Airport Rail Link Transfer to State Railway Set for October

Thailand's State Railway is preparing to take over management of the Airport Rail Link from the CP Group on October 1, 2025, after the current contract expires on September 30. The State Railway must finalize employment agreements by September 1 to allow adequate preparation time; otherwise, it may need to extend the private operator's contract for 6 months to a year. SRT estimates the takeover will require about 300 personnel and may temporarily hire Siemens to assist with maintenance during the transition.

Airport Rail Link Transfer to State Railway Set for October
26 min ago Khaosod

The State Railway's electrical subsidiary (SRT) is preparing to assume management of the Airport Rail Link following the CP Group's current contract expiration on September 30, 2025. SRT is ready to resume operations immediately from October 1, but requires clear direction from the State Railway on management structure and employment terms.

According to SRT's acting board chairman Kongsak Chanthrasopa, the management transition requires at least one month of preparation, including surveying data, inspecting assets, trains, and systems, as well as staffing arrangements. For seamless handover, the State Railway must finalize SRT's employment agreement by September 1.

If the hiring decision is delayed beyond September 1, SRT will have insufficient preparation time, potentially requiring the State Railway to extend the current private operator's contract for 6 months to a year. SRT estimates that managing and operating the Airport Rail Link will require approximately 300 personnel. The company will handle project management and remit revenues to the State Railway without establishing a subsidiary.

SRT, which previously managed the project, faces no operational concerns but requires time to prepare staff. The fastest approach is transferring Asia Aravan's employees to SRT's payroll to ensure service continuity. SRT may also temporarily engage Siemens to assist with maintenance during the transition before resuming regular maintenance schedules.

Clarity on employment details, including compensation and terms, remains pending from the State Railway, as these directly affect staffing preparation and project handover plans. Some trains may require maintenance while others continue serving the public, necessitating coordinated management of repairs and operations.

Thailand Targets 8% Share of Semiconductor Exports in Southeast Asia

Thailand's National Higher Education, Science, Research and Innovation Policy Council unveiled the Siam Silica Framework to develop a skilled semiconductor workforce and increase the country's export share in the sector from 1.37% to 8% of ASEAN's total. The plan targets three high-value semiconductor segments—IC design, sensor and photonics devices, and power devices—while building on existing strengths in advanced packaging and circuit board assembly. The framework sets specific workforce goals of 1,330 technicians, 553 engineers, 950 senior researchers, and 152 principal engineers to support planned investments in design companies, fabrication plants, and packaging facilities.

Thailand Targets 8% Share of Semiconductor Exports in Southeast Asia
32 min ago Khaosod

The National Higher Education, Science, Research and Innovation Policy Council has launched the Siam Silica Framework to build a skilled semiconductor workforce supporting Thailand's chip industry ecosystem. Deputy Director Surin Khamfoi explained that the framework focuses on human resource development after the council identified semiconductor manufacturing as a growth opportunity with a large, interconnected supply chain. Rather than developing all segments simultaneously at high cost, Thailand will target high-value niches where it can maximize competitive advantage.

Analysis identified three growth sectors for Thailand: IC design, sensor and photonics devices, and power devices, alongside advanced packaging where the country already has a strong foundation. Thailand also possesses downstream supply chain capabilities in printed circuit board manufacturing and system integration assembly, offering opportunities to move up the value chain.

Currently, ASEAN accounts for approximately 20% of global semiconductor industry value, while Thailand represents only 1.37% of exports. The framework sets a target to increase Thailand's share to around 8% of the regional market. To achieve this, the council identified specific workforce requirements: approximately 1,330 technicians at the higher vocational level, 553 bachelor's degree engineers, 950 researchers and senior engineers, and 152 principal engineers and mentors distributed across the value chain. These figures align with a mission-oriented target based on planned investments in eight IC design companies or startups, one fabrication plant, and two advanced packaging facilities.

Fukuoka emphasizes that Thailand is not starting from zero, with a solid foundation of engineering and science graduates compared to regional peers. The country currently produces approximately 22,000 graduates annually in disciplines suitable for semiconductor industry employment, providing a platform to scale operations as foreign investment flows in response to workforce availability and infrastructure development.

Temple Abbot Suspends Mail Deliveries Citing Bomb Threats

The abbot of Wat Pa Adulyaram on Ko Lanta has suspended mail and donation deliveries due to security threats and a disputed land case involving multiple parties. The move is driven by fears of potential explosives and intimidation, not rejection of public support, and the abbot is asking for spiritual encouragement instead of material gifts during this troubled period. A separate five-rai land dispute with another party has already been resolved by court ruling.

