DNA Test Confirms Canned Fish Is Blackchin Tilapia, Not Catfish

DNA testing by Prince of Songkla University confirmed that canned fish samples contain blackchin tilapia, not catfish as labeled, prompting calls for accountability from the Fisheries Department in Thailand.

DNA Test Confirms Canned Fish Is Blackchin Tilapia, Not Catfish
2d ago Khaosod

At 11:00 AM on July 14, 2025, at Parliament, Nattcha Boonchaiinsawadi, a Pheu Thai party list MP, and relevant agencies announced updates on DNA testing of canned fish suspected to contain blackchin tilapia. Nattcha said he had submitted canned fish samples from members of the public to multiple government agencies under the Ministry of Higher Education, Science, Research and Innovation, but was told testing could not proceed because officials viewed it as a political issue. He then partnered with BIOTHAI, a non-profit NGO focused on biodiversity, ecological agriculture, food security, and farmer rights, to arrange independent testing.

Nattcha reported that testing at Prince of Songkla University's International Center of Excellence for Seafood Science and Innovation confirmed results from two samples. One sample from a factory in Samut Songkhram province that had not previously made headlines was found to be tilapia, while a second sample from a factory in Samut Sakhon that had been seized and previously tested by the Fisheries Department was also confirmed as tilapia. However, laboratory DNA mini-barcoding analysis of three fish pieces, tested three ways and confirmed eight times, matched the DNA Bank record maintained by the Fisheries Department for imported blackchin tilapia imports.

Nattcha stated that over the past year, the Fisheries Department had swept up blackchin tilapia using budgeted rubber money to purchase millions of kilograms, claiming they would make fermented fish paste and fertilizer. A year later, fish with no documented source appeared in cans. He vowed to pursue this matter and hold responsible parties accountable for dereliction of duty. He said he would refer the case to the Agriculture Minister asking how they would take responsibility, since civil servants under their oversight certified to the private sector that headless, footless fish were not headless and footless, raising questions about why there was a rush to certify and cut short these processes. He pledged to follow up in Parliament and relevant committees.

Nattcha added that the blackchin tilapia situation is now 2-3 times worse than last year because local fish in natural water sources have been depleted. The Fisheries Department's approach lacks direction, and the 2025 budget contains not a single baht designated to address or eliminate the blackchin tilapia problem, despite 1.3 million baht being spent on blackchin tilapia eradication in 2024. He questioned why the 2025 budget has zero funding and why this is not seen as a public problem, given the severe impact on aquaculture farmers.

Prokchai Uthairap, Director of BIOTHAI, stated that DNA mini-barcoding testing of the canned fish from Samut Songkhram confirmed it as tilapia with a confidence level of 99.03–99.35 percent, while another brand was confirmed as blackchin tilapia.

Witthun Lianjamuon, Secretary-General of the Bioway Foundation, said the testing was conducted to give the public confidence in their food, to identify the true source of raw materials, and to understand the situation regarding blackchin tilapia imports.

28 Dead in Bangkok Brewery Fire; Safety Exits Blocked by Tables

A fire at a Bangkok brewery entertainment venue killed 28 people July 13 after the operator blocked emergency exits with tables and merchandise despite passing safety inspections, prompting authorities to pursue gross negligence charges.

28 Dead in Bangkok Brewery Fire; Safety Exits Blocked by Tables

A massive fire on July 13 engulfed an entertainment venue at a brewery in Bangkok's Lat Phrao district, killing 28 people. Forensic teams and engineers from Chatuchak District Office have begun searching the collapsed ruins for evidence and remains. Officials revealed that while the building passed mandatory fire safety inspections in April—when fire extinguishers, emergency lighting, and dual escape routes were all present and compliant—the operator systematically blocked emergency exits with tables, chairs, and stored goods during daily operations to maximize seating and floor space. When the fire broke out, victims found their escape routes completely obstructed by merchandise piled against the exit doors. Authorities have declared this a case of gross negligence rather than an accident, as the operator knowingly compromised life-safety features for profit. Officials announced they will prosecute the owner, management, and all responsible parties within one month, stating that routine inspections cannot serve as a license to ignore fire codes during normal business.

