The command stated that the allegations do not align with facts and may cause public misunderstanding and erode confidence in officials' work, affecting peace-building efforts in the region.
ISOC 4 affirmed that all officer actions comply with legal provisions, rule of law, human rights principles, and international standards. Operations follow principles of necessity, proportionality, and accountability, aiming to protect lives and public safety while bringing offenders to justice—not to intimidate or harm innocent civilians. The command outlined a six-step enforcement procedure: information gathering and verification; planning and preparation with safety measures; official notification of purpose and voluntary compliance; situation control using graduated measures; force application only when legally necessary and proportionate; and post-action review with evidence collection and transparent justice proceedings.