Phra Kru Adulasarnithes, abbot of Wat Pa Adulyaram, announced on August 20 that while he thanks the public and clergy nationwide for sending parcels and donations, the temple must temporarily suspend accepting them due to ongoing land dispute complications and widespread security concerns. Unable to verify who is sending items or what they contain, the abbot fears potential explosive devices and asked the public to refrain from sending parcels until the situation normalizes. "There are many people who intend to harm me, so I don't want to receive parcels right now," he said. "When things return to normal, you can send them then. There's no need to rush. I'm sorry if this seems like rejection, but I don't know who sent what. If people from across the country send things, where would I put them? I can't handle it. Right now I don't need anything—just your moral support is enough."

The abbot also mentioned previous donations of solar panels that proved impractical, as the temple's forest location lacks sufficient sunlight for them to function effectively. Similarly, some donors wished to plant trees, but they cannot thrive without adequate sun exposure.

Regarding recent disturbances, Phra Kru Adulasarnithes said such incidents have occurred for years but he has chosen not to file complaints. Over his 22 years at the temple, he rarely spoke publicly about the problems, though he received harassing phone calls frequently. He expressed gratitude to the monastic community and senior monks for their support. On the five-rai land dispute, he noted the court has already ruled and the matter is settled, so there is no need to wait further. He also refused past requests to lease temple land, explaining that whether offered millions or billions, he has no need for rental income and would not know what to do with it.

Bank Cuts Teacher Loan Rates to 3.5% to Clear 280,000 Debts

Thailand's Government Savings Bank and Ministry of Education have launched a debt-relief program cutting teacher loan interest rates to 3.5% annually through 2025, aimed at helping approximately 280,000 education workers become debt-free faster. Monthly payments remain unchanged, but the interest savings accelerate principal reduction and shorten repayment periods. The program also allows borrowers with payment problems to restructure their debt and rejoin the initiative.

Bank Cuts Teacher Loan Rates to 3.5% to Clear 280,000 Debts
50 min ago Khaosod

The Government Savings Bank is partnering with the Ministry of Education on a major teacher debt-relief measure, reducing interest rates for borrowers in good standing from the civil servant welfare loan scheme to 3.50% annually through December 2025. Monthly payments remain the same, but the interest savings now go toward faster principal reduction. Borrowers with payment problems can restructure their debt to re-enter the rate-cut program.

Bank Director Songpol Cheevapoonyarojanin said the current economic climate is squeezing household finances while household debt remains high, making teacher support a priority. Around 280,000 teacher borrowers from loans issued between 2005 and 2015 still carry outstanding balances. The new rate—down from 4%—is lower than credit union rates. Monthly installments stay the same, but more of each payment now goes to principal, shortening the debt period and accelerating financial freedom.

The bank also allows borrowers with payment histories to restructure debt and qualify for the program. The bank has previously helped over 140,000 teachers close accounts, clearing about 120 billion baht in debt through cooperative loans, early payoff options, rate cuts, and legal process delays. Future plans include similar relief measures for other borrower groups. Qualifying borrowers will be notified by SMS, mail, and the MyMo app.

Motorcyclist Jumps to Safety as Throttle Jams, Bike Plunges Into Sea
54 min ago Khaosod

A dramatic incident unfolded on August 20 when a motorcyclist's throttle became stuck, leaving him unable to control the bike and forcing him to leap for his life near Ao Chalongs Bridge at the Ao Chalongs Pier in Chalongs Subdistrict, Muang District, Phuket, at approximately 11:26 a.m. Security footage posted on Facebook by user Apichart Fishing Tour showed the motorcycle plunging into the sea, though the poster expressed puzzlement at how the bike had navigated through the busy five-way junction to reach the bridge. According to the eyewitness who was working nearby, the rider managed to jump clear just before the bike entered the water. The witness immediately assisted the injured rider and handed him over to port authorities, who transferred him to Chalongs Hospital. During the rescue, the rider explained that shortly after refueling, the throttle appeared to jam, causing the engine to race beyond his control. Though he struggled to maintain the bike, he eventually reached the five-way Chalongs junction, where he desperately shouted for help from police and warned bystanders to move out of the way due to the stuck throttle. He continued riding toward Chalongs Bridge, where he jumped from the motorcycle to save himself, but the bike continued forward and plunged into the sea. Port staff have since secured the submerged motorcycle with rope to prevent it from drifting, and they are waiting for the tide to recede before attempting to recover it.

Solar Power Brings Light and Hope to Three Remote Thai Communities

Gulf Development Company installed solar power systems in three remote Thai communities, including a highland coffee village at 1,400 meters elevation in Chiang Mai where electricity access now enables coffee processing and internet connect

Solar Power Brings Light and Hope to Three Remote Thai Communities
1h ago Khaosod

Imagine highland villages at 1,400 meters elevation where cool air enables quality coffee cultivation, or fishing communities living on lake platforms above dams teeming with aquatic life. Yet these naturally abundant areas remain trapped in darkness because they lack electricity or have only intermittent supply, cutting residents off from essential healthcare, education, and communication services. This is why Gulf Development Company has been deploying solar power systems to remote electrified communities across 20 locations nationwide for over five years, including highland areas, islands, and border regions, believing that electricity access creates jobs, generates income, and sustainably improves people's lives.

