A 35-year-old motorcyclist was severely injured and is now half-paralyzed after hitting an escaped cow that ran onto the Hong Kong Muang-Techno Village Teacher Road in Muang District, Lampun Province, on April 17. His mother, Sompis, has filed a complaint, stating that after the accident she coordinated with police at the Nikum Industrial Police Station to arrange mediation with the cow's owner and seek compensation, but was told to file a civil case instead. She is seeking justice for her son, who remains paralyzed and has received no compensation.

Deputy Superintendent Natthawat Sunant of Nikum Industrial Police Station revealed that the cow's owner is Somphet from Chiang Mai, while Thamma was the caretaker on the day of the incident. Thamma had taken the cow to graze near the forest but neglected to control it, allowing it to escape and run across the road. Patthanpong, riding his motorcycle along the road, could not brake in time and collided with the cow with great force.

Police determined that while the caretaker was negligent in supervising the animal, leading to the accident, there was no evidence of intentional herding of the cow onto the road, so no criminal charges can be filed. Authorities have advised the victim to gather evidence and file a civil suit to recover medical and property damage costs from the cow's owner and caretaker.

The Science Research and Innovation Fund (SRIF), administered by the Office of the National Research Council of Thailand (NRCT), in partnership with the Department of Intellectual Property under the Commerce Ministry, has opened the "IP x Venture Rise Thailand 2026: Intellectual Property Forum Driving Thai Business into the Future" to integrate research and innovation through SRIF funding while connecting intellectual property assets, increasing research output value, and creating business and investment opportunities. The event will match businesses with researchers across more than 100 partnerships, upgrade products, expand ventures, and address changes in technology, innovation, and environmental sustainability to help Thailand compete in the global economy.

On August 6, 2026, Professor Dr. Sompoong Khlai Nong Saruang, director of NRCT, announced that the "Intellectual Property Forum Driving Thai Business into the Future IP x Venture Rise Thailand 2026" scheduled for August 27–29, 2026, represents a major collaboration between SRIF, NRCT, and the Department of Intellectual Property to create a complete Thai innovation system and develop it as an "Opportunity Platform" based on research, innovation, and intellectual property outputs, bridging research, technology, and real domestic innovations.

"This is another important step in creating added value in intellectual property for Thai research and innovation, ensuring that research and innovation outputs receive true rights and benefits. Following the government's enforcement of the Research and Innovation Utilization Promotion Act of 2021 (TRIUP Act), a law for economic reform that unlocks ownership of research and innovation to enable commercial and broad public benefit development, Thailand can escape the middle-income trap and reduce inequality while addressing economic, social, environmental, and geopolitical changes," he said.

In previous years, Venture Rise Thailand focused on promoting utilization and investment; this year, NRCT aims to expand opportunities and build on VR Thailand by integrating intellectual property knowledge more deeply into SRIF networks. The initiative receives support from fund management units, regional science park networks, the business sector, and investors to create an innovation ecosystem linking knowledge creation, intellectual property protection, prototype development, business matching, access to funding, and market expansion, thereby narrowing the gap between research and commercial use and strengthening national competitiveness.

Officers from the division, including Deputy Police General Sirivat Deepho and other senior investigators, conducted the questioning.

Thanarat revealed that he had previously provided phone-based information and expressed surprise at being summoned, fearing it might lead to legal action. However, he emphasized that the data disclosure stemmed from repeated unsuccessful attempts to alert relevant authorities over more than two months, including filing complaints through digital committees and government agencies. Frustrated by the lack of response, he decided to release information about high-ranking officials to raise awareness, denying any political intent.

The data breach spans 19 ministries and the Prime Minister's Office, with particular vulnerability in the Interior Ministry and Education Ministry affecting 20 agencies. Thanarat disclosed that over 500,000 Thai citizens' data has been compromised, primarily due to leaked employee passwords from malware-infected computers rather than direct system hacking. Leaked credentials were collected and sold; buyers then attempted system access and, upon finding valuable data, created APIs to extract and resell information.

Data accessible from the health database includes national ID numbers, house registration details, parents' ID numbers enabling family mapping, vehicle registration, and facial photographs. Thanarat questioned government agencies' data protection standards, noting that problems extend beyond weak passwords to unnecessary data retention, with some information stored over five years before leaking. High-ranking officials' data is often used as premium samples to increase resale value.

Addressing Digital Economy Minister Chaichanok Chidchob's suggestion of political motivation, Thanarat acknowledged understanding such concerns given that disclosed personnel worked under agencies overseen by the Bhumjaithai Party, but firmly denied political intent. He stated readiness to face legal action from the Department of Local Administration and acknowledged previous complaints regarding voter data leaks. The investigation began with security checks of the ballot card system after receiving information about voter registry sales, which prompted broader investigation revealing the extensive data breach.

The exchange plans to host Thailand Focus 2026, featuring 87 listed companies worth over 15 trillion baht in total securities value, with participating ASEAN firms to boost global investor confidence.

On August 6, 2025, Asadej Kongsiri, board member and managing director of the Stock Exchange of Thailand, stated that the Thai stock market shows positive momentum for the remainder of 2025 and has potential to reach 1,700 points if international conflicts do not severely impact the global economy, particularly regarding oil prices potentially rising above $100 per barrel, and provided global investment conditions remain stable.

Kongsiri noted that Thailand's economic fundamentals are steadily strengthening, including foreign direct investment (FDI) gradually shifting from investment promotion applications to actual investment through government Fast Track and Fast Pass measures. State policies promoting investment and infrastructure development are expected to encourage increased private sector investment, as Thailand's investment-to-GDP ratio has declined from over 40% historically to merely 15-20% over the past decade.

"If these fundamentals remain unchanged, the Thai stock market remains attractive, with foreign direct investment serving as important additional support," Kongsiri said.

However, he acknowledged global economic volatility remains a risk factor, particularly if Middle Eastern conflicts intensify and push oil prices higher, or if tech stock and AI correction fears trigger global investor panic, reducing risky asset investments that could affect the Thai market. Thailand's diverse industrial structure spanning finance, energy, and domestic-focused businesses provides some insulation from direct impacts.

Regarding foreign capital flows, Kongsiri noted that throughout the year foreign investment has moved with global conditions. Following Thailand's elections, inflows reached approximately 60,000 million baht before declining about 40,000 million baht during Middle Eastern tensions, subsequently rebounding. Latest cumulative net purchases stand at approximately 75,864 million baht, reflecting increased foreign investor weighting in Thai equities.

The exchange has also received positive signals from multiple foreign brokerage firms and institutional investors upgrading to Overweight recommendations on Thai stocks and publishing more Thailand-focused analysis, reflecting confidence in the economic outlook and government policies.

Kongsiri stated that foreign investors will focus on sectors linked to FDI, including data centers, electrical power, clean energy, utilities, and water, alongside sectors benefiting from domestic consumption and government target industry promotion such as healthcare and the seven new economic clusters.

For July 2025, the SET Index closed at 1,623.64 points, up 2% from the previous month and up 28.9% from year-end.
