A progressive social security team sought an emergency court hearing to overturn a postponement of board elections scheduled for September 27, but the Central Administrative Court has not yet issued its decision as of August 5, 2026. Satsthram Thammabusdi, former employee-side board member and leader of the progressive social security team, along with employer and employee candidates, filed with the Central Administrative Court for an emergency review of the Social Security Election Commission's postponement announcement. The court had previously suspended enforcement of a voter registration requirement, which led the election commission to delay elections pending judicial clarification. The progressive team contends that the Labor Ministry and Social Security Office overstepped their authority, and they are calling for elections to proceed on the original date of September 27, 2026.

The Central Administrative Court accepted the petition and opened an emergency hearing at 2 p.m., with Satsthram testifying. By 4:15 p.m., the court finished hearing the case but had not issued an order, stating it would consider the matter and issue a ruling as soon as possible. During testimony, Satsthram explained the impact of delaying the board election, noting it would affect all 11.9 million insured persons. He pointed out that because the Social Security Committee is currently operating under an interim caretaker arrangement, the Subcommittee on Benefit Development cannot convene to consider unemployment benefits, old-age pensions, and child allowance payments, causing insured persons to lose benefits.

The court will send its order to Satsthram's address, indicating whether it will suspend enforcement or grant temporary protection of the progressive team's petition. If the court rules in favor, elections must proceed on the original date of September 27, 2026. After the hearing, Satsthram expressed that he provided information emphasizing the urgent need for participation and democratic reform as core principles of social security reform affecting millions of employers and insured persons nationwide. He believes that legal and judicial processes enable social security reform to move forward fully, but that the real key lies with insured persons and employers. If they unite behind reform and recognize that any delay or postponement of board elections would obstruct reform entirely, the effort can succeed with the commitment of tens of millions of employers and insured persons across the country.

On August 5, the Central Committee for Local Government Employee Competitive Examinations (KSTB) held a three-hour meeting at the Department of Local Administration. Deputy Interior Minister Arttasit Sampantharatna afterward revealed that the committee approved a resolution to rescind fraudulent appointments and issue a new list of legitimately qualified candidates—approximately 12,000 who passed honestly. Those with incorrectly calculated or artificially inflated scores will not be listed, and new guidelines will address how to properly list remaining qualified candidates before presenting the matter to the cabinet on August 6.

Of the problematic cases, 561 candidates who had not yet been hired will not be hired. However, 97 candidates who passed the exam, were hired, and received improperly inflated scores will be handled through a separate process submitted to the cabinet. Police will investigate how and why these scores were raised. Arttasit warned that anyone found connected to fraudulent conduct faces serious penalties, including dismissal and imprisonment, stating: "Whoever is not honest cannot stay. In the end, they will not succeed and will live unhappily."

When asked who inflated the scores, Arttasit said investigators must determine who raised them, who they contacted, and who else was involved—possibly family members, not just the test-takers themselves. He emphasized that all involved parties will face consequences with no one able to escape liability.

Regarding whether Theeruthorn Suphavibulphol, the former local government promotion department director, will appear August 6 to face fraud allegations at the Central Investigation Command, and whether five officials' disciplinary cases can be concluded immediately, Arttasit said the decision rests with the serious disciplinary investigation committee chairman Theeraphattana Katchmaat, director of the Department of Disaster Prevention and Mitigation. If the committee finds sufficient evidence and no further investigation is needed, it can conclude findings and take action before submitting the matter.

The Government Savings Bank has launched a new credit program called "GSB Cash Boost Liquidity Support" with a total fund allocation of 2 billion baht to help SMEs manage liquidity challenges and access working capital. GSB Director Thongpol Cheewapaññaaroaj stated that economic headwinds and regional tensions affecting energy prices and business costs have forced many SMEs to face liquidity shortages and limited access to capital. The bank is responding to Bank of Thailand policy directives by introducing this new credit facility to support existing business borrowers with working capital for operational expenses over a maximum 12-month period, repayable over up to 10 years, with loan amounts reaching up to 100 percent of collateral valuation.

Eligible SME borrowers must be existing GSB business credit customers for at least one year with a good account status as of March 31, 2025, no arrears exceeding 90 days, and no debt restructuring history in the past year. Funds can be used for working capital, operational expenses, asset investment, mortgage refinancing from other institutions, or mortgage repayment.
