Pheu Thai party list MP Visutthee Tuntinant has released data revealing that the Thai government is the public sector's largest recipient of foreign aid, accumulating nearly 100 billion baht over the past ten years through grants, loans, and academic assistance. Visutthee argued that foreign funding for non-profit organizations is standard practice, designed to advance global public interests including human rights, democracy, gender equality, environmental conservation, and climate action.
According to Visutthee, foreign assistance flows through multiple channels—direct grants, concessional loans, and technical aid—with state agencies receiving funds either directly or indirectly through intermediary organizations such as international bodies, universities, and civil society groups. His analysis of data from major funding sources shows state agencies received approximately 6.5 billion baht in grants and roughly 90 billion baht in conditional loans over the decade. Large-scale projects cited include Japanese loans for COVID-19 response and technology development (about 16.1 billion baht), World Bank financing for the Koh Lanta-Songkhla Lake bridges (approximately 4.5 billion baht), and Asian Development Bank and AIIB loans (roughly 67 billion baht).
Visutthee countered criticism of foreign funding by arguing that the real question should not be whether organizations receive international support, but whether such assistance genuinely serves the public interest and aligns with shared global values such as human rights, democracy, equality, environmental protection, and climate action. He noted that the government, as the largest recipient of foreign funds, should logically face the most intense scrutiny if foreign funding itself were problematic.
