Heavy rain fell continuously for more than an hour in Bang Lamung District, Chonburi Province, around 1:00 a.m. on September 24, 2025, causing widespread flooding across Pattaya's roads. The Meteorological Department had warned of an 80 percent chance of thunderstorms in the Eastern Region with heavy downpours expected particularly in Nakhon Nayok, Prachuap Khiri Khan, Chachoengsao, Chonburi, and Rayong provinces. Temperatures were forecast to range from a low of 23–24 degrees Celsius to a high of 30–34 degrees Celsius.
Field inspections revealed that the intense rainfall caused water to accumulate on major roads, particularly in areas historically prone to flooding where drainage has been slow. Multiple streets were submerged, including Pattaya Road 3, Pattaya Road 2, Buakhao Soi, Sukhumvit Road, and both sides of the railway embankment. In some locations, water levels rose high enough to prevent motorcycles and small cars from passing, forcing some drivers to abandon their routes and wait for water levels to recede. Several vehicles were reported damaged by the floodwaters.
Pattaya city officials deployed staff to flood-prone areas, helping residents and warning motorists of hazards from fast-moving currents to minimize traffic disruption. Authorities cautioned that continued rain could raise water levels further, and urged residents using affected routes to exercise extreme caution and avoid flooded areas until conditions improved. The Meteorological Department issued a severe weather alert naming 43 provinces at risk of heavy to very heavy rainfall and flash flooding.
