and players Virisat Leuksintapon (Tan) and Denis Khiaoraksa (Dennis). Pannaporn Nimjualkun (Anpan) will join the team later after completing a European tour funded by the GSPDP/ITF/ATF Fourteen and Under Team to Europe 2026 program.

As the tournament is played on clay courts, coach Pochpol has been preparing the athletes with clay court training at the ALM X Impact Tennis and Sports Center in Thonglor. The association thanked Dr. Usanee Mahakij Leonio, CEO of KFU, for providing the facility for the national youth tennis team.

Porchaiyasukdium stated: "My goal is for Coach Pochpol, the athletes, and all staff to perform their duties to the best of their abilities. Once we have given our all, regardless of the outcome, we will have no regrets because we will have done our best at that moment."

Thailand's under-14 boys team earned the right to compete in the world finals after finishing third at the 2026 ITF World Junior Tennis Asia/Oceania Finals Qualifying Event in Malaysia in May 2026, qualifying them for the final 16-team competition in the Czech Republic.

Coach Pochpol recently served as captain of Thailand's senior women's team, which won the 2026 Billie Jean King Cup world championship and earned a spot in the World Group playoff in April.

Transport Ministry: Old Traffic Fines Exempt From New Vehicle Tax Rule

Outstanding traffic fines issued before August 1 will not prevent vehicle tax renewal under Thailand's new enforcement rule, the Transport Ministry clarified, affecting 16 million existing citations.

Transport Ministry: Old Traffic Fines Exempt From New Vehicle Tax Rule
31 Jul Khaosod

The Department of Land Transport has clarified that unpaid traffic fines will not block vehicle tax renewal starting August 1. Director-general Saraphong Paithoonyapongs announced that the 16 million existing traffic citations will not be included in the new enforcement framework established through a memorandum between the National Police Office and the Department of Land Transport under Section 141 of the Traffic Act. Vehicle tax renewal decisions will only consider violations occurring from August 1, 2569 onwards, excluding any prior offenses. The administrative process, subject to the Administrative Court's procedures, takes more than 90 days to complete. "From August 1, outstanding traffic fines will not be factored into vehicle tax renewal eligibility, since violations from that date onward take over 90 days to reach the Department of Land Transport, during which police must send two warning notices," the director-general stated, dismissing reports claiming the new rule would retroactively apply to old fines.

Thai woman issues warning about upskirt filming at Bangkok shopping mallLegacyA Thai woman shared CCTV footage on social media, accusing a man of stalking and attempting to film beneath her skirt in a shopping mall in Bangkok. The man denied the allegation, saying he was playing Pokémon GO. The upskirt filming allegation was shared by the 27 year old woman on Facebook as a warning to other shoppers, although she said she did not file a police complaint because she lacked conclusive evidence. According to the woman, she visited a shopping mall in Bang Khae district of Bangkok with her mother, although they were shopping separately. She said she became suspicious after noticing the same man repeatedly following her while she browsed products inside a store. To confirm her suspicions, she deliberately walked around different sections of the shop and claimed the man continued to follow her. Photo by Waritsara Jangkhan The woman said she tried to contact her mother but was unable to reach her because she was occupied with shopping. She then paid for her purchases and left the store, but alleged that the man continued following her through the shopping mall. She then entered a beauty clinic to avoid him. Looking out from inside the clinic, she said she saw the man walking around the area as though searching for her. The woman later contacted the store she had visited and explained what had happened, prompting staff to review CCTV footage. She said the recordings showed the man standing or sitting close to her while appearing to browse merchandise. The footage also showed him holding his mobile phone at an unusual angle as she walked past, leading her to suspect he was attempting to record beneath her skirt. Photo by Waritsara Jangkhan Store employees reportedly shared the footage with the shopping mall’s security team, who questioned the man in the presence of the woman and her mother. The man denied following or filming her. He reportedly told security staff that he had been walking around the shopping mall and entering different shops because he was playing Pokémon GO. He also claimed to be a doctor and stated that he would not commit such an offence because it would damage his reputation. Photo by Waritsara Jangkhan According to the woman, shopping mall security examined the man’s two mobile phones but did not find any explicit photographs or videos of her. She said she believed the files may have been deleted before the inspection, although no evidence supporting that claim was presented. The woman decided not to report the incident to police because she said she did not have sufficient evidence to support a criminal complaint. Instead, she published the CCTV footage online to encourage others to remain alert when travelling or shopping alone.

