The Interior Ministry raised security to the highest alert level across four southern border provinces following multiple unrest incidents on August 22 that endangered officials and civilians.

Interior Ministry Escalates Southern Border Security to Highest Alert
4h ago Khaosod

On August 23, Interior Ministry Director General Noracha Kosasiwilai issued an urgent directive to provincial governors of Narathiwat, Yala, Pattani, and Songkhla, ordering them to raise security to the highest level under Level 3 emergency response protocols. The escalation follows multiple unrest incidents on the night of August 22 that threatened the safety and property of security personnel, administrators, and civilians in the area.

The directive requires provincial governors and district officers to coordinate security measures across all administrative tiers—from province to village. At the provincial level, governors must recall units to their bases, ensure personnel readiness, cancel leave, check weapons and equipment status, and increase security at key government sites and public gathering areas. District-level officials are instructed to coordinate between civilian and military authorities while mobilizing personnel, weapons, and vehicles in preparation for immediate action.

At the subdistrict and village levels, local officials must conduct patrols, inspections, and maintain order and security at important locations, with coordinated checkpoints to screen people and vehicles entering and leaving. All administrative personnel must maintain 24-hour communications and immediately report any incidents up the chain of command. Officials are directed to quickly assess situations, issue orders, and respond to all incidents at the highest readiness level.

OKMD Opens Senior Learning Center With Thai Red Cross
4h ago Khaosod

The Office of Knowledge Management and Development (OKMD), a public organization, has partnered with the Thai Red Cross Society to unveil the OKMD Senior Plearn Ground, a creative learning space for seniors occupying over 2,000 square meters at Suangniwat, Thai Red Cross headquarters in Samut Prakan Province. The facility aims to serve as a model supporting Thailand's transition into a fully developed aging society by implementing brain-based learning principles that connect cognitive learning, physical movement, rehabilitation, and social interaction to promote active aging and lifelong learning.

The project represents comprehensive collaboration covering surveying, design, construction, and landscaping, integrating OKMD's learning expertise with the Thai Red Cross's expertise in rehabilitation medicine and elderly care to create an environment that concretely supports quality learning, rehabilitation, and living standards for older adults.

Dr. Pramethe Wimolsiri, chairman of OKMD, stated that opening the OKMD Senior Plearn Ground represents a significant innovation in spatial design to support Thailand's complete transition into an aging society, aligning with OKMD's core mission of promoting lifelong learning and developing human capital through knowledge management to create public learning systems and foster creative wisdom among citizens.

"OKMD believes the human brain can learn and recover at any age with proper stimulation," Dr. Pramethe explained. "We developed OKMD Senior Plearn Ground as a space where seniors can learn, move, rehabilitate, and interact with others, prioritizing safety, practical usability, and participation rather than serving merely as a standard exercise facility."

The design incorporates five key dimensions: welcoming atmosphere, appropriate media and equipment, safe management, creative and intergenerational activities, and complete facilities to promote four-dimensional wellness—physical, mental, emotional, and social—through learning bases and interconnected experience journeys.

Key areas include the Book House and Gallery, designed for reading, meditation, brain-training games, art activities, and exhibitions of seniors' work, with space for intergenerational learning where youth volunteers can read stories and participate in activities with older adults. The Health Path and Balance Bridge feature both indoor and outdoor walking routes with properly graded balance bridges to improve stability and reduce fall risk, a major concern for elderly populations.

The Exercise Area and Sensory Stimulation Court provide equipment to build strength, agility, precision, muscle coordination, and functional memory alongside sensory stimulation through various textures and plants including golden barrel cactus, dwarf jade plants, and ferns. An edible garden grows vegetables and herbs such as chili, basil, and turmeric.

70-Year-Old Convicted Killer Shoots Victim's Relative Dead

70-Year-Old Convicted Killer Shoots Victim's Relative Dead

On August 23, Wisetchai Chang Police Station in Ang Thong province brought Sanya Patphu, 70, to interrogation with a long-barreled shotgun in custody. He is accused of shooting dead Saichorn Sertkij, 56, on the evening of August 22 near a village road in Tambon Saw Rong Jai, Wisetchai Chang district. The victim sustained gunshot wounds to the left leg—with eight buckshot pellets embedded—and to the chest with another eight pellets embedded. Both hands bore marks from gripping a steel rod about 60 centimeters long.

