The land office issued a 30-day public notice regarding the new deed, with objections due by August 27, 2025. If no objections are filed and legal procedures are followed, the process will continue through the land office.

The heir expressed concerns about the temple's documentation and construction authorization, questioning whether proper permits were obtained and whether the facility's name appears in the ecclesiastical district's official temple registry. According to her review of family records, the temple's name does not appear in the registry for Buddhist Region 9, and she called for authorities to investigate. She acknowledged these points represent the family's claims and noted that official authorities should verify the facts.

The heir explained that her grandfather originally intended to donate the land for temple construction when he was community allocator and village headman, and a title deed was transferred on August 17, 1990. However, she stated that the document contained conditions tied to completing the temple construction, establishing the required structures, and conducting proper consecration ceremonies. The original owner died on December 15, 1991, and the heir believes those conditions were never fulfilled, meaning ownership remained with the deceased owner and passed to heirs under inheritance law. She noted the family has monitored the matter for over 20 years but took no immediate action out of respect for the monks and those involved with the site.

Historically, university seats were insufficient to meet demand, but today many programs have surplus capacity. Simultaneously, the number of school-age children and state budget allocations have both shrunk, forcing universities to generate their own revenue. The more concerning problem, however, is the mismatch in academic disciplines. While the nation needs graduates in science, technology, and mathematics, enrollments in these fields are declining. Conversely, social sciences—such as political science, law, social studies, and sports science—are gaining popularity.

Teacher education programs present another puzzle. Despite a labor market oversupply of teachers, students continue applying in large numbers, particularly in the northeastern region. This reflects a social value system rooted in the 1997 Asian financial crisis, when private-sector employees lost high-paying jobs while government teachers remained secure with stable income and benefits. This mentality has persisted across generations, even though teacher recruitment opportunities are shrinking due to school consolidations.

To address these challenges, Nakhon Ratchasima Rajabhat University has undertaken major organizational restructuring, including curriculum integration and establishing a Lifelong Learning Office to serve all age groups, particularly working adults and retirees. The university has also compressed degree programs into shorter, modular courses that students can apply immediately in their jobs, supported by a credit bank system allowing learners to accumulate credits toward future degrees.

Survey findings show secondary students prefer on-site learning, while working adults and alumni reject in-classroom attendance, opting instead for online or hybrid formats. Universities must adapt accordingly.

A major structural challenge is an oversupply of faculty relative to students, a legacy of large-scale teacher hiring around 2007 when enrollments were robust. With student numbers now falling, teachers cannot easily transfer between departments or leave. The solution involves structural management through hiring freezes—when professors retire, they will not be replaced in low-enrollment programs. Undergraduate programs require a minimum of five faculty members and graduate programs at least three, a mandatory standard. When these cannot be met, universities hire temporary or hourly staff, or partner with the private sector. New Ministry of Higher Education, Science, Research and Innovation regulations from 2022 allow private-sector professionals to serve as lead instructors. Nakhon Ratchasima Rajabhat University, for example, has partnered with the automotive industry.

The Mekong River has overflowed its banks and flooded a Thai-Lao border trading market in Nakhon Phanom, with water levels reaching 11.98 metres on 12 August, just 2 centimetres below the critical level.

Hydrological officials recorded the river level at 06:00 on Wednesday, showing a 15-centimetre increase from the previous day. Authorities warned that the level could reach the critical threshold by the afternoon.

The Nakhon Phanom municipal authorities have ordered all four floodgates at key pumping stations to be closed to prevent the Mekong from flowing back into the city.

Runoff from Bueng Kan province and the Lao side of the river has also flooded agricultural areas along the riverbank in Ban Klang subdistrict, Muang district, about 28 kilometres from Nakhon Phanom town.

More than 100 rai of banana, bamboo and aromatic coconut plantations have been inundated, with water reaching about 1 metre deep. A concrete road stretching more than 3 kilometres has also been flooded.

The temporary border trading area and OTOP goods buildings have been particularly affected. Five or six rubbish bins were swept away, while ice boxes, tables and chairs belonging to vendors at the market were left floating in the floodwaters after traders failed to move their belongings in time. Some used ropes to secure their possessions.

Daosawan, 59, said she had three bamboo plantations covering more than 30 rai, with more than 200 clumps of bamboo. The rapidly rising Mekong has flooded two of her plantations to a depth of about 1 metre since 9 August. She normally harvests bamboo shoots for sale to fresh markets in the town, with daily orders of at least 50 kilogrammes.

On Wednesday, a vendor placed an order for 2,000 kilogrammes. Only one plantation, with about 50 bamboo clumps, remains above the floodwaters, leaving her uncertain whether she can fulfil the order. She said she may suffer substantial losses and could have to use a boat to harvest bamboo from the two flooded plantations.

Booncharoen Phrombutr, 67, a kamnan inspector in Ban Klang subdistrict, said rapid runoff from upstream areas combined with heavy rain had caused the Mekong to gradually overflow its banks over the past two to three days. Floodwaters have reached about 1 metre in some areas and as deep as 1.5 metres in others.

Traders from Pak Peng on the Lao side, opposite Ban Nad village in Ban Klang subdistrict, have also struggled to cross the border to sell forest products such as rats, squirrels, mushrooms and insects, as flooding has affected the Lao side as well. Some goods that traders were unable to remove from the temporary border trading buildings have been swept away and are still floating on the water, awaiting collection by boat.

Meanwhile, the Songkhram River in Si Songkhram district overflowed its banks on the afternoon of 11 August. Flooding has particularly affected Tha Bo Songkhram village in Tha Bo Songkhram subdistrict and Pak Un village in Si Songkhram subdistrict.

The solar drying system has reduced fuel costs, shortened production time, and improved product quality and safety by eliminating dust and insects. Output now meets market standards. The approach also promotes environmentally friendly energy use. The team also monitored a second solar water pump project serving surface water sources under Tha Chang Sub-district Municipality, Ang Thong Province, which effectively reduces energy costs and could serve as a model for other communities.

The Rammasan farmers' group has saved 52,500 baht annually by replacing diesel fuel, irrigates over 20 rai of farmland, and reduces CO2 emissions by approximately 3,278.81 kilogrammes per year. The Tha Chang water project, funded with 1,175,000 baht from the Energy Conservation Promotion Fund, installed a solar pump system of at least 25 kilowatts serving 17 households and covering over 220 rai of farmland, ensuring year-round water availability. This saves villagers over 129,808.60 baht annually in fuel and electricity costs, conserves an average of 2.79 tonnes of oil equivalent per year, and reduces CO2 emissions by up to 19,425.85 kilogrammes annually. Both projects exemplify clean energy use delivering economic, environmental, and quality-of-life benefits. This monitoring reflects the Energy Ministry's commitment to promoting clean energy investment that creates lasting community benefits.
