The northeast region similarly experiences 60 percent thunderstorm coverage with heavy rain in Nong Khai, Bueng Kan, Udon Thani, Sakon Nakhon, Nakhon Phanom, Mukdahan, Amnat Charoen, and Ubon Ratchathani, with temperatures between 24–26 degrees minimum and 32–35 degrees maximum. The central region shows 40 percent thunderstorm coverage in Lopburi, Saraburi, and Kanchanaburi with temperatures between 23–27 degrees minimum and 34–36 degrees maximum. The eastern region faces 60 percent thunderstorm coverage in Nakhon Nayok, Prachuap Khiri Khan, Chanthaburi, and Trat with temperatures between 25–28 degrees minimum and 31–34 degrees maximum and winds at 20–35 km/hour.

For the southern region, the west coast (Ranong and Phang Nga) expects 60 percent thunderstorm coverage with heavy rain, while temperatures range from 24–28 degrees minimum to 32–35 degrees maximum. From Phuket northward, southwest winds reach 20–40 km/hour with sea waves 2–3 meters high, exceeding 3 meters during thunderstorms. From Krabi southward, winds are 15–35 km/hour with waves 1–2 meters high, exceeding 2 meters during storms. Bangkok and surrounding areas face 60 percent thunderstorm coverage with temperatures between 27–29 degrees minimum and 33–35 degrees maximum.

Fishermen in the Andaman Sea and Gulf of Thailand are advised to navigate with caution and avoid thunderstorm areas, while small vessels in the upper Andaman should remain ashore during this period.

Key measures include halting new civil service appointments, eliminating unfunded positions, and abolishing vacant posts from the 2027 fiscal year onward, except in critical roles such as doctors, dentists, and prison staff. The government will also review central agencies operating in the provinces with overlapping functions, targeting a 10 percent reduction by 2027, while streamlining bureaucratic structures and deploying digital technology to reduce procedural steps and workload.

All government agencies must reassess their roles, mandates, and structures to identify which processes can be simplified, which tasks can be automated, and which activities no longer need to follow traditional formats. Workforce reduction plans must align with actual work requirements. The Civil Service Commission will provide support measures including early retirement options, delayed promotions, and revised employment arrangements, while the Civil Service Commission and related bodies will drive the elimination of redundancy and improve public service efficiency.

The long-term goal is to reduce the workforce by at least 15 percent by 2025 and lower the proportion of fixed expenses, without compromising work performance or public services. Importantly, results from this reform will not be visible within one or two years but will require sustained effort over eight years.

This major civil service reform deserves public support as it addresses structural problems accumulated over decades. However, the plan's success depends not on Cabinet resolutions or policy documents but on genuine and sustained implementation. Over the eight-year timeline, regardless of which government is in power, the public must be assured that Thailand achieves meaningful reform or merely a well-drafted plan on paper.

Therefore, the public must monitor progress regularly and prevent this major reform from disappearing along with changing political circumstances.

Tithivat Changphai, 32, owner of the Miss-Sahaai coffee shop, explained that he previously sold from a roadside spot 5–10 metres away. When the municipal government reorganized street vendors, he lost his original location. Seeing the vacant space near the temple entrance, he asked the abbot for permission to relocate, which was granted on the condition he keep the shop clean and tidy. "Since this incident started and rumors of demolition began, sales have jumped two to three times—nearly 300 cups a day," he said. "I am fortunate the abbot showed mercy. It feels like merit from good deeds done in the past. Many people come to take photos and buy coffee. I encourage the abbot to stay strong; these difficulties will pass."

BANGKOK — Police arrested seven youths aged 13 to 17 on Thursday over the assault and robbery of a Japanese tourist near the Makkasan Airport Rail Link station.

Police said the youths admitted they had approached people for money in a similar way on several occasions without encountering problems, but claimed they assaulted the tourist after he refused to hand over money.

The incident occurred late on 12 August after the Japanese tourist became lost while trying to find the entrance to Makkasan Airport Rail Link station and wandered into an overgrown area nearby.

According to the tourist's account, he encountered a group of six youths riding on two motorcycles, with three people on each vehicle, after they entered from the Asoke-Din Daeng 30 alley area. The group allegedly approached him and repeatedly said, "Money, money." The tourist replied, "No, no."

He told police that members of the group then restrained him and struck him three times on the back of the head with a rock about the size of a fist before punching him once in the mouth. The tourist managed to run towards the entrance of Soi Asoke-Din Daeng 30. His backpack remained with him.

At about 19:20 on 13 August, Pol Col Sakya Saengwan, deputy commander of Metropolitan Police Division 1, together with investigators from Makkasan and Din Daeng police stations, took seven youths into custody. Police located them in several rooms at flats near Din Daeng Police Station in Bangkok's Din Daeng district.

During initial questioning, the youths reportedly gave similar accounts, claiming they had only punched the tourist and had not used any weapons. Police said some of them were carrying knives, but the youths claimed the knives were not used in the attack.

They allegedly admitted taking 1,400 baht from the tourist and dividing the money equally, receiving 200 baht each. They told investigators the money had already been spent.

According to police, the youths said they had frequently approached other people for money in the past and usually encountered no resistance. They claimed that on this occasion, the Japanese tourist refused to give them money, prompting the assault.

Police said a multidisciplinary team would join the questioning of the minors on 14 August before investigators consider charges and further legal action.

When told that people want Thai Help Thai Plus to continue in phases, Anutin said he hears all feedback but emphasized the need to consider methods, budgets, and maximum benefit. "This isn't welfare populism," he clarified. "It's about giving people a stake in national development and lifting the economy."