Cabinet Approves 18.8 Million Poorcard Recipients
2d ago Khaosod

The cabinet has approved welfare card eligibility for 18.8 million people, removing requirements for parental tax deductions and agricultural debt considerations. Results will be announced on July 17, with the first batch receiving funds on August 1 and new recipients on October 1. An appeals process will be available, and those not selected can apply for the alternative "Thai Helping Thai Plus 60/40" program. Winitj Wisetsuwannaphumi, director of the Fiscal Policy Office and finance ministry spokesman, announced that the cabinet revised state welfare eligibility criteria for 2025 to better cover vulnerable populations. The committee will review the updated criteria on July 16 before announcing results on July 17. Two key criteria have been eliminated: parental tax deduction requirements and agricultural debt assessments, as farmers often carry debts exceeding 100,000 baht due to disasters or other assistance measures. Spouse and dependent deductions remain in effect. The 18.8 million recipients comprise three groups: 12.72 million existing verified recipients, 1.05 million registered with the Interior and Social Development ministries but not yet receiving benefits, and 5.04 million vulnerable people identified in a June survey who have never received state welfare. Those denied can file for reconsideration with clear explanations of which criteria they failed. Those ineligible for the welfare card but seeking support can access the Thai Helping Thai Plus 60/40 program through the Pao Tang app during the two-month transition period without re-registering. The Finance Ministry will coordinate with the Budget Office to ensure sufficient funds for all eligible applicants.

Thailand Adopts CARE Formula for Fairer Pension Calculations

Thailand's Cabinet approved the CARE formula for pension calculations on July 14, which bases retirement benefits on lifetime earnings rather than final wages, aiming to reduce inequality and ensure fairer payments for all workers.

Thailand Adopts CARE Formula for Fairer Pension Calculations
2d ago Khaosod

On July 14, 2025, Labor Minister Julphand Amornvivat revealed that the Cabinet has approved new guidelines for calculating old-age pensions under the CARE (Career Average Revalued Earnings) formula. This initiative aims to create a pension system that genuinely reflects lifetime earnings, ensures fairness, and reduces inequality among workers.

The CARE formula's key innovation is replacing the calculation basis from the average wage of the final 60 months before retirement to an average across the entire contribution period. Past wages will be revalued to current monetary levels before calculation, ensuring pensions reflect true lifetime income and reducing disparities caused by income changes near retirement.

The reform also expands benefits in several ways. Workers who contributed for fewer than 12 months—previously entitled only to their own contributions—will now receive old-age benefits including employer contributions and returns, under the same criteria as those contributing 12 months or longer. For contributors exceeding 180 months, the increase rate changes from 1.5 percent per 12-month period to 0.125 percent per actual month contributed, eliminating month rounding and ensuring benefits match actual contribution periods.

The Labor Ministry has established a five-year transitional support measure for those nearing retirement whose new formula benefits fall short of the old formula. They will receive declining compensation: 100 percent in year one, decreasing by 20 percent annually until year five. Current retirees whose recalculated benefits increase will receive immediate pension adjustments in the next payment cycle. Those whose benefits would decrease will continue receiving the original pension amount for life, protecting existing beneficiaries.

Next steps involve submitting the draft regulation to the Office of the Council of State for review and publication in the Royal Gazette, effective 180 days after publication. The Labor Ministry expects this reform to be a major step toward ensuring stable, fair, and sustainable post-retirement income security for all workers.

Chiang Mai Karaoke Refunds British Tourists After 150,000 Baht Dispute

A Chiang Mai karaoke bar refunded nearly 150,000 baht to two British tourists after police mediation, following allegations of inflated charges for drinks and female staff company at their table.

Chiang Mai Karaoke Refunds British Tourists After 150,000 Baht Dispute
2d ago Khaosod

Two British tourists, accompanied by their lawyer, filed a complaint after allegedly being charged nearly 150,000 baht by a karaoke bar in central Chiang Mai. The bar owner insisted customers were charged according to actual service and the establishment's rates. Following police mediation at Chiang Mai City Station, where both parties were questioned further and given opportunity to negotiate, the bar agreed to refund the full amount.

The case began on June 28 when the victim, a British resident living with his Thai wife in Hang Dong district, took a visiting English friend to dine and socialize in the Nimmanhaemin area before heading to the karaoke bar in the old city. The victim's wife reported that both men were heavily intoxicated. After their first payment of under 1,000 baht, they attempted to leave but were persuaded by staff to stay until the husband threatened to call police, allowing them to exit.

Later, they called a tuk-tuk to drop off their friend at a hotel before returning home to Hang Dong. However, the wife claimed the driver brought her husband back to the same karaoke bar despite his severely intoxicated state. The next morning, she discovered over 120,000 baht charged to her husband's credit card and approximately 26,000 baht to her own card—nearly 150,000 baht in total—prompting a police report.

The victim noted multiple transactions within a short timeframe, with some transfers to mobile payment accounts not registered under the bar's name, suggesting irregularities. The bar stated the two tourists genuinely used services, requesting many female staff members to sit and drink at their table at 700 baht per person per hour for approximately 4-5 hours, with the total calculated the following morning.

The victim disputed the excessive charges and the multiple unequal transaction entries, questioning why a credit card with a 50,000 baht limit was charged beyond that and how his wife's card was used. He also requested investigation into the tuk-tuk driver's role, noting phone location data showed multiple stops around the city before returning to the karaoke bar, questioning whether other individuals were involved.

