Excise Department Seizes 408,000 Smuggled Cigarettes in July

Thailand's Excise Department seized over 408,000 smuggled cigarette packs in July as part of nationwide crackdowns on tax-evasion networks, with tobacco cases accounting for roughly 63 percent of all enforcement actions during the month.

Excise Department Seizes 408,000 Smuggled Cigarettes in July
6 Aug Khaosod

The Excise Department reported July 2025 enforcement results, seizing over 408,000 contraband cigarette packs and cracking down on tax-evasion networks nationwide. Director-General Pornchai Theeraphet said the department continues to intensify prevention and enforcement measures against illegal excise goods, particularly smuggled cigarettes, which remain the most frequently detected contraband and cause significant damage to state revenue and legitimate businesses.

The department is coordinating with security agencies, the Royal Thai Police, the Customs Department, the military, and other relevant bodies to strengthen investigations, intelligence gathering, and proactive operations to intercept smuggling networks. For the 10-month fiscal period from October 1, 2024, to July 31, 2025, the Excise Department secured 32,812 cases with fines totaling 901.82 million baht and estimated total fines of 4,508.18 million baht. Tobacco cases remained the largest category, accounting for 20,160 cases or approximately 61 percent of all cases, with fines of 609.39 million baht and estimated fines of 4,376.97 million baht, along with seizure of 4,862,367 cigarette packs.

In July 2025 alone, the department secured 3,196 cases with fines totaling 79.52 million baht and estimated total fines of 248.78 million baht. Tobacco cases dominated at 2,008 cases or approximately 63 percent, with fines of 58.10 million baht and estimated fines exceeding 239.91 million baht, along with seizure of 408,205 cigarette packs.

Director-General Pornchai noted that smuggling networks continue to adapt their methods, including border crossings, maritime transport, using private residences and distribution centers as storage facilities, and moving goods in smaller quantities to evade inspection. However, integrated operations with relevant agencies have successfully intercepted major cases across the country.

The highest-value case in July involved the seizure of 124,922 packs of Grolion-brand cigarettes marked "FOR EXPORT ONLY" in Kanchanaburi Province on July 29, with estimated fines reaching 124.08 million baht, demonstrating attempts to smuggle export-only goods back into the country to avoid taxes.

On July 14, the Songkhla Excise Office, in coordination with the National Police Office and police, seized 56,000 packs of untaxed cigarettes in Jana District, Songkhla Province, with estimated fines exceeding 35.17 million baht. Although no suspects were arrested, evidence was forwarded for prosecution and further investigation. Additional major cases were reported in Satun Province involving 10,000 packs of foreign cigarettes with estimated fines of 9.42 million baht.

Thai Credit Reports SME Loan Portfolio Up 55% in First Half

Thai Credit Bank's small merchant loan portfolio surged 55% year-on-year to exceed 2.1 trillion baht in the first half of 2026, driven by entrepreneurs expanding operations and adopting digital technology despite economic challenges.

Thai Credit Reports SME Loan Portfolio Up 55% in First Half
6 Aug Khaosod

Thai Credit Bank reported that its small merchant and vendor loan portfolio surpassed 2.1 trillion baht in the first half of 2026, with new lending jumping 55 percent year-on-year. Deputy Managing Director Kamphol Puridithsakul revealed the second-quarter results, showing the combined portfolio reached 21.814 billion baht with a continuously expanding customer base.

The growth reflects grassroots entrepreneurs' ongoing commitment to business expansion despite high costs and volatile purchasing power. Field surveys by the bank's credit analysis team show small business operators are notably adapting to changing conditions, requesting higher revolving credit lines to expand operations and increasingly integrating technology to boost business capacity. This demonstrates that the bank's borrowers are preparing to weather economic volatility and transitioning into digital systems at greater scale.

Kamphol stated that the first-half results prove the determination and resilience of small merchants and operators, who continue developing their businesses regardless of circumstances. He emphasized that Thai Credit's role extends beyond merely providing loans or capital access—the bank functions as a partner that supports and builds solid foundations for the small business community.

Throughout the first half, the bank implemented comprehensive support programs for small operators, including creating business signage to boost trading opportunities and conducting financial literacy training nationwide through its "Tangkhot Know-how" program, designed to build economic resilience. The bank also awarded educational scholarships to borrowers' children to ease family financial burdens, reflecting Thai Credit's commitment to building strong foundations and pursuing sustainable growth across all dimensions with small business partners.

