Police Maj. Gen. Twi Sodsongsang, a list MP for the Prachathai Party and advisor to the House's Law, Justice and Human Rights Committee, discussed progress on draft legislation to grant amnesty and verify land rights for those affected by state land and forest policies. The bill is currently in public consultation under Article 77 of the Constitution.

Twi revealed Thailand's structural land problems: Thailand has approximately 320 million rai of actual territory, but combining all government agencies' land boundaries totals 542 million rai—exceeding Thailand's real area. Private citizens with deeds hold only 128 million rai, while over 200 million rai remains state land.

"Thailand faces severe overlapping land boundaries—between government agencies and between state and citizens," Twi said. "Our land law treats land as mere 'assets' for speculation rather than 'productive factors.' Committee findings showed just 130 people control nearly 4 million rai collectively, averaging 1,000 rai per person."

Twi noted that complex, conflicting laws make litigation difficult for citizens. Sixteen ministries, 64 agencies, 11 state enterprises, seven public organizations, and other divisions—totaling 84 units—oversee land and resources. Sixteen related laws, 21 committees, and 13 subcommittees compound the problem. For example, Thalane National Park was declared in 1981, but villages and temples were established there since 1917, making residents victims of state encroachment.

Though Thailand has granted amnesty over 30 times for other matters, including coups, never for agricultural land disputes. This bill aims to restore justice with strict conditions:

Absolute prohibitions: No amnesty for forest burning, timber harvesting, or forest destruction.

Target beneficiaries: Long-term residents engaged in agriculture, affected by state policy, with genuine local residence—not capitalists or nominees. The timeframe runs from June 30, 1998 (when case prosecution stopped) to September 10, 2023 (covering forest reclamation policies).

Qualified individuals receive full justice system protection: investigations and prosecutions cease; court cases are dismissed; forced sales are halted; rights are restored; and criminal records are expunged. They are recognized as "victims" of overlapping state declarations.

Following amnesty, there is a four-year deadline for rights verification, with state support to prevent delays.