Investigators are currently gathering evidence, including statements from both parties, financial transaction records, and related information.

Venerable Luang Pho Sai, Buddhist Scholar of Uttaradit

Venerable Luang Pho Sai, Buddhist Scholar of Uttaradit
2d ago Khaosod

Phra Kru Nikrom Dhammaraks, known as Luang Pho Sai Tissaro, was the former abbot of Wat Chong Lom in Uttaradit province and a renowned Buddhist teacher. Beyond managing and developing the temple, he led community development initiatives and provided assistance to those in need while maintaining a strict commitment to teaching virtue and the Buddhist path. Whatever he undertook received the wholehearted cooperation of the community, ensuring success.

Born on Sunday, February 11, 1893, as Sai Thiphayavong, the fifth child of Khun Nikrom Raksak and Nang Thaen Thiphayavong in Ban Hong Hia, Hat Ngiao subdistrict, Uttaradit, he came from a family of seven children. In his youth, he was handsome, dignified, tall and refined with clear complexion, good character, peaceful in manner, and always showed compassion to others.

Before ordination, he studied under Luang Pho Hob at Wat Samakkhi Yaram and became proficient in Thai and Khmer languages, which he applied effectively to Buddhist scholarship. After leaving the temple temporarily to support his parents through farming, he ordained as a novice at age sixteen under Phra Athikan Kong, the abbot of Wat Chong Lom, on May 7, 1909.

At age twenty, he received full ordination at Wat Chong Lom on May 8, 1913, receiving the monastic name Tissaro. He devoted himself to monastic discipline and studied under his preceptor at Wat Kumphir Thong for four years before moving to practice at other temples including Wat Doi Kaew and Wat Hat Ngiao, where he studied extensively with Luang Pho Hob. Later, he transferred to Wat Chong Lom.

Phra Kru Wichian Panya Mahamuni, the provincial ecclesiastical chief of Uttaradit and abbot of Wat Tha Thanon at that time, recognized his virtues and appointed him abbot of Wat Chong Lom on February 1, 1919. As abbot, he devoted himself to constructing and renovating temple buildings and facilities, including the sermon hall, ordination hall, chedi enshrining Buddha relics, temple walls, and two schools—the Buddhist studies school and Wat Chong Lom municipal school. He also oversaw renovations at Wat Hat Ngiao, Wat Samakkhi Yaram, and Wat Doi Tha Sao.

In 1941, as Thailand entered the Indochina War and World War II, local residents sought protective amulets and religious objects. He commissioned the creation of clay amulets mixed with herbal materials and consecrated them with Buddhist chants believed to reflect harmful intentions back to their source. Funds from donations to these amulets were used to fund temple construction and renovation. He crafted blessed objects known for their powerful effects, evident to disciples and laypeople alike, even attracting devotion from followers of other faiths who wore his amulets and talismans.

He was compassionate and impartial, with a broad heart and gentle speech. He passed away peacefully on October 17, 1948.

On July 7, 2026, at 10:00 a.m., by royal authorization, Lieutenant General Panat Saeng-thian, Deputy Commander of the Palace Guard Bureau, presented flowers, incense, candles, lustral water, lotus buds, and ceremonial cloth to Phra Phrom Wachirmongkol (Luachai Kunwuttho), abbot of Wat Rachathiwas Wiharn, marking his 96th birthday and the completion of eight twelve-year cycles. The ceremony was held at the Assembly Hall of Wat Rachathiwas Wiharn in Dusit District, Bangkok.

At 10:30 a.m., the Supreme Patriarch authorized Somdet Phra Mahawerawong (Suchin Akkhachino) to perform the lustral water ceremony on behalf of the Supreme Patriarch. The monks and disciples of Wat Rachathiwas Wiharn then held a merit-making ceremony in celebration of the auspicious occasion, with Somdet Phra Mahawerawong presiding.

For this auspicious occasion, Phra Phrom Wachirmongkol presented the "Kunwuttho Thera" educational scholarship fund for 2026 to eight educational institutions totaling 270,000 baht: Wat Kok Piao School in Songkhla (50,000 baht), the Thammayut Sangha in Sukhothai (50,000 baht), Wat Huay Phud School in Songkhla (30,000 baht), Wat Huay Phud School in Songkhla (20,000 baht), Wat Thamnab School in Songkhla (20,000 baht), Suan Sunandha Rajabhat University (30,000 baht), King Mongkut's Institute of Technology Thonburi (30,000 baht), and Wat Rachathiwas Secondary School (40,000 baht). The scholarships aim to promote Buddhist education, support youth development, and cultivate human resources as a vital force for Buddhism and society.

He excelled in Pali and Buddhist teachings, and has held numerous important positions overseeing education and monastic administration. He was appointed abbot of Wat Rachathiwas in 2000 and was elevated to the ecclesiastical rank of Phra Racha in 1972.
