Thailand Plans to Slash Maritime Shipping Costs, Position as Cruise Hub
Thailand is launching four maritime initiatives to cut shipping costs and boost competitiveness, including a streamlined single-window system and plans to develop Phuket as a major cruise hub.
Deputy Prime Minister Pipat Ratchakitprakarn chaired the first maritime commerce promotion committee meeting of 2025, resuming operations after a lengthy hiatus. The goal is to align Thai maritime commerce with rapidly changing global trade and shipping conditions, enhance competitiveness, reduce logistics costs, and create economic opportunities. Global maritime trade accounts for over 80 percent of world commerce, yet geopolitical conditions, trade patterns, and shipping routes continue to shift. Thailand possesses strategic geographic location, ports, businesses, shipbuilding industry, maritime tourism, and skilled personnel—what is needed is to integrate these strengths, streamline procedures, cut costs, and establish modern regulations that benefit businesses, workers, and citizens.
The committee approved all agenda items with four major initiatives:
1. Multimodal Transport Integration: The committee approved the Port Authority's coordination with relevant agencies to develop international multimodal transport cooperation and a Multimodal Transport Document (MTD) in partnership with freight forwarding associations. This aims to improve seamless connectivity between sea, rail, and road transport, reducing documentation burdens and business costs.
2. Maritime Single Window: The committee approved accelerating development of the Maritime Single Window (MSW) system to link vessel entry-exit and trade data across government and private agencies, eliminating duplicate submissions, reducing processing time, and improving business agility. The Port Authority will lead, coordinating with the Customs Department's National Single Window and the state-owned National Telecommunications Commission. The MSW follows the FAL Convention framework to eliminate unnecessary procedures and reduce entry-exit documentation.
3. Phuket-Andaman Cruise and Yacht Hub: The committee approved promoting Phuket and the Andaman region as a major cruise and yacht hub to generate revenue and employment for Thai citizens.
