Government Stable, Cabinet Reshuffle Timing PM's Call
10 Aug Khaosod

At 14:40 on August 10, 2025, at Impact Muang Thong Thani, Chaiyanok Chidchob, Digital Economy and Society Minister and secretary-general of Bhumjaithai Party, addressed reports that 10 MPs from the Khla Tham Party in the group of Bunyying Nitikanchanakul, Ratchaburi MP, would defect to Bhumjaithai before the next election to strengthen the government.

Chaiyanok stated that the government has strong stability and security, not relying solely on his party but supported by coalition partners as allies. When asked about reports of MPs defecting to boost government votes, he said he had not heard of such claims.

When pressed on whether there was a need to bring other parties into the coalition now, Chaiyanok replied no.

Regarding cabinet reshuffling, he clarified that his previous statement about one year was not a guarantee of changes, but rather a timeframe for ministers to prove their work. Different ministries have different priorities. He noted that many ministers have already demonstrated clear results, and others are working on their performance. The one-year timeline was simply a reasonable period to assess clear outcomes, but the final decision rests with the Prime Minister, who evaluates each minister's performance. Some adjustments might occur sooner than a year, depending on the PM's assessment.

When pressed again on reports of Khla Tham defecting to Bhumjaithai, Chaiyanok said he was uncertain of the source but affirmed that the government already possesses sufficient stability and security.

Thailand Rolls Out Domestic Tourism Stimulus to Boost Secondary Cities

Thailand's Tourism Ministry is launching a domestic stimulus program to boost travel to secondary cities as foreign arrivals remain below last year's levels, with recovery signs emerging from key markets like China and India.

Thailand Rolls Out Domestic Tourism Stimulus to Boost Secondary Cities
10 Aug Khaosod

Foreign tourist arrivals in Thailand accumulated 19.15 million from January 1 to August 8, down 2.93% compared to the same period last year, generating 927.7 billion baht in spending. The top five source markets are China (3.21 million), Malaysia (2.44 million), India (1.42 million), Russia (1.12 million), and South Korea (704,000). However, recent data shows recovery signs, with 636,769 foreign visitors entering Thailand between August 2-8, up 12.24% week-on-week and averaging 90,967 daily arrivals. Near-market visitors rose 16.11% to 421,215, while long-haul visitors increased 5.39% to 215,554, driven by China's school closures, holidays in Japan and India, and new flight routes from Dubai and Amsterdam.

Outstanding growth markets during the week include China (128,585, up 20.34%), India (39,216, up 20.15%), and Japan (26,968, up 76.57%), while Malaysia rose 7.78% and South Korea fell 5.17%. The ministry expects arrivals to slow next week as holiday periods end across key markets. The Tourism Ministry is advancing the 'Thailand Travel Plus' domestic stimulus program following private-sector input, aimed at boosting domestic travel and distributing revenue to hotels, restaurants, and businesses in secondary tourism cities.

The preliminary approach involves partial expense support while still determining details on hotel conditions, operator requirements, and service subsidy formats beyond meals. The Krung Thai Bank's 'Pao Tang' digital wallet system will serve as the main platform. Funding sources are under Finance Ministry review, balancing loan versus budgetary allocation to suit the program's objectives and economic conditions. Once the budget envelope is finalized, backend system development and operator registration must be expedited before full program launch.

Minister Surasak emphasized that timing is critical; launching during the green season would fill gaps in tourist demand and distribute revenue more broadly to communities. However, delaying into the high season may require restructuring the measure and soliciting private-sector feedback again. A conclusion on program details, funding, and system readiness is expected this week or by next week at the latest to ensure timely rollout and stimulus impact on the domestic tourism economy.

I awoke to a nondescript July morn. As it was ‘nondescript’, I won’t try to describe it… other than to say that after a night of continual rain, it was dull, gloomy and dreich (an old Scottish word meaning… well… dull and gloomy.) There, that’s enough description!

Thailand Discovers 200 Million Leaked Login Credentials Across Systems

Thailand's government discovered over 200 million leaked login credentials affecting 30,000 state systems and announced emergency measures including forced password resets and multi-factor authentication across all agencies within 15 days.

Thailand Discovers 200 Million Leaked Login Credentials Across Systems
10 Aug Khaosod

On August 10, the Digital Economy and Society Ministry held a press conference to announce enhanced cybersecurity measures for government agencies. Digital Economy Minister Chaiyachok Chidchob revealed that the ministry will present cybersecurity safeguard measures to the Cabinet on August 11, emphasizing the adoption of multi-factor authentication (MFA) and emergency protocols to force immediate password resets across all government systems.

Chaidchob disclosed that globally there are approximately 50 billion accumulated leaked login credentials, while Thailand alone has over 200 million compromised login records. The breaches involve approximately 30,000 government systems and more than 35,000 private sector systems. These credentials have been leaked over time and accumulated in various databases, including the Dark Web, though not all associated accounts are necessarily still active.

The minister explained that recent data breaches were not caused by direct cybersecurity system hacks, but rather by credential leaks where passwords and login information were stolen, sold on the Dark Web, and then used to access systems through normal channels and APIs. Rather than simply patching vulnerabilities, the solution requires breaking the cycle of leaked credentials through password changes and enhanced authentication methods.

Chaidchob noted that password resets are only a short-term measure. The government's immediate action is a forced reset of all passwords across government systems so that old compromised credentials become unusable. The ministry will not just check accounts with leaked passwords but will comprehensively review all approximately 30,000 government systems—whether active, discontinued, externally accessible, or hidden—and aims to complete system cleansing and deactivate unnecessary systems within 15 days.