The suspect initially claimed he was confronted outside his home. When Saichorn rode past on a motorcycle, they argued about the stabbing death of Saichorn's relative years earlier, allegedly committed by the suspect. The suspect then retrieved the shotgun from inside, came out, and fired two rounds, killing Saichorn on the spot. He remained at the scene and surrendered.

Police charged him with premeditated murder, illegal possession of a firearm and ammunition without license, and carrying a gun in populated areas. He was taken to the crime scene to reconstruct the incident and confessed.

The victim's relatives stated that in 2013, Sanya had stabbed the victim's brother to death and received a 10-year sentence, though he served approximately 3–4 years. Upon release, he quarreled with and shot Saichorn, a relative of his earlier victim.

The suspect's relatives said they do not know the cause. They described him as normally quiet, hardworking, and not hot-tempered. They doubt the killing stemmed from old grudges, since he was prosecuted and released years ago; if he harbored such resentment, they argued, he would have acted long before now, not after so much time had passed.

Bang Khun Thian Uses Data to Tackle Community Problems
5h ago Khaosod

Bang Khun Thian Subdistrict Administrative Organization in Samut Songkhram province is using data-driven approaches and community forums to improve quality of life and build sustainable economies. Local communities across Thailand face diverse challenges in economics, environment, and social issues, each requiring different solutions. Bang Khun Thian has pioneered a data-based problem-solving method, analyzing information through public forums where all stakeholders discuss and collaboratively plan concrete community solutions.

From data analysis and community needs assessment, the organization has launched successful projects. These include a 10-year canal conservation volunteer initiative that evolved into the Shrimp Catchers Club, linking nature conservation with income and livelihoods. The Vegetable Sharing program promotes mutual aid within the community, while the Rang Suan Yai Phaeng Market supports job creation and supplementary income for residents. The subdistrict also manages employment and care services for people with disabilities, creating opportunities and employment for this vulnerable group.

Renu Lek Nimit, chairwoman of Bang Khun Thian Subdistrict Administrative Organization, revealed that the work is driven by the wellness subdistrict concept, supported by the Community Wellness Support Office (Office 3) and the Health Promotion Foundation since 2012 to the present. Using data collection and analysis tools such as TCNAP and RECAP provides a clear picture of the community—for example, the elderly population increased from 32% in 2568 to 34% in 2569, and the subdistrict identified 140 people with disabilities. This data helps target interventions precisely.

"Although we don't have abundant resources or large budgets, this is not a limitation to our development," the chairwoman stated. "We use the assets we have—wisdom and volunteerism from the community. The Health Promotion Foundation has supported us comprehensively, teaching us how to use data and providing funds to help us identify and leverage various potential resources effectively. We have become a model area and learning center for other local organizations across the country, and we continue to learn and develop our capacity."

Bang Khun Thian operates through a "4+1 core organization" model comprising central government, local government, the private sector, state agencies, and religious institutions (temples) at the center of activities. The approach emphasizes opening formal and informal community forums for over 16 years, allowing residents to voice problems and protect their rights.

These integrated, data-based efforts have made Bang Khun Thian a model area and leadership training center for more than 65 local administrative organizations nationwide. The subdistrict is now taking on new challenges from the Health Promotion Foundation to pilot sustainable development projects covering economics, food, health, and environment with concrete results.

"Our community is filled with volunteer spirit and guided by the philosophy of sufficiency economy to create wellness, unity, and sustainability," the chairwoman concluded. One prominent concrete outcome is the Rang Suan Yai Phaeng Market, a community marketplace supporting local livelihoods.

Democrat Party Seeks NACC Witness Protection in Local Audit Graft Case

The Democrat Party is seeking NACC witness protection for informants in a local audit corruption case, arguing that anonymous witnesses fear prosecution despite having crucial information about the scheme's masterminds. Party leader Abhisit

Democrat Party Seeks NACC Witness Protection in Local Audit Graft Case
5h ago Khaosod