For the second half of 2026, Thai Credit remains committed to developing credit products and financial services tailored to business needs, enabling entrepreneurs to access capital conveniently, quickly, and appropriately. The bank will enhance digital services through its MicroPay e-Wallet app and promote QR code merchant payment scanning to leverage transaction data for future lending decisions, broadening capital access opportunities.

Thai Credit believes that providing credit alone is insufficient for long-term growth; the bank must simultaneously promote capacity-building activities, knowledge transfer, and continuously develop new credit products. The bank's ultimate goal is not merely portfolio growth but witnessing borrowers' businesses thrive with stable income and sustainable livelihoods.

23-Year-Old Shot Dead in Rubber Plantation After Stadium Explosion

A 23-year-old man was shot four times and killed in a rubber plantation in Trang Province early August 6; a 45-year-old suspect surrendered hours later, claiming the victim had thrown explosives at a cockfighting arena.

23-Year-Old Shot Dead in Rubber Plantation After Stadium Explosion
6 Aug Khaosod

Police received a report at 3:30 a.m. on August 6, 2025, of a fatal shooting in a rubber plantation in Tambon Nabinla, Muang District, Trang Province. Officers from Muang Trang Police Station, led by Deputy Superintendent Navaphan Luang-Kaew, found the body of 23-year-old Sastravorph lying face-up with a Smith & Wesson .357 revolver with a 4-inch barrel near his right hand. The weapon contained three spent shell casings and three unused rounds.

An initial autopsy revealed the victim was shot four times with an 11mm caliber weapon: once through the right ear and out the left ear, once at the back of the head, once near the right ear, and once on the left forehead. Officers also recovered two spent 11mm shell casings and the victim's black hoodie near the body.

About 200 meters from where the body was found, police discovered a gray Honda Wave 110 motorcycle without license plates, containing a baseball cap belonging to the victim and a pair of red flip-flops placed beside it. Preliminary investigation suggests the victim parked the motorcycle, removed his shoes, and ran through an oil palm plantation into a rubber plantation before being pursued and shot.

At approximately 5:45 a.m., Yongyos (alias "Kai Namae"), 45, surrendered to Muang Trang Police and handed over the firearm used in the shooting. Forensic officers collected gunpowder residue samples and additional evidence.

A witness who was tapping rubber nearby reported hearing multiple gunshots that sounded like an exchange of fire, prompting him to turn off his headlamp and hide in the rubber plantation for safety.

During preliminary questioning, the suspect claimed to be a cattle herder and caretaker of a Trang cockfighting arena in Tambon Nabinla. He alleged the victim had thrown explosives into the arena while alone, causing damage. The suspect said he followed the victim by motorcycle for several kilometers until the victim parked, removed his shoes, and ran into the rubber plantation approximately 200 meters before the shooting occurred.

Police have charged the suspect with premeditated murder and are continuing to gather evidence, forensic results, and witness statements.

Thailand Reports 8,000-9,000 New HIV Cases Yearly, Nearly 60,000 Unaware

Thailand Reports 8,000-9,000 New HIV Cases Yearly, Nearly 60,000 Unaware
6 Aug Khaosod

On August 6, Assoc. Prof. Dr. Opass Puthacharoen, deputy director of the AIDS and Infectious Diseases Research Center at the Thai Red Cross Society, revealed that while Thailand's treatment and prevention systems have improved substantially, the country still faces critical challenges. New HIV infections remain at approximately 8,000 to 9,000 cases annually—a figure that has barely changed over the past five to six years—despite the national target of reducing new cases to below 1,000 per year to end the AIDS crisis.

Dr. Opass explained that approximately 500,000 people currently live with HIV in Thailand, a cumulative figure that continues to increase as patients gain better access to treatment, improved quality of life, and longer lifespans. However, the stagnation in new infections is deeply concerning. Three decades ago, Thailand recorded approximately 170,000 new cases annually before prevention and treatment measures gradually improved the situation.

The primary obstacle to reducing new infections is not a lack of prevention tools—Thailand has both condoms and highly effective HIV prevention medications—but rather limited public awareness and access. Many Thais remain unaware of their personal risk or do not know that prevention services are available free of charge. Knowledge about HIV among the population, especially among people aged 15-24, remains insufficient despite some improvement compared to previous years.

Dr. Opass stressed that Thailand must integrate comprehensive, age-appropriate sexual health education into school curricula from an early stage, focusing on self-protection methods rather than abstinence alone. When asked whether the youth situation has reached crisis level, he affirmed it has and requires cooperation from policymakers, schools, parents, and young people themselves.

