On September 22, 2026, Deputy Government Spokesperson Lalida Peresiriviwattana announced the Cabinet's approval of a 15.5 billion baht disaster insurance program proposed by the Interior Ministry. The program will provide coverage for approximately 30 million homes and include death benefits from flooding, storms, and earthquakes, with policies effective from October 1, 2026 to October 1, 2027.
The 15.5 billion baht budget breaks down into 15 billion baht for residential group insurance and 500 million baht for group accident insurance. The Interior Ministry requested 10 billion baht from fiscal year 2026 emergency reserves, with the remaining 5.5 billion baht to come from the next fiscal year's budget. The program aims to deliver rapid and comprehensive relief through insurance mechanisms that transfer disaster risk to insurers.
The Office of Insurance Commission will work with the Thai Non-Life Insurance Association to select insurers meeting standards of stability, trustworthiness, and capacity. The Interior Ministry and Disaster Prevention and Mitigation Department will ensure aid does not duplicate other state relief measures. Separately, the government will continue emergency assistance of 9,000 baht per household and 2 million baht per death from disasters occurring between May 15 and September 30, 2026, to avoid overlap with the new insurance program. Officials will also review database gaps to ensure vulnerable groups, including the unregistered and renters, are not left without protection.
