Thailand, MSD Launch Medical Investment Hub With Three Key Goals

Thailand's Ministry of Public Health and MSD (Thailand) Limited have signed a memorandum of understanding on "supporting a health ecosystem to promote pharmaceutical economics" to advance the Medical Investment Hub policy from framework to concrete cooperation and investment. The Medical Investment Hub aims to elevate the medical and health sector into one of the country's new economic engines through three pillars: a Service Hub to raise medical services to global standards, a Research and Development Hub to promote research and clinical trials, and a Product and Health Manufacturing Hub to develop domestic production of medicines, vaccines, and health products.
The policy sets three major targets: increasing economic value by at least 0.5 percent of GDP, attracting new investment into the country, and raising Thailand's health and environment competitiveness ranking from 56th to the top 50 globally. Public Health Minister Pattana Prom-pattana stated that the medical and health sector is not merely about public care but also represents human capital, health security, and economic opportunity for Thailand, which has strengths in personnel, service systems, research capacity, and production base that can be leveraged to create new investment and boost national competitiveness.
Prior to signing the memorandum, ministry executives held discussions with Dr. Drew Otto, MSD's Asia-Pacific Regional President, and regional leadership to exchange information and explore cooperation under the Medical Investment Hub in three areas: Service Hub, Research and Development Hub, and Product and Health Manufacturing Hub. The discussions proceeded positively, and both parties aim to develop concrete cooperation benefiting the health system, patients, and the country's economy.
The meeting included senior ministry officials including Dr. Somruk Chungsaman, Permanent Secretary of Public Health, and Suphattra Bunserm, Secretary-General of the Food and Drug Administration, who are ready to advance the policy and consider ways to streamline and reduce approval timelines for clinical research, as well as explore expedited registration pathways for products under the memorandum involving clinical research in Thailand, while adhering to applicable laws and procedures. Dr. Somruk added that the MSD cooperation represents concrete public-private collaboration on the Medical Investment Hub, covering increased access to HPV vaccines for both females and males, and PCV vaccines for target groups, development of clinical research capacity particularly within ministry research units expected to generate investment value exceeding 2,500 million baht by 2027, and exploration of voluntary licensing cooperation for HIV PrEP drugs with domestic manufacturers to develop production capacity, reduce import dependence, strengthen drug security, and create export opportunities.
