On July 20, Pol. Lt. Col. Prasert Gingkaset, a deputy investigation officer at Lam Luk Ka Police Station, responded to a report of a teenager shot dead beside a road near Wat Don Yai, Moo 9, Lam Luk Ka subdistrict, Lam Luk Ka district, Pathum Thani. He arrived with fellow officers to find a 15-year-old male victim from the area with gunshot wounds to the head and back. A blue Honda Wave motorcycle without license plates was discovered nearby, along with one sandal.

Witnesses reported hearing three gunshots around 2:10 a.m. According to the victim's friend who was with him at the time, they had picked the victim up from his home in Khlong Jed and stopped for fuel in Khlong Paet before encountering a motorcycle. The riders demanded they stop, but the victim's friend refused and drove away. They encountered the suspects again near Wat Don Yai; both suspects were wearing masks and helmets.

The victim's mother, Marina Oidee, 51, said her son left home around 2 a.m. and was studying in the Continuing Education program. She noted he frequently left home and rarely shared details about his activities. She had been worried since he departed that night. Pol. Lt. Col. Prasert documented the scene and ordered officers to review CCTV footage and trace the suspects' escape route to pursue charges.

Deputy Agriculture Minister Watchrapol Khaokhamma has directed the Thai Dairy Promotion Organization (TDPO) to accelerate marketing plans to clear excess milk inventory before requesting government budget support, emphasizing improved management and marketing efficiency to compete in the open market.

On July 20, 2025, Watchrapol addressed mounting concerns about boxed milk stockpiles at the TDPO, which have accumulated into a significant financial and liquidity burden due to slow market clearance. Over the past week, he and his team conducted an in-depth analysis of the situation to develop sustainable solutions for the excess inventory, oversupply, and accumulated losses.

Watchrapol outlined urgent policy measures, prioritizing accelerated product clearance before expiration dates and preventing wastage through aggressive marketing campaigns before additional inventory expires in October. Before considering government budget support, the TDPO must implement comprehensive measures and secure loans to maintain liquidity and ensure long-term business recovery.

For expired boxed milk, Watchrapol assigned the Department of Livestock to coordinate with researchers, relevant agencies, and Thailand's Rubber Authority to identify alternative uses, such as incorporating expired milk into animal feed as a protein source and treating rubber tree leaf fall disease.

"I don't understand why inventory was allowed to expire in such large quantities," Watchrapol stated. "Operational efficiency is the direct responsibility of state enterprises." He emphasized sympathy for the TDPO's challenges amid increasing market competition and substitutes, highlighting the need to develop competitiveness through better management, cost control, and marketing strategies. He cited the Milk Land ice cream franchise as an example of effective revenue generation and milk distribution that should not have been discontinued.

Watchrapol noted that the TDPO is a capable state enterprise, having won multiple awards for model performance from the Finance Ministry and once generated nearly ten billion baht annually. He called for analysis of why revenues have declined and losses accumulated over the past six to seven years, suggesting that expanded marketing channels and strategic sales initiatives could provide a path forward for both the organization and Thai farmers.

Virulya Wongchan, candidate number 5 for the employer-side Social Security Committee and representative of the Social Security Development Team (SSD), has proposed measures to enhance transparency in social security fund management through Mark-to-Market investment disclosure—reporting investment values at current market prices—alongside nine reform initiatives designed to improve fund efficiency, reduce employer burden, and strengthen confidence among workers and employers.

Drawing from over 14 years of business experience starting from zero, Virulya observes that Thai entrepreneurs, especially small and medium-sized enterprises (SMEs), face rising costs in wages, financing, and social security contributions. "For employers, month-end is an expense, not income," Virulya stated. "We want to see social security as a mechanism that supports businesses while effectively protecting workers, because when businesses survive, employees gain security too."

Since employers continuously contribute to the social security fund, they should have a voice in shaping fund direction and access to adequate performance data, Virulya argues, promoting the concept that "employers should have rights, not just obligations."

The nine proposed reforms include: (1) reducing contribution rates to ease burden during economic slowdown; (2) promoting a 300,000-million-baht low-interest loan program for business liquidity; (3) increasing employer benefits aligned with contributions; (4) establishing nationwide employer assistance centers; (5) studying reduced rates for SMEs; (6) studying direct employer access to fund capital; (7) studying solutions for outstanding contributions and fairness for closed businesses; (8) studying contribution rates adjusted by business size; and (9) enhancing fund transparency through investor-friendly quarterly reports on returns, risk, investment allocation, fees, and performance.

On governance, Virulya proposes that the social security fund disclose Mark-to-Market valuations alongside book values, with quarterly reporting of returns, risk, investment composition, fees, and performance results to enable workers, employers, and the public to monitor fund management continuously. "The social security fund is a large fund built from employer, employee, and state contributions. Disclosing asset valuations at current market value increases transparency, builds confidence, and elevates governance to international standards," Virulya said.

The employer-side Social Security Committee election will be held on 27 September 2025, with the SSD fielding all seven candidates.

A well-known shadow puppet theater owner died in a tragic collision when his pickup truck slammed into the back of a 10-wheeled truck stopped at a red light on the evening of July 19 in Ban Khai District, Rayong Province. Police from Ban Khai Station responded to the scene at 22:30 to find a white pickup severely crushed and wedged beneath the cargo truck, which was loaded with chicken crates. Officers discovered the body of a man, approximately 60 years old and identified as the owner of a prominent local shadow puppet troupe. Rescue personnel used specialized cutting tools to extract the victim from the wreckage.

Investigators determined that before the accident, the victim had been conducting a shadow puppet performance at a local temple and was driving his pickup truck carrying equipment back to his residence, with his son following on a motorcycle. At the Bang Buthorn traffic light intersection on Highway 3574, the 10-wheeled truck was stopped at the red signal preparing to enter Rayong city when the victim's pickup collided with it at high speed, causing his immediate death.

Police documented the scene and collected evidence, taking the truck driver in for further questioning at the station to determine the exact cause of the accident and to proceed with legal proceedings. The victim's body was sent to Ban Khai Hospital for autopsy pending collection by relatives for religious rites.

At 4:10 a.m. on July 20, 2025, Bang Bua Thong Police Station received a report of a sedan colliding with a tuk-tuk in a residential community in Sone Loi subdistrict, Bang Bua Thong district, Nonthaburi province. Officers, foundation staff, and a forensic doctor rushed to the scene near Soi 12.

Three people died in the crash. Two were found dead at the scene: an 82-year-old woman and a 37-year-old woman who was the tuk-tuk driver. A 77-year-old woman received emergency CPR for 30 minutes but died shortly after, bringing the total death toll to three.

At the scene, the damaged tuk-tuk lay overturned, its front crushed. The black BMW sedan with Bangkok registration was wedged against a tree. The driver, a 31-year-old man named Yotthon, remained at the scene cooperating with police.

Relatives said the two elderly victims regularly used this tuk-tuk service to go to Bang Bua Thong market.

When questioned, the BMW driver appeared confused and claimed he did not see the tuk-tuk as he entered from the main village entrance. Police measured his blood alcohol level and found it to be 152 milligrams per deciliter. He was taken into custody for prosecution.

Police said preliminary investigation showed the tuk-tuk exited Soi 12 at the same moment the BMW was approaching at high speed, causing the violent collision. Authorities plan to review security camera footage from the scene. The driver will face charges, and the victims' bodies have been transferred to the Institute of Forensic Medicine for autopsy.