Regarding MFA implementation, the minister emphasized that it should not be limited to just two factors but tailored to the risk profile of each system. The ministry will convene all ministries and approximately 300 department-level agencies to comprehensively review system architecture, access channels, and security measures. Cybersecurity and digitalization will be incorporated as key performance indicators and linked to budgeting.

While most of the 200 million compromised credentials accumulated over several years, particularly during the COVID-19 period, the government cannot guarantee that future breaches will not occur. However, it is committed to achieving maximum system security through improved risk management, MFA deployment, deactivation of unnecessary systems, and long-term elevation of cybersecurity standards.

Commerce Ministry Raids Hauykhwang, Finds 9 Risky Businesses
10 Aug Khaosod

The Department of Business Development, in cooperation with four government agencies, raided businesses in Hauykhwang and found three hotels and condominiums offering daily rentals, along with six restaurants and service businesses in the high-risk category. Authorities are investigating share ownership patterns and will take legal action against nominee operators.

Poonpong Naiyanapakarnum, director-general of the Department of Business Development, stated that on August 9, 2025, officials and a specialist anti-nominee team were dispatched to inspect businesses in Hauykhwang and surrounding areas under the direction of Deputy Interior Minister Pol Peer Suwannachuay. The operation was a joint effort involving four agencies: the Department of Provincial Administration, the Department of Business Development, the Immigration Bureau, and the Department of Employment. After an initial planning meeting at Wang Chai, undercover officers checked into target hotels and condominiums in the afternoon, and the raid commenced at 2:30 p.m., followed by inspections of other businesses.

The operation uncovered three hotel and condominium operations offering daily rentals. The first had 34 rooms in a six-story building, advertised online at 1,200 baht per night, with registered capital of 4 million baht (registered March 2024). It had one Chinese director and Thai-Chinese ownership split 51-49%. The second had 48 rooms in a six-story building, advertised at 1,300–3,900 baht per night, with 200 million baht in registered capital (registered March 2024), with Thai and Singaporean shareholders at 99-1%. The third had 52 rooms in a seven-story building, advertised at 759–1,300 baht per night, registered capital of 12 million baht (registered February 2022), with Thai and Chinese shareholders at 96-4%.

Acording to Poonpong, preliminary checks found unauthorized structural modifications from townhouses to hotels, missing building permits, and non-standard fire escapes. Thai women were presented as owners in company registrations alongside Chinese nationals. Five Myanmar workers were found, including one working outside authorized roles, two with expired permission to stay, and two who failed to notify authorities of employer details. Four restaurants, one alcohol shop, and one beauty salon were also inspected, with most showing Chinese ownership and mostly Myanmar and Shan Thai workers. One Chinese hairdresser was found illegally practicing a reserved Thai profession; the salon owner attempted to contact officials during the raid.

Motorcyclist Ignores Warnings, Crashes Through Lowered Railway Barrier
10 Aug Khaosod

Another reckless motorcyclist ignored warning signals and drove through a lowered railway crossing barrier at the Makkasan intersection near the Airport Rail Link station on Asok-Din Daeng Road in Bangkok on August 10. This incident comes shortly after a May 16 tragedy in which a freight train collided with a bus in the same area, killing and injuring numerous people. Multiple parties have analyzed the causes, pointing to issues with the barriers, flag officers, traffic police, and railway staff managing the area.

A video has since surfaced showing a motorcyclist recklessly attempting to cross the railway barrier while a train was approaching. Despite the barrier descending and warning signals blaring, along with a flag officer repeatedly blowing his whistle, the rider refused to stop. The motorcyclist struck the lowered barrier, flipped over, and crashed. The rider was not wearing a helmet.

The videographer expressed frustration, saying: "Look at that. I don't know what to say. Warnings go off every day, the barrier comes down, they blow the whistle for ages and he won't stop. How will he be held accountable? And he's not even wearing a helmet."

Former Lawmaker Charged With Premeditated Murder in Nonthaburi Official Shooting
10 Aug Khaosod

Authorities have filed an additional premeditated murder charge against Challong Riowraeng, a former Nonthaburi legislator, after he shot Pol. Col. Thongchai Yenpraserit, the governor of Nonthaburi Provincial Administrative Organization at the provincial government office. The attack was motivated by a debt dispute of 11 million baht and disputes related to recent election candidate nominations. The governor's driver was also severely injured.

On August 10, 2026 at 2:30 p.m., Pol. Col. Phudet Jamruensasana, superintendent of Rattanathibeth Police Station, visited Phramongkutklao Hospital to check on the governor's condition. After spending approximately 30 minutes upstairs, he came down to address reporters, stating that the hospital was providing full medical assistance and declining to confirm the governor's status, asking instead that the hospital make an official statement.

When asked about the charges filed, Pol. Col. Phudet stated that the initial charge was "intentional murder with premeditation." He explained that the premeditation charge reflects investigators' assessment of the suspect's deliberate actions in bringing the weapon to carry out the attack. Investigators confirmed the firearm was legally registered and belonged to the suspect.

When asked about the incident in relation to Deputy Prime Minister Anutin Charnvirakul's recent directives on stricter enforcement of firearm transportation laws in Nonthaburi, authorities confirmed that commanders have already ordered enhanced prevention measures and stricter weapons inspections, with police working at full capacity. They expressed confidence that such incidents would not recur.
