On 16 September, Deputy Prime Minister and Transport Minister Pipat Ratchakitprakarn chaired the third 2025 meeting of the Integrated Ticketing System Policy Committee at the Transport Ministry building, with Transport Ministry Permanent Secretary Chayathorn Promseripat and officials from relevant agencies attending. The meeting reviewed progress on implementing the Integrated Ticketing System Management Act 2025.
Ratchakitprakarn said the integrated ticketing system has made concrete progress with a clearer direction. Multiple secondary laws governing the system's oversight and management are now in effect, serving as key mechanisms for state control. The meeting tracked implementation timelines from participating agencies and considered two critical items: selection of an appropriate agency to operate the Central Revenue Management Centre (CCH), and approval of two secondary decrees on shared fare structures to help reduce living costs and improve travel convenience for the public. Maximum fares are projected not to exceed 45 baht.
Regarding secondary law development, the Office of Transport and Traffic Policy and Planning has issued five office announcements published in the Government Gazette, while the Transport Minister has signed six ministerial announcements and two committee resolutions as of 14 September 2025. Thai Mass Transit Authority, State Railway of Thailand, and Bangkok Metropolitan Administration reported progress on negotiations with operators, public-private partnership implementation, and integrated ticketing system installation and testing. The committee approved moving forward with implementation timelines.
The meeting also approved Krung Thai Bank Public Company Limited as the Central Revenue Management Centre operator for Bangkok and surrounding areas, following cabinet resolution of 23 June 2025 and committee resolution of 14 August 2025 as part of the government's cost-of-living relief measure. The Office of Transport and Traffic Policy and Planning met with the Finance Ministry on 15 September 2025 and is accelerating implementation of the integrated ticketing system to deliver public benefits quickly.
