18-Year-Old Edits Own Photos to Impersonate Government Official, Defrauds Poor Housing Project of 400,000 Baht Before Fleeing
An 18-year-old man impersonated a government official using edited photos to defraud village committees of 400,000 baht meant for housing poor families in Buriram Province, leaving elderly residents homeless after their houses were demolish
An 18-year-old man used doctored photos to impersonate a government official and deceived poor families into housing construction schemes, then vanished with 400,000 baht in funds collected from village committees.
On May 20, 2025, residents of Chaokhemmak Subdistrict in Prakon Chai District, Buriram Province filed complaints that multiple poor families were suffering severely. Village committees had demolished their deteriorating homes with the intention of rebuilding them using Community Organizations Development Institute funds, but an unknown man had fraudulently obtained 400,000 baht from the village committee, leaving the poor families homeless.
Samruan Pathumrat, 70, one of the affected residents, explained that the village committee had initially approached her about building a new home funded by the institute at approximately 35,000 baht per house. She was delighted at the prospect of a new home after living in poverty for so long. The committee demolished her old house and even had foundation posts installed, but then everything went silent. Now, more than four months later, she remains homeless with no shelter.
Niwan Suepdi, 60, a neighboring resident, recounted that about five months earlier, a young person claiming to be Jetrin, secretary of the Community Organizations Development Institute (Public Organization), approached her house. This individual spoke eloquently and claimed the institute would build new homes for poor families across several villages.
Later, it was discovered that this so-called Jetrin had contacted village committees claiming he would oversee the housing project, but the committees needed to submit documentation to the institute under the Ministry of Social Development and Human Security's Buriram office. After the committees provided evidence and received cash, Jetrin insisted on managing all the funds himself. The trusting committees agreed because of his persuasive manner, but he disappeared with the money.
The committees were shocked to learn that Jetrin was only 18 years old, yet he had managed to find the correct organization and successfully deceive multiple village committees. They were particularly distressed for the elderly residents who had even contributed 7,000 baht from their senior citizen stipends to the project.
