Cabinet Restores State Welfare Card Rights for Vocational Students
The Cabinet approved restoring state welfare card eligibility to vocational and non-formal education students who were previously disqualified due to enrollment status, recognizing many must study while working simultaneously.
On September 22, 2025, the Cabinet approved restoring state welfare card rights to vocational education and non-formal education students. Previously, many such students—particularly those in non-formal education, working-age learners, and seniors—were denied welfare card registration because their enrollment status triggered disqualification rules.
The Education Ministry worked with the Finance Ministry to adjust the criteria and exclude non-formal education students from disqualification, recognizing that many of these learners must study while working or earning income simultaneously. Those who have dropped out or withdrawn from school can contact their institution to request re-entry or submit a new application.
Deputy Education Minister Akkanat Gan-nittinun confirmed the Cabinet's decision, stating: "The Cabinet has approved restoring welfare card rights to vocational education and non-formal education students."
