World Rugby Endorses Union Cup for Global Rankings

World Rugby has sent congratulations to the Thai Rugby Football Association on the official opening of its new headquarters and the association's 88th anniversary, expressing wishes for continued success in developing rugby within Thailand. World Rugby has also granted official recognition to the Union Cup, a 15s rugby championship competing for the Asian title, allowing match results to count toward the World Rugby Rankings. This represents a major milestone for 15s rugby in Asia, as Asia Rugby currently lacks a continuous regional-level competition in the 15s format.

The Union Cup serves as an important regional platform initiated by Southeast Asian countries under the leadership of Pol. Maj. Gen. Kulthon Prachuabmahae, chairman of the Southeast Asian Rugby Federation (SEARF), providing international competition opportunities for 15s rugby players across Asia. Besides SEARF member nations, the tournament now includes Hong Kong, Japan, South Korea, Chinese Taipei, and Guam, enhancing its development impact on regional rugby.

Kulthon Prachuabmahae expressed honor and delight at World Rugby's recognition of Thailand and the Union Cup initiative, calling it excellent news for Asian rugby. He also announced that Sahapol Palpathee has stepped down as SEARF secretary-general to focus on his role as deputy chairman of the Thai Rugby Football Association overseeing international affairs. Phanithan Prachuabmahae has been appointed as the new SEARF secretary-general.

The SEARF committee officially acknowledged Palpathee's resignation and approved Phanithan's appointment. Member nations expressed gratitude for Palpathee's dedication and leadership during his tenure, while expressing confidence that his commitment to rugby development will continue and welcoming Phanithan to advance rugby progress across Southeast Asia.

Thailand Fast-Tracks Overhaul of 100+ Laws to Boost Competition
31 Jul Khaosod

Deputy Prime Minister Pokphand Nilpraphan has revealed progress on legislative reforms aimed at enhancing Thailand's competitive capacity. The government is currently collaborating with three major private sector institutions through a public-private committee to identify laws that hinder business operations. The private sector has proposed approximately 100 laws for amendment, with most suggestions coming from the Federation of Thai Industries and Thai Chamber of Commerce. Rather than developing a comprehensive masterplan—which would be time-consuming and slow to adapt—the government is requesting that the private sector clearly specify which laws are problematic and which phrases require revision. Once draft amendments are finalized, they will immediately be opened for stakeholder feedback before being submitted to the Cabinet for approval and assignment to relevant agencies.

The government will prioritize law reforms according to the "7 Leading Thailand" strategy, particularly focusing on industries that directly impact competitiveness, such as tourism and manufacturing. Business representatives have emphasized that high operating costs make Thailand increasingly uncompetitive against other nations. Pokphand noted that while initially estimated to take two months, significant progress has already been made, with clearer outcomes expected within another one to two months. However, he cautioned that competitiveness challenges extend beyond legal frameworks; structural costs—particularly high energy prices—also require simultaneous attention alongside legislative reforms.

Phitsanulok lecturer attacked by 2 dogs in rubbish row with neighbourLegacyA nursing lecturer is seeking justice, alleging that his neighbour deliberately released two dogs to attack him during a dispute over rubbish burning in Phitsanulok province. The Phitsanulok dog attack involved 43 year old Alongkorn Aksornsri, a lecturer at the Faculty of Nursing, Naresuan University. He told Bright TV and other local media outlets that he has been unable to return to work because of physical injuries and psychological trauma following the incident. According to Alongkorn, the attack happened at about 7pm on July 25 in the village where he lives with his brother and 75 year old mother. The dispute began after his brother confronted a neighbour about burning rubbish, which produced unpleasant smoke and odours in the community. Photo via Facebook/ Phitsanulok Hotnews The disagreement escalated into a physical fight, with the two men exchanging punches in the middle of the road. Alongkorn said he stepped in to separate the pair. According to his account, the neighbour’s father and son restrained his brother while the neighbour released two Thai Bangkaew dogs from the property. Alongkorn alleged that one of the dogs knocked him to the ground and bit him on the back of the neck. He said he managed to escape and took refuge inside his house to avoid further injury.  He believes the dogs were intentionally released to attack him. Alongkorn was later admitted to Naresuan University Hospital, where he said doctors administered more than 20 rabies injections around the bite wound on his neck. Photo via Facebook/ Phitsanulok Hotnews In addition to the neck injury, Alongkorn said he suffered inflammation of the tendons in his left hand and has since experienced stress and panic whenever he hears dogs barking. The lecturer also claimed this was not the first dispute involving the neighbour. Residents have experienced problems involving the neighbour and his dogs since last year, and previous complaints to local administrative authorities had not resolved the issue. He further alleged that the neighbour threatened his mother by claiming to have connections with local police officers and warning that he could cause legal problems for the family. Alongkorn reported the incident to Mueang Phitsanulok Police Station before speaking publicly about the case. According to Bright TV, investigators are examining the incident and plan to summon the neighbour for questioning. Land Transport Department Clarifies Fuel-Powered Tuk-Tuks Not Yet Banned

Land Transport Department Clarifies Fuel-Powered Tuk-Tuks Not Yet Banned
31 Jul Khaosod

The Department of Land Transport clarified on July 31, 2025, that no ban on fuel-powered tuk-tuks in central Bangkok has been implemented. Director Saropong Paithoonyapong explained that the department is only consulting the public on whether to eventually enact legislation restricting combustion-engine tuk-tuks in the central zone, with any such measure set for future implementation with a designated transition period.

