The cabinet on September 15, 2025, approved three concession holders for onshore petroleum exploration blocks covering northeastern and central Thailand. Thai Oil International Limited will operate blocks L1/66 and L3/66, while Pan Orient Energy (Siam) Limited in partnership with CanAsia Energy Corp. will explore block L8/66.
Department of Natural Fuels director Worakan Phorohom said the Energy Ministry received eight applications from five domestic and international petroleum companies for the 25th round of onshore exploration blocks, announced in late 2024. The selection process followed clear legal criteria, transparency principles, and prioritized national interests.
If exploration discovers commercially viable petroleum reserves, the finds would reduce Thailand's dependence on imported energy and strengthen energy security, particularly through supporting power generation at the Nong Pho power plant in the northeast. The effort would also stimulate local economies, create employment, and generate government revenue through royalties and petroleum income tax distributed to local authorities.
The Department of Natural Fuels will arrange concession signing ceremonies with the winning companies. Block L6/66 remains under cabinet consideration for a separate decision.