Achieving the national goal of ending AIDS by 2030 will be difficult without rapidly reducing new infections from the current 8,000-9,000 cases yearly to approximately 1,000 cases, requiring more effective measures than currently implemented. Key priorities include expanding prevention services and improving public education and awareness.

Truck Brake Failure Causes Highway Pile-Up, 7 Vehicles Damaged

A trailer truck's brake failure triggered a seven-vehicle pile-up on Highway 304 in Prachuap Khiri Khan on August 6, injuring five people on the notorious steep downhill route.

Truck Brake Failure Causes Highway Pile-Up, 7 Vehicles Damaged
6 Aug Khaosod

At 11:00 a.m. on August 6, 2025, police received reports of a serious collision on Highway 304 (Pakthongchai–Kabin Buri route) at kilometer 208, on the Bangkok-bound descent in Nadi District, Prachuap Khiri Khan Province. Officers from Wang Khon Daeng Police Station, provincial road officials, and rescue teams rushed to the scene, which was on a steep four-lane downhill mountain road section with sharp curves where rain was falling continuously. Traffic was severely congested, forcing authorities to close the road entirely as debris and materials were scattered across the pavement.

Investigators determined that seven vehicles were damaged in total: a trailer truck, a box truck, two container trucks, a minibus, a pickup truck, a private car, and a cargo trailer. Five people were injured—four with moderate injuries and one with severe injuries. One person was trapped inside a truck cabin but was successfully extracted by rescue teams using cutting equipment and rushed to hospital.

Police believe the trailer truck's brakes failed, causing it to lose control and collide with other vehicles slowing for the descent. The impact destroyed several truck cabs and caused large blocks of cardboard or cargo to fall and obstruct traffic lanes. By 1:45 p.m., road officials and rescue crews were clearing spilled oil and planning to gradually remove wreckage to open temporary lanes for trapped traffic.

Investigators noted that this section of Highway 304—near Phu Thon Shrine at kilometer 208—has a troubling history of severe accidents caused by steep terrain with sharp curves, brake failure in large trucks and buses from heavy use and overheating, and driver negligence or speeding on downhill grades. Over the past decade alone, at least 18 major accidents have been recorded at this location.

Hospital Owner Fights Court Loss, Files Appeal Over Surgery Case

A Nonthaburi court ordered Leolux Surgical Hospital to pay 7.7 million baht in compensation for a surgical procedure, shocking the hospital owner who claims medical evidence proved no nerve damage occurred. The hospital's attorneys plan to

Hospital Owner Fights Court Loss, Files Appeal Over Surgery Case
6 Aug Khaosod

On August 6, 2026, at Nonthaburi Provincial Court, Pin Pisphorn, administrator of Leolux Surgical Hospital, spoke following the lower court's judgment in the case filed by Tom Rachaneekon seeking damages from a surgical procedure. Pin expressed shock at the ruling, which ordered the hospital and the attending surgeon to pay approximately 7.7 million baht in compensation, despite being confident in medical evidence and CT scans confirming no nerve damage had occurred.

Defense attorneys Kaew and Kritaya accepted the lower court decision and prepared to file an appeal within 30 days, arguing that additional documents could have been submitted in closing statements, but the defense was not given fair opportunity to present witnesses. Pin revealed the ruling has caused approximately 100 million baht in business damage but remains ready to fight to prove the truth and protect the hospital's reputation.

When asked about the court's ruling, Pin stated: "The court ordered the hospital to pay compensation to Tom. To be honest, I did not win this case. I lost it." Regarding the damages calculation, the lawyer explained: "Medical treatment costs approximately 2.9 million baht, lost income from work is 1.8 million baht, and future damages are 3 million baht, totaling 7.7 million baht."

Pin emphasized: "I'm not upset about paying 7.7 million baht, but what truly distresses me is that I never expected the judgment to turn out this way. Our intentions were good. The doctors treated him carefully. All medical evidence, including the court-appointed medical expert and clear CT scans, confirmed there was no nerve damage affecting sensation or complications from the surgical procedure. We see he still lives normally, sings, and eats both soft and hard foods. I was genuinely shocked hearing the verdict read aloud—I initially thought they were just reviewing the case, then realized it was the final judgment. I'm not someone who refuses to accept decisions."

When asked if Pin was confident before the ruling that the defense would not lose, Pin replied: "I was over 90 percent confident because all medical results showed no nerve damage. The CT scans provided clear evidence. I've worked in cosmetic surgery for many years—I don't make hasty judgments based on bias. The medical evidence and the court-appointed medical expert both supported our position."
