Thailand's Electronic Transactions Development Agency (ETDA), under the Ministry of Digital Economy and Society, released complaint statistics from its 1212 ETDA online help center covering January to August 2025. The center received 23,525 complaints during this period, a 14.06% decrease from 27,375 complaints in the same timeframe of 2024. Illegal websites topped the complaint list with 8,309 cases (35.32%), followed by online trading issues with 7,548 cases (32.09%). Other leading categories included general inquiries (2,286 cases), unfair business practices (2,073 cases), and personal data protection violations (1,677 cases).
Complaints regarding digital platform services totaled 4,034 cases during the eight-month period, a 42.95% increase from 2024. When analyzing accumulated complaints from 2023 to 2025, the ETDA found that personal data protection issues were most common (51.97%), followed by unfair business practices (43.68%) and ride-hailing application problems (2.70%).
Analysis by age group revealed that working-age consumers filed the most complaints, with Gen Y (ages 29–44) accounting for 43.20% and Gen X (ages 45–60) accounting for 29.03%. Together, these groups represented 72.23% of all complainants. Gen Z (ages 16–28) accounted for 18.66%, while Baby Boomers (ages 61–79) represented 8.98% and Gen Alpha (under 15) made up 0.13%. The higher complaint rates among working-age groups reflect their increased use of digital services and online transactions, exposing them to greater risks including fraud, scams, and personal data breaches.
