Local Exam Cheating Scandal: Official Burni Set to Testify

Phakamol Hoon-anan, a list-MP for the Pheu Thai Party and chair of the House committee on political development, communication, and public participation, told reporters on August 5 that while the prosecution of the exam fraud case has reached some clarity, the real question is who built the cheating system and who allowed it to happen. She stressed that investigating only individual culprits risks leaving the underlying structure intact for future misuse.
Phakamol said today's third committee meeting will hear from Burapha University, which had been contracted to conduct the exam but was later terminated by the Department of Local Administration, and from the TOR (Terms of Reference) drafting team. She noted that Burni Phrairote, a senior official at the Department of Local Administration, will appear to explain her alleged involvement in altering files—reportedly her first public appearance on the matter. Phakamol emphasized that both the contracting authority and the contractor must have colluded for such fraud to occur, and the committee aims to expose the architects of the scheme, not just punish low-level operatives. She added that while no one can guarantee Burapha University would have prevented cheating, the process should have been transparent and the allegations against the university regarding the TOR's vulnerabilities raise questions about who was ultimately responsible.
