The upper Gulf of Thailand and lower Andaman Sea will have waves around 2 meters, exceeding 2 meters during storms. Boat operators are urged to exercise caution and avoid areas with thunderstorms. Small boats in the upper Andaman should not venture out during this period.

Tropical cyclone Noul is expected to make landfall near Guangdong Province, China, on July 26 and will not enter Thailand. Travelers to affected Chinese regions should check weather conditions beforehand.

The meteorological department advises the public to plan activities and travel carefully during this period and to monitor updates via the department's website (tmd.go.th) or call 0-2399-4012-13 and 1182 available 24 hours. The next warning will be issued on July 25 at 5:00 PM.

Dozens of vehicles parked on both sides were damaged, with residents having to push them to higher ground. Homes on both sides of Chira Road were also inundated, with overflow from drainage pipes and waves from passing vehicles flooding dwellings and forcing residents to urgently evacuate electrical appliances and important belongings.

Authorities suspect the flooding stems from blocked drainage pipes clogged with waste, garbage, and plastic bags, preventing normal water drainage. Residents say this type of flooding occurs on average at least nine times yearly, with this being the worst incident to date. Three to four similar events have already happened this year, with some homes experiencing flooding of 20 centimeters or more. One elderly resident broke down in tears, saying the repeated flooding has become unbearable, questioning why rain keeps falling on the city instead of the fields, and lamenting the exhausting cleanup efforts they must undertake after each incident.

Sakda explained that while delivering food by motorcycle, he spotted the wallet lying on the road. A passing car ran over it, scattering the bills. He immediately stopped and collected the wallet but had to rush back to complete his remaining delivery orders before heading to the police station. He did not wait to meet the owner, as he needed to return to work. This was not his first act of honesty—he had previously found another wallet with only about ten baht and also turned it in to police, believing the owner would want it back regardless of the amount.

Later, Uthai, 65, a vegetable vendor at the market, arrived at the police station to claim his wallet. He explained that he had been selling vegetables and running errands at the municipal market without noticing when the wallet fell. He only discovered it missing when he arrived home and was deeply worried about how to find it. Inside the wallet were less than 1,000 baht in emergency savings, important documents, and a government lottery ticket numbered 174693 for the August 1, 2569 draw, which he had just purchased before losing the wallet. Upon inspection, everything was intact.

Uthai expressed gratitude to the honest citizen and declared that if lottery ticket number 174693 wins the first prize, he intends to contact Sakda and share the prize money as a reward for his honesty and good character.

The meeting followed the July 22 incident at Bo Ke Sami checkpoint that resulted in five ranger officers being killed in the line of duty and civilian injuries.

Senior regional commanders attended, including General Narutip Poyenok, Fourth Army Region Commander, and Police Lieutenant General Piyawat Chlemsri, Commander of Police Region 9, along with heads of relevant government, military, police and administrative agencies. They reported on the situation and outlined investigation procedures to pursue those responsible.

During the meeting, General Pana issued policies and directives to operational units in the southern border provinces, emphasizing that the unrest situation continues to pose multifaceted security threats requiring close monitoring. He stressed three key priorities to maximize security effectiveness:

1. Conduct After Action Reviews (AAR) to identify gaps: All units must thoroughly review both training exercises and actual operations to extract lessons from recent losses, correct deficiencies, close all security gaps, and improve performance across tactics, command, communication, coordination and support to handle any situation effectively.

2. Activate provincial task forces with seamless coordination: Provincial task forces, serving as the primary mechanism for driving security operations, must strengthen integration with police, local administration and the public, while continuously monitoring and evaluating performance to adapt plans to changing circumstances.

3. Report directly and resolve immediately without delays: All units must accelerate their assigned missions to achieve concrete results. Any problems, obstacles or issues must be promptly reported up the chain of command so they can be quickly resolved and supported.

At the conclusion, the Commander-in-Chief expressed encouragement and concern for all personnel performing duties in high-risk areas, describing the southern border mission as critically important to the nation, requiring sacrifice, determination and cooperation from all sectors. He instructed personnel to perform their duties responsibly, uphold correct principles, act promptly and carefully, and work together to build lasting safety, confidence and peace for the people in the region.

General Pana also blessed all personnel to carry out their mission safely, with strong morale and spirit, and to succeed in maintaining order and peace for the public.
