Police Probe Closed-Time Bar Permit in Deadly Fire Case

Autopsy results revealed the fire victims died from inhaling carbon monoxide and hydrogen cyanide, likely from burning foam insulation, while police investigate whether they illegally allowed the bar to operate past closing time.

Police Probe Closed-Time Bar Permit in Deadly Fire Case
17 Jul Khaosod

On July 17, Deputy Police Commissioner Siam Bunsawat disclosed new findings in the Ladprao beer hall fire investigation. Autopsy results showed the deceased had high concentrations of carbon monoxide (CO) and hydrogen cyanide (HCN) in their blood. When combined, these gases cause severe oxygen deprivation; continuous exposure for just four minutes can be fatal. The victim inhaled these toxins rather than ingesting them, leading to asphyxiation. Scientists are still determining which material in the building burned to produce these specific poisons, with initial suspicion falling on foam insulation.

Officers who entered the building to rescue victims were also found to carry the same toxic substances in their bodies, which affected their breathing during the rescue operation. Regarding accusations that police negligently permitted the restaurant to operate beyond legal closing hours—potentially contributing to the disaster—Division 2 has formed a committee to investigate whether officers failed in their duties. The results of the inquiry will determine whether any misconduct occurred.

University Launches Disciplinary Probe Into Exam Fraud Allegation
17 Jul Khaosod

Srinakharinwirot University has identified one staff member involved in alleged irregularities in a civil service recruitment exam and has established a formal disciplinary investigation committee. In its third statement released on July 17, the university provided an update on its fact-finding inquiry into allegations concerning an examination process for recruiting civil servants and local government officials under the Department of Local Administration. After completing its preliminary investigation, the university found sufficient evidence and documentation to pursue disciplinary action against one Srinakharinwirot University staff member and has now appointed a serious disciplinary inquiry committee to proceed with the next steps. The university explained that establishing a serious disciplinary committee is a legal process designed to thoroughly gather evidence and allow the accused to exercise their right to present a full defense and evidence. The commencement of this formal investigation does not constitute a finding of guilt until the committee completes its work and the university issues a final official order. The university acknowledged that the incident has damaged public confidence and the institution's reputation, and has therefore expedited the fact-finding process from the outset while ensuring disciplinary procedures are conducted carefully and fairly. The university pledged full cooperation with all state agencies to establish the facts and ensure accountability under law. Srinakharinwirot University stated it will not tolerate behavior affecting institutional integrity regardless of the person involved, and if the investigation confirms wrongdoing, it will apply the law and regulations strictly without exception, prioritizing the public interest.

17 Jul Khaosod

On July 17, 2026, Pol. Col. Nophadol Rukchati, commander of Nong Khai Provincial Police, along with other provincial officials and the Nong Khai inter-agency task force, received two Thai girls from Lao authorities at the Thai-Lao Friendship Bridge checkpoint in Muang District, Nong Khai province. The teenagers had fallen victim to human trafficking. According to initial questioning, the two 15-year-old victims from Chiang Mai had rented accommodation together with a female friend in Fang District starting in February. On April 3, their roommate invited them to travel to Laos, accompanied by three older acquaintances who ferried them across the Mekong River via a natural crossing near Chiang Saen in Chiang Rai. Upon arriving in Ton Phuang in Bokeo province, a Lao woman drove them to a guesthouse, confiscated their phones, and told them a friend owed a debt of 300,000 baht, using them as collateral while detaining them. Four days later, on April 7, a Chinese man arrived and forced them to call relatives demanding ransom, threatening to sell them in Myanmar or harvest their organs if payment was not made. The girls contacted their relatives, who filed a missing person report at Fang Police Station. Thai authorities coordinated with Laotian officials to locate and safely extract both girls, after which they were taken to protective custody in Vientiane. Following completion of official procedures, they were escorted through Nong Khai immigration and returned to Thailand.

At 10:00 a.m. on July 17, 2569, Police Major General Kiatikul Sandinetr, commander of Sub-Division 2, ordered Police Captain Marut Sudnongbua, superintendent of Phahon Yothin Police Station, and an investigative team from Sub-Division 2 to join electrical authority officials in inspecting the brewery located on Ladprao Road, Chomphon subdistrict, Chatuchak district, Bangkok—the site of a fire that occurred on July 13. Investigators sought to examine the electrical panel at the scene and gather additional evidence regarding the brewery's original 30/100-amp electrical permit. The establishment later increased its power usage and requested a capacity upgrade, but when electricity officials arrived to conduct an inspection, the shop declined, claiming it was not ready. Whether the unauthorized electrical modifications and subsequent overload caused a short circuit that triggered the fire remains under investigation and will be determined once electrical authority evidence is reviewed at the next meeting.

Taiwan Extends Visa-Free Travel for Thai Nationals Until 2027
17 Jul Khaosod

Taiwan has extended its trial visa-free entry program for Thai passport holders by another year, allowing Thais to travel to the self-ruled island without a visa until 31 July 2027. Taiwan's Ministry of Foreign Affairs (MOFA) said the extension, which takes effect on 1 August 2026, also applies to nationals of Brunei and the Philippines. The decision followed an inter-agency review of Taiwan's visa and entry policies for countries covered under its New Southbound Policy (NSP), an initiative aimed at strengthening ties with Southeast Asia and other regional partners. MOFA said authorities evaluated the effectiveness of the visa-free scheme and other travel facilitation measures before agreeing to extend the program for another year. The ministry said it will continue reviewing and refining its visa policies to strengthen bilateral relations, attract more international visitors and ensure border security and public safety. In addition to the visa-free extension for Thai, Bruneian and Philippine nationals, Taiwan will continue its simplified visa program for high-end group tourists and its Travel Authorization Certificate (TAC) scheme for eligible travelers from India, Indonesia, Vietnam, Myanmar and Laos through the end of 2027. However, Cambodian nationals will no longer be eligible for those two programs from August 1, 2026. Taiwan said it will also continue discussions with partner governments to improve reciprocal visa arrangements for Taiwanese travelers.

The ceremony marked the launch of a house-building project for disabled and low-income residents, undertaken as a tribute to His Majesty the King.

Sophon explained that the initiative is a collaboration between the Goodness Club for the Nation's Father, the Institute of the Throne Foundation, the Institute of the Throne Association, the Anatthapon Saram Foundation, and the private sector. The project will build homes for residents across six districts of Buriram Province. Eligible recipients must have low incomes, face hardship, be disabled, and possess good moral character with no drug-related involvement.

The project aims to construct 10 homes across six districts, with plans for expansion in the future. Progress reports will be issued annually on the King's birthday to encourage public participation. Sophon stressed that the initiative reflects genuine goodwill and involves cooperation between local government and administrative authorities, aimed at improving quality of life with human dignity. "Buriram shows the goodness in people's hearts," he said.

Mr. Tu, the first beneficiary, expressed joy and gratitude, noting that the new home will significantly improve his family's living conditions. He previously lived in a cramped, deteriorating structure borrowed from his aunt and sometimes had to sleep in a shelter. As a community health volunteer facing hardship, he was selected for the program. The municipality is demolishing his old home and constructing the new one.
