Police Clarify Rules for Officers Carrying Firearms

The Royal Thai Police Office clarified that officers may lawfully carry firearms based on context, including official duty, reasonable cause, proper authorization, and applicable law—not on a single factor alone. Deputy Police Commissioner

Police Clarify Rules for Officers Carrying Firearms
4d ago Khaosod

The Royal Thai Police Office has clarified guidelines for officers carrying firearms, emphasizing necessity and operational context using four key criteria. On August 14, 2025, Deputy Police Commissioner Thatchai Pitaneelabutr addressed misconceptions about firearm regulations that had circulated in the media.

Thatchai explained that determining whether a police officer's possession of a firearm is lawful cannot hinge on a single factor but must consider context and facts on a case-by-case basis. Four elements must be evaluated: official duty and necessity, reasonable cause and circumstances of the case, proper authorization, and applicable laws and regulations.

Generally, uniformed officers performing duties in their designated areas may carry firearms, as may those on plainclothes or after-hours investigative assignments. An officer entering a restaurant or public place that is part of or related to their duties does not automatically constitute unlawful firearm possession.

The Police Conduct Regulation, Part 22, Chapter 13 (governing firearm carrying) requires officers needing to carry weapons for duty to obtain permission from a commander at sergeant level or equivalent, and to carry the weapon appropriately and suited to the circumstances.

This aligns with Supreme Court rulings. A 2557 (2014) Supreme Court decision established that an authorized officer carrying a firearm during duty, while still within the authorized period, bears no guilt under the charge of carrying arms in cities, villages, or public places without permission. A 2553 (2010) ruling affirmed that police officers are invested with authority and duty to maintain public order and arrest offenders, and possess investigative powers under the Criminal Procedure Code.

The conclusion: police officers remain police officers 24 hours a day, exercising the authority and duties assigned by law, particularly the Criminal Procedure Code. They must act whenever they encounter criminal conduct.

Democrats Push Courts to Probe Local Exam Cheating Scandal

Democrats Push Courts to Probe Local Exam Cheating Scandal
4d ago Khaosod

At 10:00 a.m. on August 14, 2025, Democratic Party spokesman Pongsagon Khuanmuang announced that while evidence clearly shows over 5,925 people involved in fraudulent local civil service recruitment exams, only a handful have faced prosecution. Pithakdet Detdecho, a Nakhon Si Thammarat MP and chairman of Parliament's anti-money-laundering and narcotics committee, emphasized the case's importance, believing more than 10 people are definitely involved—brokers, facilitators, and others—and that the Anti-Money Laundering Office has confirmed the cases involve fundamental criminal charges allowing financial trail investigation. The party therefore insists on maximum financial scrutiny of all 5,925 individuals and prosecution of those responsible.

Spokesman Pongsagon further noted a critical transparency issue: the 5,925 cases involve self-investigation by authorities, raising concerns that investigators themselves may be implicated—both civil servants and politicians who ordered the probe. This risks selective prosecution, leaving politicians unpunished while subordinates face penalties. "The party is therefore seeking ways to bring this matter to independent bodies or courts to establish a truly independent investigative committee, not a self-review, so that everyone involved—including implicated politicians—faces justice. This is what the party and the anti-money-laundering committee chairman will pursue," the spokesman said.

SME D Bank Channels 27.7 Billion Baht to Small Businesses in Four Months

SME D Bank Channels 27.7 Billion Baht to Small Businesses in Four Months
4d ago Khaosod

Pichit Mithrawongse, Chief Executive of the Small and Medium Enterprise Development Bank of Thailand (SME D Bank), announced that the bank has removed barriers to capital access for small business operators. Over the past four months (April to July 2025), the bank has provided financing exceeding 27.7 billion baht to approximately 3,590 businesses, generating 127 billion baht in economic circulation and supporting over 81,000 jobs while laying groundwork for green business development.

The initiative stems from Industry Minister Wrawuth Silpabutra's policy directing state agencies to strengthen Thai SMEs by improving access to capital, enhancing business liquidity, and supporting transition to green operations. The bank, a specialized state financial institution under the Ministry of Industry, has implemented the policy by removing regulatory obstacles, easing borrower qualification requirements, and adjusting collateral standards to help SMEs access credit more easily.

The bank has expanded its SME Green Productivity loan program to include operators switching to clean energy vehicles beyond electric vehicles. Clear communication from management to operational levels about support for small SMEs has streamlined the approval process.

Results show that in the four-month period from April to July 2025, SMEs accessed over 27.7 billion baht in capital—an 8% increase from the same period last year—while the number of businesses supported rose 77%, primarily small operators with loans not exceeding 15 million baht each. This generated over 127 billion baht in economic circulation and maintained over 81,000 jobs.

