Thailand Allows Airport Security to Open Suspicious Checked Luggage

Travelers flying from Thailand from Thursday may discover a notice inside their checked luggage if airport security has opened it for inspection — even if they were not present. New rules issued by the Civil Aviation Authority of Thailand, or CAAT, took effect on October 16, allowing screeners to open checked baggage when X‑ray screening identifies a suspicious object, prohibited item, or possible threat to aviation security. The change does not authorize routine or random searches of passengers’ luggage. CAAT says bags can be opened only where there is reasonable cause for further inspection following screening. Until now, an officer dealing with a flagged bag could face the practical problem of trying to locate its owner before a flight departed. The new procedure is intended to let security staff examine the item promptly while maintaining a record of what happened. For travelers, the key change is that they may not be called back to the screening area before an inspection takes place. The government said the search must be carried out in a designated area, with video and other evidence retained so the process can be reviewed later — including who opened the bag and what was found. Passengers must then be informed that their luggage was inspected under the required procedure. The rules apply to checked baggage carried in an aircraft’s hold, not the hand luggage normally screened in front of passengers at airport security checkpoints. CAAT says the measure brings Thailand closer to aviation‑security practices used internationally and is designed to prevent dangerous items from being loaded onto aircraft, while reducing delays for passengers and airlines. Travelers are advised to check airline and airport restrictions before packing, particularly for items such as batteries, power banks, aerosols, and other potentially hazardous goods. Valuable items, fragile belongings, and important documents are generally best kept in cabin baggage rather than checked luggage. CAAT also recommends using a TSA‑approved lock, which can be opened with authorized security equipment if necessary, rather than forcing open a bag. Passengers who believe an inspection was mishandled or discover damage or missing property can raise the matter with the airport operator or their airline. Complaints can also be filed with CAAT through its online system. The authority stressed that inspections should be limited to what is necessary and proportionate to the security risk.