Japanese Prosecutors Drop Charges Against Thai Woman Arrested With Ice in Coffee
31 Jul Khaosod

A 28-year-old Thai woman arrested at Fukuoka Airport after methamphetamine was discovered hidden inside a coffee package in her luggage has been cleared of charges by Japanese prosecutors. The woman had been hired to courier goods to a Thai national living in Japan when airport officials discovered the ice drug concealed in her baggage on July 12, 2025. Her family had appealed to relevant authorities for help, suspecting she may have unknowingly become a courier for a larger smuggling operation.

On July 31, 2025, Ms. Areepak Ngernbumrung, Deputy Secretary-General of the Office of the Narcotics Control Board (NCB) and spokesperson, announced that Japanese prosecutors determined the Thai woman had no intent or credible involvement in international drug trafficking, as she was merely a courier unaware that narcotics were being smuggled into Japan. The prosecutors also noted she had no prior history of drug-related offenses or involvement. This is not the first case where Japanese prosecutors have declined to press charges against a Thai national in a drug case; decisions depend on available evidence and case circumstances.

Ms. Areepak revealed that immigration police will coordinate with Thai consular officials to confirm the woman's clearance from the drug charge so she can return to Thailand promptly. The responsibility for bringing her home rests with Thai consular staff and her family. The NCB will focus its efforts on investigating and tracking individuals connected to the broader international drug trafficking network, while criminal proceedings fall under the jurisdiction of the Drug Suppression Operations Center (DSPOC).

The question of whether she faces customs evasion charges upon return to Thailand remains under review by DSPOC investigators. Police are also pursuing the male courier driver who delivered the package to her home. Security camera footage has been analyzed, confirming the male rider delivered the parcel himself.

Human Rights Advocate Files Complaint Over Fake News and Threats
31 Jul Khaosod

At 10:30 a.m. on July 31, 2025, at Bang Yai Police Station, Senator Angkhana Neelapaijit and human rights defenders filed a complaint against multiple individuals and social media pages accused of deliberately distorting information, spreading false statements, and inciting hate speech that has led to threats against her life and safety.

Angkhana revealed that the complaint stems from false statements attributed to her being edited and reshared online, with claims that she had commented on violence in the southern border region, specifically the shooting that killed five paramilitary rangers and injured civilians and children. She stressed that she never made any public or private statements about this incident.

Angkhana expressed deep concern that hate-filled speech could escalate into hate crimes, and that having false information spread about her directly threatens her family's safety and diminishes human dignity and worth. She noted that following each southern border violence incident, she is typically among the first to be targeted, despite having previously won a civil case against the National Security Council.

Angkhana stated she had previously submitted complaints to the National Police Office but received no updates, prompting her to file a formal complaint at Bang Yai Police Station, her jurisdiction. She requested police investigate the source and origin of the false information.

Initial charges include entering false data into a computer system, defamation, harassment, and inciting hate speech. She called on state agencies overseeing technology crimes to implement serious measures against online harassment to protect civilians and human rights defenders.

Angkhana acknowledged her concern that distorted statements could fuel hatred in the three southern border provinces and endanger her own life. As a human rights worker since her tenure on the National Human Rights Commission, she emphasized she did not comment this time, yet is repeatedly targeted whenever incidents occur. She worries that hate-fueled words could lead to criminal acts.

She characterized the situation as degrading to human dignity and worth, noting she had previously filed a civil case against the National Security Council, which the court ruled had committed illegal surveillance. She has also submitted complaints to the National Police Office but remains without updates while continuing to face harassment.

Angkhana expressed disbelief and suspicion regarding statements made by senior state officials referencing her in this case, questioning whether they had verified information before commenting, as widespread sharing suggests possible political discrediting. She urged the government, particularly the Digital Economy and Society Ministry, to take urgent action, as the harassment continues unabated.
