Ratakarn Khitkar, vice rector for human resources and law at Nakhon Ratchasima Rajabhat University, revealed on August 12 that universities nationwide are struggling with continuously declining birth rates amid rapid technological change. This has become an unavoidable challenge for Thai higher education institutions, forcing every university to adapt for survival. Traditionally, universities relied on tuition fees from regular undergraduate programs when demand for seats exceeded supply. Today, however, many degree programs have surplus capacity while the number of students and state funding have both declined, forcing universities to generate additional revenue independently.

A more pressing concern is the mismatch between student interests and national needs. While the country requires graduates in science, technology, and mathematics, enrollments in these fields are declining. Conversely, social science programs in political science, law, social sciences, and sports science are gaining popularity. Teaching programs also remain oversubscribed despite a labor market oversupply of teachers. This reflects a deeply rooted social value stemming from the 1997 Asian financial crisis, when private sector employment became precarious while government positions like teaching offered stability and benefits extending to parents. This value has been passed down through generations, even though teacher recruitment opportunities are now shrinking due to school consolidations.

To address these challenges, Nakhon Ratchasima Rajabhat University has undertaken major organizational restructuring, integrating multiple curricula and establishing a Lifelong Learning Office to serve learners of all ages, particularly working professionals and seniors. The university has shortened degree programs into modular courses that can be applied immediately in the workplace and introduced a credit banking system allowing students to accumulate credits toward future degrees. The institution has also adapted its delivery methods, with surveys showing secondary students prefer on-site learning while working professionals and alumni reject classroom attendance in favor of online or hybrid formats.

A major structural challenge is the surplus of faculty relative to student numbers, a legacy of aggressive hiring in the mid-2000s when enrollments were high. As student numbers decline, instructors cannot be easily reassigned or dismissed. The solution involves structural management through delayed replacement—when faculty retire, positions in low-enrollment programs remain unfilled. Undergraduate programs require a minimum of five faculty members per curriculum while graduate programs need at least three, a binding accreditation standard. For programs unable to recruit sufficient permanent faculty, universities are hiring temporary staff or hourly instructors in understaffed areas, or partnering with the private sector under 2022 Ministry of Higher Education guidelines that permit private sector professionals to serve as curriculum coordinators.