On August 23, 2026, at Democrat Party headquarters, party leader Abhisit Vejjajiva announced plans to submit a petition to the National Anti-Corruption Commission regarding the local audit corruption case. He expressed concern that the matter involves a major network of powerful figures and instigators, and questioned whether the investigation could reach the true masterminds or be curtailed to protect those in power. The party has identified people involved as payers of bribes or those coerced into payments related to audits, who have information about intermediaries and key players. These individuals want to provide truthful information to expand the investigation and reach the actual instigators, but fear prosecution if they cooperate. Abhisit cited NACC law Section 135, which allows the commission to grant witness protection to minor offenders who provide useful investigative information leading to principal offenders, without prosecution and with protective measures. However, he noted uncertainty remains because the process lacks clarity and implementation depends on NACC discretion. Police investigations similarly lack clear witness protection protocols. The party plans to submit a letter on August 24 requesting that NACC issue explicit policy and announcement on witness protection measures to enable investigation of masterminds and principal offenders. Democrats are ready to coordinate bringing these individuals to provide information to NACC. Abhisit emphasized the need to prosecute the true instigators and masterminds, as the case affects many people and undermines public confidence in ethics within the civil service and local government. When asked about witness numbers, Abhisit said he could not specify, but noted some have contacted the party directly while others have been identified through reports. Some claim to have been deceived. He stressed the measure should be used to reach major offenders, not to let minor players escape charges, and urged NACC to clarify quickly and grant rights to early-stage informants. When asked whether witnesses have provided information up to ministerial level or whether investigations could reach that far, Abhisit said it depends on NACC's ability to build confidence, unless NACC declares it is ready and can handle it. As a political party, Democrats have a duty to investigate.

Education Minister Tackles Teacher Debt With Lower Bank Rates

Education Minister Prasert Chantharangthong is negotiating with banks to reduce teacher loan interest rates to 3.5% annually and restore bankruptcy rights for educators burdened by debt that leaves some with no monthly income.

Education Minister Tackles Teacher Debt With Lower Bank Rates
5h ago Khaosod

Education Minister Prasert Chantharangthong is pushing forward with measures to address teacher debt, negotiating with banks to reduce interest rates to 3.5% per year and restoring the right of bankrupt teachers to return to government service. The minister revealed that some teachers have had their salaries cut so severely they lack sufficient funds for basic living expenses.

On August 22, 2025, Prasert and Deputy Education Minister Akranon Kittinun visited Kanchanaburi Province to inspect education policy implementation and meet with school administrators, teachers, education personnel, and students. In the morning, they visited Tham Maka Witthayakam School in Tham Maka District under the Secondary Education Area Office and the Kanchanaburi Teachers Savings Cooperative in Muang Kanchanaburi District to hear concerns and develop solutions for teacher debt. They were received by Narinthorn Chamyahndu, chairman of the cooperative's management board.

Prasert said the Kanchanaburi Teachers Savings Cooperative is a successful model for managing educator debt and financial hardship through systematic processes that have significantly reduced member indebtedness. He noted that the Education Ministry recently reached an agreement with the Government Savings Bank to reduce interest rates for teachers and education personnel from the previous 6–7% per year to 3.5% per year, effective through December 2027. From January 2028 onward, rates will be set at MLR/MRR minus 2% per year.

Currently, approximately one million members of the Funeral Assistance Fund for Teachers and Education Personnel and the Spouse Funeral Assistance Fund for Teachers and Education Personnel carry debt. The rate reduction will shorten repayment periods significantly.

Prasert also revealed that a nationwide survey found many teachers' savings cooperatives charging loan interest rates as high as 5–6%, leaving teachers with insufficient income for basic expenses and monthly salary deductions that sometimes leave them with no money at all. He said the key challenge ahead is finding low-interest funding sources to reduce teacher debt, with the Education Ministry serving as a broker in negotiations.

"Recently, I have held behind-the-scenes discussions with one financial institution to request a low-interest lending facility for teachers to resolve this problem and prevent them from paying high interest rates," Prasert said. "I do not want the rate to exceed 4%. Initial discussions have been positive."

Regarding teachers facing bankruptcy proceedings—currently numbering over ten thousand—Prasert said a draft Education Personnel and Teachers Act has passed Senate review and is heading to the House of Representatives. If the House approves without amendments, it will be published in the Royal Gazette, allowing teachers who have been declared bankrupt to regain full civil service status.

Concerning the proposed establishment of four regional central cooperatives to draw low-interest funding for teacher loans, Prasert said consultations with the Ministry of Agriculture and Cooperatives are needed first. If existing teachers' savings cooperatives agree to reduce rates to no more than 4%, that would be beneficial.

Since most teachers are reliable debtors who repay through automatic salary deduction, Prasert expressed confidence that a 2–3% rate reduction would meaningfully increase teachers' disposable income.

"Teacher debt is a chronic problem that has persisted for years, with nearly one million civil service teachers currently in debt," he said. "The Pheu Thai Party recognizes the urgency and is committed to solving this to improve teachers' quality of life."