Moving forward, the bank will continue supporting SMEs while integrating those promoted by Ministry-supervised agencies into its capital access programs under the ONE MIND policy. By year-end 2025, the bank aims to channel over 80 billion baht to SMEs, generating more than 366.4 billion baht in economic circulation.

Bangkok Film Festival 2026 Aims for International Status
4d ago Khaosod

Bangkok International Film Festival 2026 (BKKIFF 2026) has been officially launched with support from the Department of Cultural Promotion, Ministry of Culture. The festival represents a major step in establishing a permanent, recognizable international film festival for Thailand on the global film calendar. Rather than simply screening films, BKKIFF 2026 aims to serve as a key platform connecting Thai creators, works, professionals, and industry networks to the international level while fostering future business collaborations and integrating Thailand into the global film industry network.

The festival will create a space for exchange, collaboration, and business opportunities among film industry professionals and entrepreneurs worldwide, running from September 13–27, 2026. Sarasnunt Annanopporn, Secretary to the Minister of Culture, stated that Thai film professionals and the industry are internationally competitive and that BKKIFF 2026 will serve as a platform to showcase capability and build global confidence. The festival aims to position Bangkok as a key destination on the international film calendar that industry professionals worldwide must consider for connecting with the region.

A major long-term goal is to establish Thailand as a strong, internationally recognized hub for Southeast Asian film industry development. Drs. Saran Govitvanichcha, Festival Director, noted that BKKIFF 2026 aims to lay the foundation for the festival's role in the global film industry and establish Bangkok as an annual hub for connecting and advancing opportunities for film professionals. The festival is working toward FIAPF A-List status; if successful, Thailand would become the first ASEAN nation with an A-List film festival, elevating it to world-leading standards and expanding international cooperation networks.

The festival also prioritizes connecting people in the film industry, not only fostering collaboration between festivals or linking films to markets but also creating opportunities for rising stars and emerging talent from across Asia to meet with creators, producers, and industry professionals from around the world. This aims to build networks, advance career opportunities, and open pathways to the international stage while positioning Bangkok as a key venue for showcasing the potential of the next generation of Asian film industry professionals. Ananda Matthew Everingham, Festival Ambassador, emphasized that consistency is crucial—holding the festival annually will build recognition, confidence, and lasting relationships, serving as a key to creating networks and new opportunities for Thailand's film industry.

Thai Airlines Cuts Capacity 13% to Weather Oil Crisis

Thai AirAsia cut capacity 13% and raised fares 27% to cope with jet fuel prices that doubled, reporting a net loss of 2.3 billion baht in the second quarter despite maintaining Thailand's largest domestic market share.

Thai Airlines Cuts Capacity 13% to Weather Oil Crisis
4d ago Khaosod

Asia Aviation, the major shareholder of Thai AirAsia, reported second-quarter 2025 financial and operational results on August 14. Despite facing historic fuel price volatility—crude jet fuel surged 124% to $183 per barrel—the airline swiftly adjusted strategy to preserve profitability by cutting seat capacity and boosting per-seat yield on high-potential routes.

Revenue from ticket sales and services reached 10.046 billion baht, up 2% from the same period last year, with ticket revenue alone growing 6% to 8.575 billion baht. The airline reduced seat capacity by 13% to 5.14 million seats while raising average fares by 27%, partly offsetting the jump in fuel costs. Despite this, fuel expenses surged 43% to 5.011 billion baht. The airline still achieved an EBITDA profit of 25 million baht but reported a net loss of 2.326 billion baht for the quarter, which included 293 million baht in foreign exchange losses.

The airline maintained its low-cost carrier DNA through rigorous cost controls, cutting non-fuel operating expenses by 8%, sales and administrative costs by 17%, and staff expenses by 12%. On-time performance recovered to 88%, and Thai AirAsia retained its position as Thailand's leading domestic carrier with a 37% market share and 80% domestic load factor. The company also successfully raised 3.815 billion baht through new bond issuance in June, maintaining a net debt-to-equity ratio of 1.1 times. Chief Executive Pairach Porpattananurak stated the airline prioritized liquidity and profitability on profitable routes while raising fares to reflect actual costs while sustaining domestic passenger volumes.

One Championship Backs Thai Boxer Nabil for 2028 Olympics

One Championship and Thai boxing authorities have backed fighter Nabil Anane to represent Thailand at the 2028 Los Angeles Olympics, with executives confident in his medal prospects given his physical advantages and dominance in the 65-70 k

One Championship Backs Thai Boxer Nabil for 2028 Olympics
4d ago Khaosod

On August 14, the Thai Olympic Committee, Thai Amateur Boxing Association, and One Championship jointly announced their support for boxer Nabil Anane to represent Thailand in amateur boxing at the 2028 Olympics in the United States.

