Phattrapong emphasized to the embassy that the issue affects people of all nationalities and requires urgent coordinated management across all affected countries. He stressed that scientific evidence from the Pollution Control Department's water and soil testing, along with research by Thanapol Penrat from Naresuan University, clearly demonstrates the toxins have originated over the past year from sources outside Thailand and not from Thai natural heavy metals or activities.

Phattrapong cited scientific evidence including water and sediment analysis to confirm the source of the toxins with China, noting the problem currently impacts the Salween, Sai, Kok, and Mekong rivers. He highlighted risks in the Kaburi River, where toxin levels exceed standards for arsenic and lead, with contamination now extending to food crops and fish from the Mekong River showing lead levels above safety thresholds.

The delegation provided detailed coordinates of 2,676 mining sites from the Stimson Center to enable China to identify which Chinese sectors are involved and enforce relevant Chinese laws including Rare Earth Management, Outbound Investment, and Export Control regulations.

Phattrapong stated the goal was not to assign blame but to engage supply chain countries in investigating and managing mining operations at their source. He also proposed low-cost pollution treatment solutions costing 5-20 baht per cubic meter for licensed mines, arguing prevention is far cheaper than remediation.

The Chinese Ambassador pledged to forward all documents directly to the Chinese government. Phattrapong vowed to closely monitor the issue until Thailand's rivers are clean again and riverside communities' quality of life is restored to safe conditions.

The family has not blamed anyone for the tragedy, believing it resulted from multiple contributing factors.

Ms. Kachaporn was a single mother who served as the family's sole breadwinner and also cared for her disabled brother. Her 20-year-old daughter, Ms. Natthachicha, a student at Mahasarakham University, tearfully stated she would continue her studies to fulfill her mother's wishes. Ms. Phanichcha's brother-in-law, Mr. Rattanasak, 49, described the loss as devastating and unprecedented for their family. Before the fire, multiple family members reported having bad premonitions and similar nightmares—an unusual occurrence that now haunts them. Ms. Phanichcha's 15-year-old son discovered the tragedy by finding news reports online when his mother failed to return home that morning. Their employer, Ms. Yalphatch Wasikarn, owner of Sexy Lace Health and Wellness Company, wept while speaking about the loss of her two valued employees.

Heavy rainfall prevented him from controlling the vehicle, causing it to spin out of control and collide with the roadside vendor's cart, resulting in one death.

Investigators documented the scene and conducted detailed questioning of the pickup driver regarding the cause of the accident. Por Tek Tung Foundation volunteers transported the deceased's body to Lad Lum Kaew Hospital for autopsy to determine the exact cause of death.

On July 14, 2025, the PRT Parliamentary Information Bank clarified the offenses and penalties associated with wearing military-style uniforms.

Offenses Under the Military Uniform Act, B.E. 2477 (1934)

Section 6: Anyone who wears a military uniform or a uniform currently in use by the armed forces without legal authorization faces imprisonment of three months to five years. If the offense occurs in an area under martial law, during wartime, during a national emergency, or with intent to commit a criminal act, the penalty increases to one to ten years imprisonment.

Section 6 bis: Anyone wearing clothing resembling a military uniform that could bring disrespect or damage to the armed forces, or could deceive others into believing they are soldiers, faces a fine not exceeding 200 baht. If committed during martial law, wartime, national emergency, or to facilitate a crime, the penalty is one to ten years imprisonment.

Offenses Under the Criminal Code

Section 145: Anyone impersonating a government official or performing official duties without authority faces up to one year imprisonment, a fine not exceeding 20,000 baht, or both. An official who violates an order prohibiting them from performing their duties but continues to do so faces the same penalties.

Section 146: Anyone without the right to wear an official uniform, legislative badge, provincial or municipal council insignia, or to use military rank or decorations, but does so to deceive others, faces up to one year imprisonment, a fine not exceeding 20,000 baht, or both.

The family's home is a modest single-story concrete house with cloth-covered window frames instead of glass to keep out rain, and the interior is cramped and deteriorating. Relatives and neighbors have gathered to prepare the funeral arrangements, while local officials and a mental health support team from Kantharalak District have visited to offer condolences.

Somphong's 43-year-old father, Muean Siphaung, revealed he has two children—one son and one daughter. Somphong was the eldest and his family's main breadwinner. The father last spoke to his son on Friday, when they chatted cheerfully as usual. Learning of the fire around 4-5 a.m. and then hearing his son had died was devastating.

"We had no warning or sense of danger," the father said. "I believe this tragedy was caused by negligence. From what I've heard, the beer bar blocked the emergency exit door, fearing customers would leave without paying. I am deeply upset and angry. I want to see the scene myself and believe the owner and those responsible must be held accountable and provide compensation. I want to tell my son that I love him most of all. If I could, I would ask to die in his place instead." He asked that his son find peace in the afterlife.

The Kantharalak District Chief announced that the Sisaket Governor's office will provide initial financial assistance to affected families. Community leaders and residents will also help with funeral arrangements and provide emotional support to all three bereaved families. Mental health teams from Kantharalak Hospital will continue monitoring the families' wellbeing, and he urged all affected families to find strength and move forward through this tragedy.
