The public is warned to be cautious of dangers from heavy rainfall and accumulated water, which may cause flash floods and flash floods, particularly on sloped areas near watercourses and in low-lying areas. Travel through flood-prone routes should be avoided, especially in low-lying areas where water may accumulate rapidly. For the upper Andaman Sea, waves will be moderately strong from August 19-21, with heights of 2-3 meters, and over 3 meters in thunderstorm areas. The lower Andaman Sea and upper Gulf of Thailand will have waves of approximately 2 meters, exceeding 2 meters in thunderstorm areas. Fishermen in the Andaman Sea and Gulf of Thailand are advised to navigate with caution and avoid areas with thunderstorms. Small boats in the upper Andaman Sea should remain ashore during this period. Local resident Bangmud expressed surprise at the phenomenon, noting that such abundance is unprecedented. The shells typically live buried deep in coastal mud and cannot normally be dislodged by ordinary waves. The economic value of the harvest is significant: fresh shells sell for 60 baht per kilogram at the beach and 80 baht per kilogram retail. Traders buy them directly to process into sun-dried versions, which command premium prices up to 1,000 baht per kilogram. Residents typically use fresh shells in stir-fries, curries, and soups, where they offer a distinctive sweet, tender flavor.

Angel wing shells are sensitive indicators of ecosystem health, particularly the health of mangrove forests and coastal balance. Their presence in large numbers signals ecological abundance and a stable natural environment. The shells are found along the Andaman coast in Satun, Trang, Krabi, Phuket, Phang Nga, and Ranong. Their sensitivity to toxins and soil changes makes them valuable markers of environmental conditions in coastal areas.

The minister said he had consulted with 15 affected directors on solutions, noting that the order clearly allows directors uncomfortable with relocation to submit reasons such as pursuing advanced degrees or caring for parents, for the commission's consideration.

"The order has been issued, but if any director feels treated unfairly, they can file an appeal with a clear explanation of hardship," Prasert said. "We will handle each case individually based on genuine need, not across the board. There is also a September transfer window for further adjustments, so there is no need for concern."

Regarding Wichanya Kesaiphet, director of the Udon Thani Primary Education Zone 3 office, who submitted a resignation letter after being transferred to the Phetchabun Secondary Education Zone office, Prasert said he learned of the matter and that Wichanya cited health issues and the need to care for his 93-year-old mother. He initially requested to suspend the resignation and tasked the Basic Education Commission secretary with discussion and resolution efforts.

Wichanya stated he submitted his resignation on August 11. If approved, he will stop work immediately; if not, he will continue normally until retirement in about one year. He explained his resignation stems from the lack of clear problem-solving direction from Basic Education Commission leadership and concerns about academic credentials. He had served at Nan Primary Education Zone 1 for over two years before transferring to Udon Thani Zone 3 for less than a year, only to be reassigned again to Phetchabun Secondary Education Zone with just one year of service remaining, making him feel treated unfairly.

"I thank the education minister for the opportunity to discuss solutions, but without clarity, I am resigning," Wichanya said. "Other affected directors may face different impacts; I cannot speak for them."

Additionally, 10 special prizes of 1 million baht will be awarded, with five drawn in October and five in November 2025. Total monthly prizes can reach 117 million baht, with 300,008 prizes per draw.

Depositors placing 1,000 units or more (500,000 baht minimum) will have a chance to win the monthly last-three-digit lottery. The bond opens for deposits from August 17, 2025 onwards through the BAAC Mobile app and at BAAC branch counters nationwide. Interest and prize winnings are tax-exempt for individuals.

The first drawing will be held on September 16, 2025, with subsequent draws on the 16th of each month for 24 total draws, except January when the draw occurs on the 17th. Depositors who place funds by the 15th of the month are eligible for that month's prize drawing. Results and live broadcasts of the drawings can be viewed on the BAAC website (www.baac.or.th), the BAAC Thailand Facebook page, and the BAAC Thailand YouTube channel. Prize money will be transferred automatically to depositors' linked savings accounts the day following each draw.
