FUKUOKA, Japan — Japanese prosecutors have decided not to indict a 28-year-old Thai woman arrested at Fukuoka Airport after methamphetamine was found hidden in coffee sachets in her luggage, Thai authorities said.

The woman was detained on 12 July after airport officials discovered the drugs in items she had agreed to carry for a Thai person living in Japan. Her family appealed for assistance, saying she may have been used by a cross-border drug-smuggling network.

Areepak Ngeonbamrung, deputy secretary-general and spokesperson for Thailand's Office of the Narcotics Control Board, said Japanese police had informed Thai authorities that prosecutors would not pursue a case against her.

While officials are still seeking the full reasoning behind the decision, preliminary information indicates that prosecutors believed the woman had no intent to smuggle drugs and was not involved in an international trafficking network. She had no previous record of drug-related offences and was believed to have been unaware that narcotics had been concealed in the items she was carrying, Areepak said.

Japanese immigration police will now coordinate with Thailand's Department of Consular Affairs to confirm that she has been cleared of the drug case and arrange her return to Thailand.

The ONCB said it would focus on tracing those behind the suspected trafficking network. Thailand's Narcotics Suppression Bureau will handle any further criminal investigation.

Authorities are also examining whether the woman could face any customs-related charges in Thailand once she returns, as well as the role of a male delivery rider who brought the parcel to her home. Investigators said CCTV footage showed that the rider delivered the parcel by car and had apparently been hired for the job. Police said they had identified further details of his movements but had yet to hear from him.

SA KAEO — Two suspects have confessed to killing two Russian siblings during an attempted motorcycle theft, and police have taken them to identify where the bodies were allegedly buried in Chonburi province.

The case began when the Russian siblings disappeared along with their Honda ADV 150 motorcycle. The motorcycle was later found dismantled and buried, prompting authorities to track down two suspects, identified as Pong and Thong.

On 31 July 2026, police arrested Thanana, 43, also known as Pong, and Thongchai, 39, also known as Thong, in Wang Sombun district of Sa Kaeo province while they were allegedly attempting to flee.

During questioning, the suspects confessed that they had intended to steal the motorcycle but the Russian siblings resisted. The suspects allegedly shot the younger brother dead and punched the older sister, causing her death.

They then took the siblings' bodies to Khao Chi Chan in Chonburi and buried them to conceal the crime. The suspects also dismantled and buried the motorcycle before fleeing the area.

Police tracked down and arrested both suspects in Sa Kaeo province. The suspects were subsequently taken to the area near Khao Chi Chan to identify the location where the bodies were allegedly buried as the investigation continues.

During interrogation, Pong confessed to the crime, stating "I'm done, I'll tell the truth." He admitted to shooting the brother twice and beating the sister to death in self-defense, then transporting their naked bodies to a forest area in Khao Chee Charoen, Chachoengsao Province, where he buried them. The motorcycle was dismantled and its parts buried as well. Pong had evaded checkpoints and hidden in a longan orchard, planning to escape to Cambodia through a natural border crossing at night after learning police would set up midday checkpoints.

Thong claimed he was not the killer, stating "I didn't kill them. Pong killed them. Pong had the gun and the explosives. Everything was Pong's doing. I just guided them to where the Russian siblings' bodies were buried."

Following their confessions, officers transported both suspects to a forest area in Khao Chee Charoen, Chachoengsao Province, to locate and recover the victims' remains.

At the location, authorities found the body of a Thai man floating face-down near the canal bank. The corpse was dressed in black shorts and a long-sleeved shirt and had a rope tied around the neck, with signs of bloating suggesting death occurred at least two days earlier. No personal belongings or identification documents were found on the body.

Witnesses stated they heard villagers calling for help regarding a body in the water. A rescuer then ran approximately 200-300 meters and jumped into the canal to retrieve the rope before realizing it was a deceased person.

Police have documented the scene with photographs and notes. The body will be sent to the coroner to determine the actual cause of death and identify the victim. Authorities are asking anyone with information about missing relatives or who may recognize the deceased to contact Bang Lamung Police Station.

CHIANG RAI — Heavy rainfall has caused the Lao and Korn rivers to overflow their banks and flood homes in parts of Chiang Rai, affecting at least 50 households, while authorities warn that water levels could rise further.

The flood situation in Chiang Rai remained under close watch following continuous accumulated rainfall in upper areas of the province. The heavy rain caused water levels in the Lao and Korn rivers to rise rapidly.

The overflowing water subsequently inundated homes in Pa O Don Chai subdistrict, Mueang district, with at least 50 households initially reported affected. Ten households in Rong Khun village, Moo 1, located along the Lao River, were flooded, while another 40 households in San Sali village, Moo 5, along the Korn River, were affected.

Local administrative organisations and relevant agencies were surveying the damage and preparing to provide assistance to affected residents. Pa O Don Chai Mayor Sirimongkol Khamdee said several days of continuous rain had caused the Korn River to overflow and flood nearby homes. Meanwhile, water levels in the Lao River behind Rong Khun Market had risen rapidly, inundating riverside and low-lying areas at several locations.

Chiang Rai Governor Chuchip Phongchai has ordered the provincial Disaster Prevention and Mitigation Office and all relevant agencies to closely monitor the situation, speed up damage assessments and provide assistance to residents as quickly as possible. Authorities have also been instructed to maintain continuous surveillance as water levels remain at risk of rising further.
