Parliament Chief: Ethics Trump Honors, AI Can't Measure Human Goodness

On November 2, 2026, Wan Sophan Sararm, President of the National Assembly and Speaker of the House of Representatives, presided over the opening of a project promoting adherence to the Code of Ethics for Parliament officials and the Ombudsman: the annual "Morality & Ethics Day" for 2026, along with a ceremony honoring and awarding certificates to Parliament officials who met certification standards and offices with outstanding performance in promoting ethics and transparency under the evaluation criteria of the House Secretariat.
Sophan stated that being recognized for morality and ethics is an honor and dignity more valuable than general honors, because morality is the inner goodness of the mind. Though invisible, it manifests through behavior or ethics — thinking well, speaking well, and doing well. Morality guides individuals to act correctly.
Even as science and technology advance rapidly, enabling artificial intelligence and space exploration, the inner goodness of humans cannot be directly measured or compared by scientific tools. Therefore, behavior and actions must serve as the basis for judgment. "It's a pity scientists haven't figured out how to tell who is good or bad. They can do everything — build AI, reach Mars, send people to live off-world — but they can't measure human goodness from within, so they must rely on behavior to decide," Sophan said.
The Parliament President said that over the 7-8 months since taking office, he has focused on developing Parliament for the benefit of the legislative institution. A key priority has been building unity at both executive and staff levels, with executives of both houses serving as role models for officials, because if executives cannot work together, it is difficult to foster unity among staff.
Sophan added that he wants to build Parliament into an organization where officials earn honor and dignity from behavior, not just words, demonstrating this to society through action. He pledged to fulfill his declared commitments to the best of his ability, requiring cooperation from all executives and officials to work together for the nation and the people.
