Environment Minister Suchart Chomklin has ordered natural resources agencies to mobilize comprehensively under a unified command structure to assist flood-affected residents in Nan Province. The minister emphasized both immediate relief efforts and rapid recovery operations to help residents return to normal life as quickly as possible.

Deputy Minister Nanthachat Supamongkol visited affected areas to monitor conditions and boost morale among residents and agency staff, reiterating the commitment to sustained assistance until the situation fully resolves.

Thirachunn Bunsit, director-general of the Department of Water Resources, activated Regional Water Resource Office 9 as the forward command center, coordinating with offices 1, 2, and 3 to deploy personnel, equipment, and machinery to villages including Ban Prang, Ban Ket, Ban Pa Had, and Ban Don in Sri Samrung district and Ban Rong in Pua District, Nan Province. Efforts focus on providing clean water for consumption and sanitation, plus accelerating area recovery as water levels recede.

The four water resource offices continue close monitoring and have positioned teams to support communities, temples, schools, and temporary shelters. The department has also prepared preventive measures by installing four water pumps—two 24-inch and two 16-inch units—in Phrae Province's water intake areas to rapidly drain water in heavy rain and protect over 1,300 households from flooding.

Since October 1, 2568, the Department of Water Resources has provided flood relief assistance across 39 provinces, deployed 225 water pumps that have removed 59.35 million cubic meters of accumulated water, and distributed 417,916 liters of clean water. The coordinated effort reflects an active commitment to delivering concrete aid to flood-affected populations.

On August 23, Interior Ministry Director General Noracha Kosasiwilai issued an urgent directive to provincial governors of Narathiwat, Yala, Pattani, and Songkhla, ordering them to raise security to the highest level under Level 3 emergency response protocols. The escalation follows multiple unrest incidents on the night of August 22 that threatened the safety and property of security personnel, administrators, and civilians in the area.

The directive requires provincial governors and district officers to coordinate security measures across all administrative tiers—from province to village. At the provincial level, governors must recall units to their bases, ensure personnel readiness, cancel leave, check weapons and equipment status, and increase security at key government sites and public gathering areas. District-level officials are instructed to coordinate between civilian and military authorities while mobilizing personnel, weapons, and vehicles in preparation for immediate action.

At the subdistrict and village levels, local officials must conduct patrols, inspections, and maintain order and security at important locations, with coordinated checkpoints to screen people and vehicles entering and leaving. All administrative personnel must maintain 24-hour communications and immediately report any incidents up the chain of command. Officials are directed to quickly assess situations, issue orders, and respond to all incidents at the highest readiness level.

On August 23, the Thai Meteorological Department forecasts thunderstorms and heavy rain in northern, upper northeastern, central, and eastern Thailand over the next 24 hours. A monsoon trough is moving across upper northern Thailand and northern Laos, coinciding with Tropical Storm Narra in the Gulf of Tonkin and strong southwest monsoon winds over the Andaman Sea and Gulf of Thailand. The public is urged to be cautious of hazards from heavy and accumulated rainfall, which may cause flash flooding, flash floods, and overflowing banks, particularly in foothill areas and low-lying regions.

Northern seas near the upper Andaman see fairly strong conditions with waves 2-3 meters high, and over 3 meters during thunderstorms. Upper Gulf of Thailand waves reach approximately 2 meters, exceeding 2 meters in thunderstorm areas. Fishermen in the Andaman and Gulf of Thailand are advised to navigate carefully, avoid thunderstorm zones, and small vessels in the upper Andaman should remain ashore during this period. Tropical Storm Narra is expected to move ashore near southern Guangdong, China on August 24-25 and will not enter Thailand, causing no direct impact on Thai weather conditions.

The Office of Knowledge Management and Development (OKMD), a public organization, has partnered with the Thai Red Cross Society to unveil the OKMD Senior Plearn Ground, a creative learning space for seniors occupying over 2,000 square meters at Suangniwat, Thai Red Cross headquarters in Samut Prakan Province. The facility aims to serve as a model supporting Thailand's transition into a fully developed aging society by implementing brain-based learning principles that connect cognitive learning, physical movement, rehabilitation, and social interaction to promote active aging and lifelong learning.

The project represents comprehensive collaboration covering surveying, design, construction, and landscaping, integrating OKMD's learning expertise with the Thai Red Cross's expertise in rehabilitation medicine and elderly care to create an environment that concretely supports quality learning, rehabilitation, and living standards for older adults.

Dr. Pramethe Wimolsiri, chairman of OKMD, stated that opening the OKMD Senior Plearn Ground represents a significant innovation in spatial design to support Thailand's complete transition into an aging society, aligning with OKMD's core mission of promoting lifelong learning and developing human capital through knowledge management to create public learning systems and foster creative wisdom among citizens.

"OKMD believes the human brain can learn and recover at any age with proper stimulation," Dr. Pramethe explained. "We developed OKMD Senior Plearn Ground as a space where seniors can learn, move, rehabilitate, and interact with others, prioritizing safety, practical usability, and participation rather than serving merely as a standard exercise facility."

The design incorporates five key dimensions: welcoming atmosphere, appropriate media and equipment, safe management, creative and intergenerational activities, and complete facilities to promote four-dimensional wellness—physical, mental, emotional, and social—through learning bases and interconnected experience journeys.

Key areas include the Book House and Gallery, designed for reading, meditation, brain-training games, art activities, and exhibitions of seniors' work, with space for intergenerational learning where youth volunteers can read stories and participate in activities with older adults. The Health Path and Balance Bridge feature both indoor and outdoor walking routes with properly graded balance bridges to improve stability and reduce fall risk, a major concern for elderly populations.

The Exercise Area and Sensory Stimulation Court provide equipment to build strength, agility, precision, muscle coordination, and functional memory alongside sensory stimulation through various textures and plants including golden barrel cactus, dwarf jade plants, and ferns. An edible garden grows vegetables and herbs such as chili, basil, and turmeric.

Toyota Gazoo Racing Thailand, a major racing team with 40 years of success in Thai motorsports and backed by Toyota Motor Thailand, continues to collect important championship points on the international racing stage. The team fielded two Toyota GR Supra GT4 cars in the TSS SuperCar GT4 class at Event 3 of the 2026 season at Sepang International Circuit in Malaysia, competing in both night and day race formats.

The number 19 Toyota GR Supra GT4, driven by Arthit Somitchai and Jump Kran Supphapongse, finished third in the GT4 AM class in both races.
