Chinese Red-Notice Fugitive Arrested After 36 Years Hiding in Thailand
Chinese fugitive wanted for a 1990 assault was arrested in Chon Buri after 36 years hiding in Thailand under an illegally obtained Thai identity. The suspect had amassed significant assets including 17 properties worth over 100 million baht
On September 13, 2026, Deputy National Police Commissioner Samran Nueamma ordered the arrest of Suchart Surachai, also known as Zhu Zhishan, a Chinese national wanted on an Interpol red notice and a court warrant from Pattaya. The suspect was apprehended at a residence in Bang Lamung, Chon Buri. Thai authorities acted on a request from China transmitted through Thailand's Foreign Ministry regarding charges of intentional assault dating to January 19, 1990, in Taizhou, Zhejiang Province.
Investigations revealed that the suspect illegally obtained Thai nationality and obtained his first Thai ID card on November 1, 2001, in Phob Phra, Tak province. Officials revoked his illegally acquired Thai nationality and filed criminal charges. According to interrogation, the suspect paid approximately 50,000 baht for the ID card, prompting authorities to investigate who received the payment and whether officials were involved.
After obtaining Thai nationality, the suspect lived continuously in Thailand, initially working as a tour guide before establishing himself in Pattaya with a Chinese wife and twin children. Investigations found he held interests in multiple companies and owned 17 real estate properties in Bang Lamung valued at over 100 million baht, along with numerous vehicles. Authorities are investigating the source and legal status of these assets. The suspect has been transferred to Bang Lamung police for prosecution, while extradition proceedings will follow legal procedures.