The department notes that most tuk-tuks operating in Bangkok are fuel-powered and aging—typically 10 to 50 years old—with low safety standards. The proposed regulation aims to address noise and air pollution by banning combustion-engine tuk-tuks from central Bangkok's restricted area, which houses important national landmarks such as Wat Phra Si Rattana Satsadaram and the Grand Palace. The restriction would exempt electric tuk-tuks or allow operation during specific times designated by traffic officers.

Public consultation on the draft ministerial regulation runs from July 28 to August 27, 2025, after which the department will review feedback and proceed with further consideration.

Actor Moved to Tears by YouTuber's Death Abroad

YouTuber and Chulalongkorn University graduate Hlun Solo died suddenly in Georgia, leaving his family devastated and prompting emotional reactions from Thai actors including Mum Jokmok, who was moved to tears by the grandmother's grief.

Actor Moved to Tears by YouTuber's Death Abroad
31 Jul Khaosod

The nation has been shaken by news of the sudden death abroad of Hlun Solo, a young YouTuber and scholarship student who graduated in political science from Chulalongkorn University. He died in Georgia, but the cause of death has not yet been determined.

Reporters spoke with actor Mum Jokmok on a film set for "Suea Hoon Mangkorn Hao" about his reaction to the tragedy. Speaking with deep sadness, he admitted he had to quickly close the news after seeing it. The emotional moment intensified when he heard the Isaan-dialect words and tears of the grandmother mourning her grandson, which deeply moved him.

Mum expressed his sympathy, questioning why someone so young and healthy would die so suddenly. He speculated on possible causes—cardiac arrhythmia, stroke, or brain stem issues—while acknowledging the different legal and medical systems in Georgia versus Thailand.

"It's so tragic," Mum said in Isaan dialect. "Hearing her missing her grandson, thinking 'When will Hlun come visit again?'—it breaks your heart. We're both Isaan people. He studied hard, he went to Chulalongkorn. Just think about it." Mum admitted he would cry if he continued listening, describing himself as easily moved to tears. He reflected on how unimaginable it would be if it were his own child or grandchild, and worried about the grandmother's grief, the long journey to bring his body home, and the unfamiliar funeral procedures in a foreign country.

Mum also revealed that actress Sunalei, who was recently hospitalized for intestinal issues, was still so shaken by the news that she raised her hands in prayer, hoping it was nothing serious. He emphasized how connected people in the entertainment industry feel to one another, recalling a reporter friend who had recently passed away. "Even though we see each other all the time, when someone is suddenly gone, it hits hard," he said. "Let's all just stay healthy and live a full life together."

3-Year-Old Dies Under Suspicious Circumstances With Bruises

A 3-year-old boy with multiple suspicious bruises died in Mukdahan Province on July 29; his mother and stepfather, both testing positive for methamphetamine, deny involvement as police investigate the cause.

3-Year-Old Dies Under Suspicious Circumstances With Bruises
31 Jul Khaosod

Police are urgently investigating the suspicious death of a 3-year-old boy with multiple bruises on his body. The biological mother, 24, and stepfather, 19, have denied any involvement in the injuries or death, but both tested positive for methamphetamine and have been detained pending charges.

The incident occurred on July 29 when rescue workers in Mukdahan Province responded to a report from Mukdahan Hospital. Rescue officer Pongsak said that upon arriving at the single-story home, the child appeared limp and pale. CPR was performed immediately, but the child showed no vital signs. The hospital later confirmed the child had died, with doctors noting suspicious bruises at multiple points on the body.

Police interrogated the mother, known as Jum, 24, and the stepfather, Kattawuth, 19. Both denied any connection to the bruises or the child's death. However, urine tests revealed methamphetamine in both their systems, and they were charged with drug possession and detained.

Lieutenant Colonel Pairoj Taiphutthara, commander of Mukdahan Provincial Police, said investigators have already questioned four people at the scene and plan to call in two to three more witnesses. Initial inspection of the home found no signs of struggle or violence that could explain the bruises.

The child's body has been sent for detailed forensic examination and autopsy in Khon Kaen Province to determine the true cause of death and what caused the marks on his body. Results from medical examination are pending.

The child's grandmother, who arrived at the police station, was deeply distressed and tearful. She said she could not accept what happened and demanded the case be pursued to the fullest if wrongdoing is found. She revealed she had planned to take the child to live with her at the end of the month and had recently called him asking if he wanted to come stay with her, to which he had nodded yes.
