Bhumjaithai MPs Reject Committee Vote, Plan Ethics Complaint
Bhumjaithai Party MPs on the House Legal Affairs Committee rejected a 7-0 opposition vote summoning Deputy Prime Minister Anutin Charnvirakul to parliament, calling the vote invalid due to lack of quorum. Led by MP Supachai Jaisamut, the faction plans to file ethics complaints against committee chair Rangsiman Rome and supporting members, alleging political manipulation of the committee investigating local election fraud.
Supachai leads the Legal Affairs Committee's Bhumjaithai faction in opposing the resolution, calling on Anutin to explain to parliament regarding abuse of summons authority, rejecting the approval vote, and preparing to examine the secretary's report to charge Rome with ethics violations, alongside the opposition-side committee members.
At 11:20 AM on November 6, 2026, at Parliament, the House Committee on Legal Affairs, Justice, and Human Rights, Bhumjaithai faction led by MP Supachai Jaisamut (party-list), MP Natthachon Srikoko (Songkhla), MP Natthawut Prasertsuvan (Suphan Buri), MP Ritthirong Phumisat (Maha Sarakham), and MP Rinlita Adisa (party-list) held a press conference.
Regarding the Legal Affairs Committee's unanimous 7-0 vote on November 5 calling Deputy Prime Minister and Interior Minister Anutin Charnvirakul to explain to the House after he failed to comply with the summons law by not ordering Nucha Khosawisai, Director-General of the Department of Provincial Administration, to appear before the committee investigating local election fraud.
Supachai stated that the Legal Affairs Committee vote by the opposition faction led by Rangsiman Rome, party-list MP of the People's Party, in his capacity as committee chair, was incorrect and violated regulations because it was a vote without a quorum, which requires 8 members from the 15-member committee.
From the voting details, it was found to be a vote during other agenda items when only 6 committee members were present in the meeting room before officials called one more Democrat Party committee member to join.
If the agenda had genuine, straightforward intent without concealment, officials should have invited all committee members to attend, but no contact was made to invite government-side committee members to participate. Therefore, the Legal Affairs Committee's vote was an action that violated regulations.
The 7-person vote is considered invalid and violates regulations as well as the Constitution. I understand that the House Secretariat officials have already questioned this, but Rangsiman said he was not notified. The committee chair must be neutral, perform duties transparently, comply with regulations and the code of ethics, and committee members who are MPs must follow regulations, laws, and the Constitution.
"Therefore, we object and are preparing to consider ethics violations by both the committee chair and members who supported this action by submitting to the House Ethics Committee for investigation, as there was intent to cause damage with evidence in the meeting minutes," Supachai said.
Supachai also said he understands the political intent, but actions violating the Constitution and regulations damage the Legal Affairs Committee and themselves as committee members. However, regarding the local election fraud investigation, it is not the Legal Affairs Committee's authority to act.
When asked if Bhumjaithai committee members must attend future meetings to prevent recurrence, Supachai said the simplest solution is to act straightforwardly: if any agenda requires a vote, officials must contact all committee members to attend. He was once a committee chair and never separated opposition from government sides, but problems in this committee try to make everything political.
Asked if he is concerned about future work, Supachai said he is not worried, but what happened makes the committee's work unreliable to the public because it selectively targets the government. They are ready to work for the people because many complaints exist, such as the case of NGOs receiving international organization funds, which is being prepared for committee consideration, or human rights issues in the three southern border provinces.
"Today it was done by the committee chair alone. I don't want anyone to..." [article cuts off]
