Environment Minister Suchart Chomklin has ordered natural resources agencies to mobilize comprehensively under a unified command structure to assist flood-affected residents in Nan Province. The minister emphasized both immediate relief efforts and rapid recovery operations to help residents return to normal life as quickly as possible.

Deputy Minister Nanthachat Supamongkol visited affected areas to monitor conditions and boost morale among residents and agency staff, reiterating the commitment to sustained assistance until the situation fully resolves.

Thirachunn Bunsit, director-general of the Department of Water Resources, activated Regional Water Resource Office 9 as the forward command center, coordinating with offices 1, 2, and 3 to deploy personnel, equipment, and machinery to villages including Ban Prang, Ban Ket, Ban Pa Had, and Ban Don in Sri Samrung district and Ban Rong in Pua District, Nan Province. Efforts focus on providing clean water for consumption and sanitation, plus accelerating area recovery as water levels recede.

The four water resource offices continue close monitoring and have positioned teams to support communities, temples, schools, and temporary shelters. The department has also prepared preventive measures by installing four water pumps—two 24-inch and two 16-inch units—in Phrae Province's water intake areas to rapidly drain water in heavy rain and protect over 1,300 households from flooding.

Since October 1, 2568, the Department of Water Resources has provided flood relief assistance across 39 provinces, deployed 225 water pumps that have removed 59.35 million cubic meters of accumulated water, and distributed 417,916 liters of clean water. The coordinated effort reflects an active commitment to delivering concrete aid to flood-affected populations.

On August 23, officers led by Bo Phut Police Station Commander Pol. Col. Kan Chawish Poi Prasit, along with tourist police from Region 5, apprehended Sarawuth, a van driver, and seized foreign banknotes hidden under the driver's seat totaling approximately 14,562 baht—comprising two $100 US bills (about 6,536 baht), two 10,000 yen Japanese notes (about 4,200 baht), and one 100-euro note (about 3,826 baht).

According to investigator Nanthawut Goed Jan, the victim, 69-year-old Chinese national Mr. Lingjun Zhang, reported the theft on August 23 at around 10 a.m. He had hired the van to visit Wat Phra Yai in Bo Phut, Koh Samui. Before disembarking with his family to tour the temple, he left a black shoulder bag containing foreign currency on the front passenger seat while Sarawuth remained alone in the vehicle. When the family returned to the van, they discovered the bag had been opened and the cash was missing.

When initially questioned, Sarawuth denied any knowledge of the missing money. However, during a vehicle search conducted in his presence, officers found all the foreign banknotes hidden under the driver's seat. After the evidence was recovered, Sarawuth confessed, stating that he had opened the black bag while the family was touring the temple, found multiple denominations of foreign currency, and took some of it before hiding the cash under his seat.

Police have charged Sarawuth with theft and transferred him to Bo Phut Police Station for further legal proceedings.

District-level officials are instructed to coordinate between civilian and military authorities while mobilizing personnel, weapons, and vehicles in preparation for immediate action.

At the subdistrict and village levels, local officials must conduct patrols, inspections, and maintain order and security at important locations, with coordinated checkpoints to screen people and vehicles entering and leaving. All administrative personnel must maintain 24-hour communications and immediately report any incidents up the chain of command. OKMD Opens Senior Learning Center With Thai Red Cross

OKMD Opens Senior Learning Center With Thai Red Cross
1h ago Khaosod

The Office of Knowledge Management and Development (OKMD), a public organization, has partnered with the Thai Red Cross Society to unveil the OKMD Senior Plearn Ground, a creative learning space for seniors occupying over 2,000 square meters at Suangniwat, Thai Red Cross headquarters in Samut Prakan Province. The facility aims to serve as a model supporting Thailand's transition into a fully developed aging society by implementing brain-based learning principles that connect cognitive learning, physical movement, rehabilitation, and social interaction to promote active aging and lifelong learning.

The project represents comprehensive collaboration covering surveying, design, construction, and landscaping, integrating OKMD's learning expertise with the Thai Red Cross's expertise in rehabilitation medicine and elderly care to create an environment that concretely supports quality learning, rehabilitation, and living standards for older adults.

Dr. Pramethe Wimolsiri, chairman of OKMD, stated that opening the OKMD Senior Plearn Ground represents a significant innovation in spatial design to support Thailand's complete transition into an aging society, aligning with OKMD's core mission of promoting lifelong learning and developing human capital through knowledge management to create public learning systems and foster creative wisdom among citizens.

"OKMD believes the human brain can learn and recover at any age with proper stimulation," Dr. Pramethe explained. "We developed OKMD Senior Plearn Ground as a space where seniors can learn, move, rehabilitate, and interact with others, prioritizing safety, practical usability, and participation rather than serving merely as a standard exercise facility."

The design incorporates five key dimensions: welcoming atmosphere, appropriate media and equipment, safe management, creative and intergenerational activities, and complete facilities to promote four-dimensional wellness—physical, mental, emotional, and social—through learning bases and interconnected experience journeys.

Key areas include the Book House and Gallery, designed for reading, meditation, brain-training games, art activities, and exhibitions of seniors' work, with space for intergenerational learning where youth volunteers can read stories and participate in activities with older adults. The Health Path and Balance Bridge feature both indoor and outdoor walking routes with properly graded balance bridges to improve stability and reduce fall risk, a major concern for elderly populations.

The Exercise Area and Sensory Stimulation Court provide equipment to build strength, agility, precision, muscle coordination, and functional memory alongside sensory stimulation through various textures and plants including golden barrel cactus, dwarf jade plants, and ferns. An edible garden grows vegetables and herbs such as chili, basil, and turmeric.

70-Year-Old Convicted Killer Shoots Victim's Relative Dead

A 70-year-old man in Ang Thong province shot and killed a relative of his earlier stabbing victim on August 22, reigniting a decade-old feud. Police arrested Sanya Patphu at the scene with a shotgun after he allegedly confronted Saichorn Se

70-Year-Old Convicted Killer Shoots Victim's Relative Dead
1h ago Khaosod

On August 23, Wisetchai Chang Police Station in Ang Thong province brought Sanya Patphu, 70, to interrogation with a long-barreled shotgun in custody. He is accused of shooting dead Saichorn Sertkij, 56, on the evening of August 22 near a village road in Tambon Saw Rong Jai, Wisetchai Chang district. The victim sustained gunshot wounds to the left leg—with eight buckshot pellets embedded—and to the chest with another eight pellets embedded. Both hands bore marks from gripping a steel rod about 60 centimeters long.

The suspect initially claimed he was confronted outside his home. When Saichorn rode past on a motorcycle, they argued about the stabbing death of Saichorn's relative years earlier, allegedly committed by the suspect. The suspect then retrieved the shotgun from inside, came out, and fired two rounds, killing Saichorn on the spot. He remained at the scene and surrendered.

Police charged him with premeditated murder, illegal possession of a firearm and ammunition without license, and carrying a gun in populated areas. He was taken to the crime scene to reconstruct the incident and confessed.

The victim's relatives stated that in 2013, Sanya had stabbed the victim's brother to death and received a 10-year sentence, though he served approximately 3–4 years. Upon release, he quarreled with and shot Saichorn, a relative of his earlier victim.

The suspect's relatives said they do not know the cause. They described him as normally quiet, hardworking, and not hot-tempered. They doubt the killing stemmed from old grudges, since he was prosecuted and released years ago; if he harbored such resentment, they argued, he would have acted long before now, not after so much time had passed.
