The Internal Security Command (ISC) has announced a nationwide coordinated effort to assist citizens in verifying welfare card eligibility, filing appeals, and correcting personal data. Following a cabinet resolution, the review and appeal deadline for the 2569 state welfare card program has been extended from July 31 to August 31, 2569, giving residents adequate time to check and update their information. Applicants can still submit documents for data corrections to verification units until September 20, 2569, while those who pass the review—both existing and new beneficiaries—will begin using their benefits simultaneously from October 1, 2569.

Prime Minister Anuthine Charnvirakul, who heads the ISC, has directed all government units to integrate their efforts to facilitate public access to state welfare benefits, reduce gaps in coverage, and build confidence in state care. The ISC's regional and provincial commands have been tasked with coordinating with local agencies, promoting awareness, providing guidance, and closely monitoring implementation.

The ISC is also mobilizing community networks, including volunteer defense groups, administrative networks, and school-based organizations, to disseminate accurate information about the review, appeal, and correction processes. Special attention is being given to elderly persons, people with disabilities, disadvantaged groups, and remote communities to ensure universal and equitable access to welfare benefits.

The ISC confirms it will continue integrating efforts across all sectors to support government policy, build public understanding, facilitate access, and ensure all eligible citizens receive complete, swift, and fair welfare benefits—ultimately improving quality of life and strengthening national security.

The NHSO supports the health minister's policy of returning health data to citizens so they can access, utilize, and verify the accuracy of their own information. The agency is progressively linking health rights, benefits, and partial billing history data through its LINE Official Account (@nhso), the Pao Tang app, and the Maw Prom app for public verification. Citizens who discover incorrect or unfamiliar service records can report them through the system or contact the NHSO hotline at 1330.

A British social media personality who has previously attracted news coverage over his behaviour abroad has been filmed delivering a prolonged racist and threatening tirade against Thai people before claiming that parts of the footage were created using artificial intelligence.

Daniel Harper, known online as DannyBoy83, repeatedly insults Thais in the video, uses racist slurs comparing them to animals and makes degrading comments about poverty and sex work in Thailand.

"I hate 'em," Harper says, before directing further abuse at Thai people and saying he no longer wants to remain in the country. He also appears to threaten indiscriminate violence, saying that an encounter with Thai people is "going to go off" because he is going to "smack 'em up".

The recording ends with Harper insulting Thai eating habits and saying he cannot wait to travel to Brazil.

Khaosod English reviewed several copies of the recording preserved and republished by social media users. They show a continuous rant involving the same speaker, voice and setting, with no visible indications that the footage itself was artificially generated or that the remarks were assembled from separate clips.

The original posts are no longer live on the YouTube and TikTok accounts associated with DannyBoy83, although copies were saved and widely redistributed before they became unavailable.

Crime Asia, which drew widespread attention to the footage, reported that Harper recorded the tirade after an alleged altercation with people he described as the "Thai mafia" at a bar in Bangkok's Sukhumvit area early Tuesday.

In a subsequent video posted at approximately 21:00 on Tuesday, 28 July, Harper claimed that online trolls had altered some of the footage.

"I never said some of that stuff," he said. "The trolls have tweaked it. That's like AI. That ain't me."

His wording appeared to dispute only some of the statements rather than deny that the recording showed him. He also said he had a flight scheduled for the following week.

An apology video was reportedly posted and later removed, although Khaosod English has not obtained a complete independently verified copy.

The racist rant has prompted calls for Thai authorities to investigate. No official police or immigration statement concerning Harper had been issued at the time of publication.

Harper has previously made headlines in Britain. The Sun reported in late 2025 that the then-42-year-old social media personality was arrested at London's Heathrow Airport after returning from Brazil.

Kent Police reportedly said he had been arrested on suspicion of assault and criminal damage and later released on bail while inquiries continued. An arrest does not establish guilt, and Khaosod English has found no subsequent public confirmation of the outcome of that investigation.

The Sun described Harper as being from Cranbrook, Kent, and reported that he had built an audience of more than 100,000 followers by documenting partying and other activities.

According to Suphachai, this article contains two key principles: (1) no complainant is necessary—the EC may learn of violations through news, media, state agencies, official reports, or any other information, and if there are reasonable grounds and sufficient data, it must initiate an investigation; and (2) it is a duty, not discretion—the law uses the language "is required to conduct," meaning the EC cannot ignore reasonable suspicion.

Suphachai explained that "ex officio power" is a Latin legal term meaning "by virtue of office" or "by right of one's position," referring to authority granted by law to an organization or official to act on its own without requiring a complaint, accuser, or victim to file a request first.

If the EC observes a gathering organized by the "Prachaachon Group" or "Orange Group," it has the legal authority to investigate whether the 300 candidates who attended had their meals, meeting room rentals, travel costs, flights, and accommodations paid by others, and who funded them. The EC can also investigate whether the selection of those senators at all levels—from district to national—involved vote-buying or fraud.

Suphachai urged the EC to act quickly under Article 41 and offered to file a formal complaint himself, stating he has evidence ready.

That evening between 5:00 and 6:00 p.m., while driving, he was involved in a reversing collision with a pickup truck at a U-turn point. He called the insurance company to dispatch a claims adjuster for standard damage assessment.

When claims adjuster Mr. Pornchai (surname withheld) arrived, he photographed the damage and requested documents and driver's licenses from both parties. However, after speaking with his supervisor for approximately five minutes, the adjuster became evasive, stalling and acting suspiciously. He questioned whether the collision actually occurred and expressed skepticism about how a new policy taken out in the morning could result in an accident the same evening.

Mr. Wordorn attempted to confirm the incident was genuine and offered clear photographs of fresh damage marks, requesting to speak directly with the supervisor, but was refused. The adjuster then drove away from the scene.

Frustrated, Mr. Wordorn called the insurance company's call center, where he was advised to settle the matter with the adjuster in person. When the adjuster scheduled a meeting at Saiyai police station, Mr. Wordorn, overwhelmed by anger at what he felt was unjust denial of service, lost control and punched the adjuster upon arrival. The adjuster kicked back before police intervened and separated them. Mr. Wordorn later learned he had been charged with assault.

After the incident, Mr. Wordorn continued attempting to contact the insurance company and was instructed to email damage photographs for a 15-day inspection period. He maintains his innocence regarding insurance fraud or staging the accident, noting all damage was fresh and recent. He stated he is prepared to pay repair costs himself if the claim is ultimately denied.

Mr. Wordorn criticized the adjuster for exceeding his professional authority and causing great disappointment, especially as a long-time customer of many years. He announced he would cancel his insurance upon resolution of the matter.

Nevertheless, Mr. Wordorn acknowledged that using violence to resolve disputes is wrong and apologized for the entire incident.
