The secretary-general of Thailand's National Economic and Social Development Council said Japan's Toyota Motor Corporation already has investment bases in Indonesia and produces certain vehicle types there, but Thailand and Japan have maintained long-term economic ties, particularly in the automotive industry, creating a strong local supply chain supported by numerous manufacturers and interconnected industries. Moving or expanding production bases to other countries is not a decision made hastily, as it requires assessing the readiness of supply chains, labor, parts manufacturers, and support systems—without which a major relocation becomes extremely difficult. The secretary-general believes Japanese automakers still view Thailand as an efficient production base. Finance Ministry tax reforms aimed at reducing import costs for component suppliers will help sustain domestic production and investment. Concerns about lost tax revenue from reduced import duties are likely minimal, since import tariff revenue has already declined due to free trade agreements and international trade frameworks; the government should balance tax income against employment and added value generated domestically. Declining vehicle exports are largely due to stricter global carbon regulations affecting internal combustion engine vehicles, particularly passenger cars, while electric vehicle competition intensifies. However, one-ton pickup trucks—a Thai manufacturing champion—continue to grow at around 50 percent, showing the automotive sector retains strong product foundations despite technology shifts. Thailand's EV tax incentives already require manufacturers to establish local production facilities rather than simply importing vehicles for sale. Some EV components Thailand cannot yet produce, such as motors and drive systems, may require temporary import facilitation during the transition period, while domestic production capabilities gradually develop to sustain Thailand's automotive industry through its shift from combustion engines to electric vehicles.