Ban Doi Wiang in Chai Prakan District, Chiang Mai, sits at 1,400 meters in Doi Wiang Pha National Park as a Lahu hillside community of roughly 100 households and 400 people living harmoniously with the forest. About 80 percent grow coffee as their primary livelihood, cultivating it under shade trees in a sustainable cycle that protects the upstream forest. The altitude and soil create distinctive, high-quality coffee. However, the community relied on unstable hydropower electricity available only 3 to 4 hours per day, and during dry season when water runs low, the entire village had no electricity around the clock. Villagers could only sell fresh coffee cherries at 25 to 30 baht per kilogram to middlemen, unable to process the crop into higher-value products, leaving income unreliable and vulnerable to market fluctuations.

When Gulf installed solar power systems at the Mae Fa Luang Highland Thai Learning Center at Ban Doi Wiang, light sparked real change. Electricity enabled satellite internet and phone signal, giving children and youth access to new knowledge and global learning opportunities equal to urban students. Gulf also supported construction of a coffee processing shed and donated a solar-powered coffee roaster to the community. Village headman and coffee farmer representative Uela Cahued reflected: "Before, we could only sell fresh coffee cherries. Some years prices fell so low it barely covered our effort, even though our coffee is excellent quality. When Gulf brought in solar power and support,"

Thai Football Chief Challenges Vietnam's Foreign Reinforcements Before AFF Cup Final

Thai Football Chief Challenges Vietnam's Foreign Reinforcements Before AFF Cup Final
1h ago Khaosod

Dr. Chanyawit Polcheewin, deputy chairman of the Thai Football Association, has weighed in on the AFF Cup Championship final between Thailand and Vietnam on August 22 at Rajamangala Stadium and August 26 at Mydin Stadium. He stated that the outcome depends on how coach Anthony Hudson deploys the Thai squad, which he believes will be arranged optimally despite some key players being unavailable.

"I've said it before: this is not ordinary Vietnam—this is Vietnam Plus, Vietnam plus Brazil," Polcheewin said. "Are we afraid? No, we're not. If it were the Vietnam we used to play against, competitive and within Asia, that would be one thing. But now it's Vietnam Plus."

He challenged Vietnam's approach, asking where their national pride lies. "This is a football festival in Asia, and many countries follow suit. Malaysia does it, Singapore understands—they have limited resources. But Malaysia and Vietnam are both Asian nations facing the same question. Even Vietnamese supporters have questioned it. We respect all teams that come to Asia, and we're ready to play any nation that enters the competition."

Highway Department Races to Reopen 16 Damaged Routes in Nan
1h ago Khaosod

The Department of Highways is deploying staff, machinery, and equipment to restore routes devastated by flash flooding in Nan province, with ten locations severely damaged out of 16 affected highways across four provinces. Two temporary bailey bridges are being urgently installed and are expected to reopen to traffic on August 21-22, while many other routes remain impassable. Authorities are urging the public to avoid affected areas and verify conditions before traveling.

As of August 20 at noon, 16 highway sections across four provinces have been damaged by flooding, with eight open to traffic and eight closed. Nan province has been hardest hit with ten damaged sections, of which only two are passable. The Department of Highways is coordinating with local highway offices and divisions in neighboring provinces to tackle damage on each route.

Two temporary bailey bridge installations are underway: Highway 1256 at Ban Mon bridge in Pua District, where a 10-meter section of the bridge deck is missing, with assembly beginning on August 20 and traffic expected to reopen on August 21; and Highway 1371 at Huay Tat bridge in Pua District, where two bridge sections are missing and one pier has subsided, with a 30-meter bridge installation planned for the morning of August 21 and traffic expected to reopen on August 22.

Repairs to bridge abutments and road surfaces are underway at Ban Phai bridge on Highway 1371 and Sop Bua bridge on Highway 1170, expected to reopen by evening on August 20. Highway 1256 between kilometers 1+500 and 2+100 in Ban Kaem village is being restored, while the section at kilometer 8+000 at Huay Yen curve remains heavily damaged and inaccessible to vehicles as officials assess the situation. Crews are also clearing landslides to open temporary routes on highways 1371, 1071, and 1256 around the clock.

The Department of Highways is asking the public to plan travel carefully, avoid flood-affected roads, and strictly follow warning signs. Updates on the disaster situation can be tracked through the Department of Highways HDMS system, and the 24-hour hotline 1586 is available for road information and assistance.