Boss Chatri, whose full name is Chatri Sisodton, executive chairman of One Championship, explained the reasoning behind the decision. "When we consider whether an athlete should compete in amateur boxing, we look at two things: first, where their heart truly lies as a boxer, and second, whether they realistically have a chance to win a medal," he said. "If the medal prospects are slim, I would advise them that staying with One Championship offers better opportunities to become extraordinarily wealthy rather than wasting two or four years without achieving anything. Failing to win gold is not good for a boxer."

Chatri emphasized Nabil's dominance in his weight division. "I've assessed every boxer in the 65 and 70 kilogram classes—world champions, gold medalists, and even Thai fighters—to see if anyone can beat Nabil at this weight. If someone thinks they can defeat him, come forward now and take a 350,000 baht bonus."

He highlighted Nabil's physical advantages. "If you're fighting at 65 kilograms and face Nabil, who is 194 centimeters tall, who do you spar with? You can practice on a heavy bag set high, but for live sparring, where do you find a 194-centimeter partner? Nabil, by contrast, can spar against fighters who are 170 centimeters tall—left-handed boxers, right-handed boxers, and more. He's also developed tighter defense because he trained in small gloves, unlike fighters accustomed to larger gloves. So whoever can beat Nabil in the 65-kilogram division gets the bonus."

Thailand Confident in Managing U.S.-Iran Tensions Impact

Thailand's state price controls on fuel and living expenses have kept inflation modest at 1.08% despite U.S.-Iran tensions threatening global energy supplies, according to the Commerce Ministry's trade policy director.

Thailand Confident in Managing U.S.-Iran Tensions Impact
4d ago Khaosod

On August 14, Nanthapon Jiralertpongsakul, director of the Office of Trade and Investment Policy Assessment under the Commerce Ministry, said the escalating U.S.-Iran tensions must be closely monitored. A prolonged conflict risks disrupting global energy supplies and triggering inflation across many nations. However, Thailand has managed pressure from rising energy costs through state price controls on fuel and living expenses, keeping first-half inflation modest at 1.08% and within the 1–3% target range.

Tensions flared anew when U.S. President Donald Trump announced on July 8 that a U.S.-Iran ceasefire agreement signed on June 17 had ended. After both sides launched military strikes in the Middle East, crude oil prices rose sharply, raising global concerns that prolonged conflict could spark renewed inflation worldwide. Since early this year, the first round of clashes has already pushed oil prices and inflation higher across multiple countries.

Inflation impact varies by nation depending on energy dependence and policy. The Philippines imports over 90% of its oil from the Middle East and faces high fuel costs as its peso weakens. Malaysia, a net energy exporter, subsidizes retail fuel prices from oil revenues, limiting inflation pressure. Thailand faced clear upstream cost increases in the second quarter, with producer prices up 8.2% year-on-year and freight costs up 11.1%. However, state energy price controls prevented sharp retail fuel swings, keeping second-quarter inflation at 2.70% year-on-year and overall first-half inflation at just 1.08%.

Director Nanthapon assessed that although Middle East tensions remain uncertain and could push global energy prices higher, Thailand's effective energy and cost-of-living price controls—reflected in first-half inflation staying within the 1–3% target—position the country to absorb further volatility without severe impact on citizens' welfare.

Thailand's Investment Inflow Hits 255 Billion Baht in Q2
4d ago Khaosod

The Board of Investment announced that actual investment in the second quarter of 2026 reached 255 billion baht, up 31% from the same period last year, bringing the first half total to 535.8 billion baht. Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, as chairman of the investment promotion committee, has prioritized systematic quarterly tracking of actual investment disbursements to demonstrate how promoted projects contribute to the real economy and overall economic growth, while accelerating resolution of project obstacles.

Artificial intelligence-related industries led investment in the quarter, including optical signal transmission devices, printed circuit boards, and data storage equipment, accounting for over 127 billion baht—roughly half of all Q2 investment—more than double the previous year. Energy and basic utilities, particularly renewable power generation, attracted 23 billion baht (up 18%), followed by agriculture and food processing at 22.3 billion baht (up 6%), minerals and materials at 21 billion baht, and automotive and parts at 18.2 billion baht (up 15%).

The Board plans to intensify investment monitoring and accelerate project implementation through the Thailand FastPass mechanism while coordinating with related agencies to unlock obstacles. The goal is to ensure promoted projects deliver concrete benefits to supply chains, employment, exports, and overall economic growth.
