International Network Praises ThaiHealth as Health Funding Model
The International Network of Health Promotion Foundations praised Thailand's ThaiHealth as a leading example of a dedicated financing mechanism for disease prevention and health promotion. It highlighted ThaiHealth's sustainable funding model, which draws a 2% surcharge on tobacco and alcohol taxes, and its role in fostering innovation and cross-sector collaboration over the past two decades. The statement stressed that such financing is essential for reducing the burden of non-communicable diseases and supporting universal health coverage.
INHPF's statement stressed that sustainable financing systems are vital to support health promotion and disease prevention, especially given the growing burden of non-communicable diseases, rising medical expenses, and widening health disparities. It praised ThaiHealth as an example of a specialized financing mechanism that has backed disease prevention, innovation, and network collaboration for more than twenty years. The ThaiHealth model draws its revenue from a 2% surcharge on excise taxes for tobacco and alcohol, linking harmful products directly to prevention funding. This mechanism enables evidence generation, knowledge translation, public communication, community-based work, and partnerships across government, civil society, academia, and other sectors. The statement outlined four essential elements of an effective health financing system: adequate and predictable resources, continuity of programs and organizational capacity, flexibility to innovate and respond to emerging health challenges, and a clear connection between harmful products and investment to mitigate their health and social costs. Finally, it affirmed that investing in health promotion reduces premature death and disability, lowers future demand for health services, and eases long-term financial pressures on the health system and universal health coverage.
