On July 23, 2026, Deputy Prime Minister Pipat Ratchakij, Transport Minister Siripong Angskultakiet, Deputy Police Commander Pol. Gen. Samran Nualmaa, and Department of Land Transport Director Sarapong Paitoonpongse signed an amended memorandum of understanding to link traffic citation data electronically between the National Police Office and the Department of Land Transport. The measure aligns with the government's Master Road Safety Plan 2022-2027, aimed at reducing road deaths to 12 per 100,000 population in line with United Nations guidelines. Thailand currently faces rising accident rates partly due to weak traffic discipline and ineffective law enforcement, with tens of millions of unpaid traffic citations outstanding. Vehicle owners who come to renew annual vehicle tax can now check for and settle any unpaid traffic fines at the time of registration. Drivers with unpaid citations will not receive their vehicle registration stickers even after paying tax, until all outstanding fines are cleared. The data-linking system takes effect on August 1, 2026, with no retroactive application. Warning notices will be issued for unpaid citations, and after 60-90 days, information will be transmitted to the Department of Land Transport, affecting vehicle tax renewal starting around October-November 2026. The MOU represents an integrated approach to standardize law enforcement according to administrative court rulings and the rule of law, designed to change driving behavior and improve road discipline.
